Austin's 1905 Budget and Infrastructure Plans

Street improvements approved: Council allocated $640 to improve city streets, with an additional $50 for the second ward after amendments. One alderman voted against the plan.

Water and Light Commission reorganized: The city transferred its old water plant and $640 from the city hall fund to the newly established Water & Light Commission, addressing concerns about the city's financial obligations to the utility company.

City Treasurer selected: H.A. Wroe's bid was accepted to serve as the new city treasurer, with approval of his bond and security.

Infrastructure requests and concerns: Council authorized $45 for engineering drafting tools and requested plans for a bridge on 29th Street, while voting down a request to purchase six mules for city operations due to budget constraints.

Charter amendment submission: Council unanimously requested the Governor submit a charter amendment—approved by Austin voters on April 3rd—to the state legislature for immediate consideration.

Regular meeting of the City Council Austin, Texas, May 01, 1905 Hon. W.D. Shelley, Mayor, presiding. Roll Called. Present Aldermen Armstrong, Broken, Owens, Wacken Willson, Moore, Pelis, Portell, Smith & Wilhelm 10 Absent - Aldermen Haynes, Redd, Shumate and Rosenberg 4 On motion the minutes were approved as recorded by the Clerk, without reading. Petitions Wm. J. Hook By Aldermen Armstrong – Petition of Wm. J. pound fees J. Hook to refund pound fees – Read and on motion Referred to the Committee on Claims & accounts C.H. Powell to refund By the Mayor – Petition of C.H. Powell, asking to have pound fees certain pound fees refunded – Read and on motion referred to the Claims & accounts Committee Jas. A. Kane for By the Mayor – Petition of Jas. A. Kane, for damagesdamages Read and on motion referred to the Claims & accounts Committee Reports of City Officers Reports by City off- The Mayor laid before the Council the reports of the City icers Clerk, the City Marshal and the Sexton for the month of April 1905, which were on motion referred to the appropriate Committee’s without reading. Reports of Standing Committees Reports by Com on Aldermen Powell for the Police Committee to whom was Police & referred the report of the Marshal for the month of March Marshals report & from the 1st to April 8th 1905, presented a report stating that they had been examined & found correct On motion the report was adopted L.A. Staff & Bro. Aldermen Petri for the Claims & accounts Committee to whom was referred the petition of L.A. Staff & Bro for change and correction of Assessment for taxes, presented a report recommending that the petition be granted and the Assessor & Collector of taxes be directed to make the change – On motion the report of the Committee was adopted In re a Aldermen Armstrong for the Hospital Committee City Hospital presented a report stating conditions of the Hospital, and making certain recommendations regarding same, which was read but no action taken on the report. Unfinished business The Mayor laid before the Council an ordinance amending the Park ordinance, which was read the second time and on motion laid over until the next meeting of the Council --- Page break --- 1340 Clock Council Chamber The Alderman laid before the Council an ordinance appropriating the sum of $10.00 for the purpose of purchasing a clock for the Council Chamber. The ordinance was read the second time and on motion was laid over until the next meeting. New business Repealing Pound Ordinance By Alderman Petri An ordinance repealing an ordinance extending the pound limits of the City of Austin, The ordinance was read the first time and on motion was referred to the Police Committee Alderman Read & VonRosenberg entered the Council Chamber. Alderman Dunea, asked to suspend the order of business, and allow the ordinance Committee to make a report, which permission was granted. Alderman Dunea for the ordinance Committee to whom was referred an ordinance locating what Old Fredericksburg Road was known as the old Fredericksburg road, presented a report recommending that the agreement An ordinance which was submitted be rejected and recommending a substitute for same The ordinance and agreement were read. Alderman Haynes introduced the substitute ordinance for same. An ordinance which was submitted by the ordinance Committee was placed on its second reading by the following Vote Yeas Alderman Armstrong, Crooke, Dunea, Hayden, Miller, Moore, Petri, Powell, Read, Smith, VonRosenberg, Wickeham. Nays none. 12 $640.00 Approve Streets By Alderman Smith an ordinance appropriating the sum of $640.00 for the purpose of improving certain streets in the City of Austin. The ordinance was read the first time and on motion the rules was suspended and the ordinance be read on its second reading by the following Vote Yeas Alderman Armstrong, Crooke, Dunea, Haynes, Jackson, Miller, Moore, Petri, Powell, Read, Shumate, Smith, Von Rosenberg, Wickelham. Nays None. 16 --- Page break --- 341 The ordinance was read second Time Alderman Powell moved to amend the ordinance by adding "$50.ºº for street work in the second Ward" Which motion prevailed by the following Vote Yeas Aldermen Armstrong, Crocken, Omes, Haynes, Miller, Powell, Read, Shumahate, Von Rosenberg, Nays Aldermen Haynes, Moore, Petri, Smith, Wilhelm Alderman Omes moved To amend the ordinance by adding "the $50.ºº to be used in the second ward to be expended Under the Supervision of the Aldermen from the Ward and the City Engineer." The amendment was adopted. Alderman Moore moved to amend the ordinance by making the appropriation for the 6th Ward "$150.ºº" Which motion was lost. The ordinance was then passed under suspension of the rules by the following Vote Yeas Aldermen Armstrong, Crocken, Omes, Haynes, Macken, Miller, Petri, Powell, Read, Shumahate, Smith, Von Rosenberg, Wilhelm. 13 Nays Alderman Moore. 1 Alderman Haynes for the Finance Committee Submitted the following Austin, Texas, May 9th 1905. Do the Hon W.M. Shelley Mayor, and Board of Aldermen of the City of Austin ! Report of Finance Com on City Treasurership Gentlemen: Your Committee on Finance beg leave to report, that in accordance with the By-Charter of the City of Austin, We have advertised for bids for the City Treasurership and have received bids from H.A. Wroe, Geo L. Kenne and Lewis Walling Jr., which bids are submitted with this report. The bid of H.A. Wroe being the highest bid and the bond offered being in the opinion of your Committee satisfactory, we recommend that the bid of H.A. Wroe be accepted and the position If H.A. Wroe elected awarded to him. The report of the Committee was adopted City Treasurer On motion the Mayor was directed to take all necessary steps to complete the transaction. Report City Physicians The Mayor laid before the Council a report from the City Physician which was on motion referred to the Hospital Committee without reading. On motion the Council adjourned until 8 oclock pm Tuesday May 2nd 1905. Jno. S. Alderman Ulvore moved a call of the Council which was seconded and the Marshal directed to bring in the absentees Alderman Miller entered the Council Chamber and answered to his name. On motion of Alderman Haynes the Call was suspended Water & Light On motion of Alderman Haynes the Water and Commissioners address Light Commission was invited to address the Council Council Reue Stabenham addressed the Council stating Conditions of the Plant etc. Alderman Macken entered the Council Chamber. Alderman Haynes offered the following resolution Transferring old Water Be it resolved by the Council of the City of Austin, & Light to Water & that what is known as the old Water Company Light Commission Plant now owned by the City of Austin- be and is hereby placed under the Control of the Water, Light & Power Commission of the City of Austin, for the use and benefit of the City – as may be deemed advisable by said Commission, and that the City Attorney be directed to draw up the necessary papers to Carry this resolution into effect On motion the resolution was adopted Resolution to transfer Alderman Crooker offered the following resolution City Hall funds to Be it resolved by the City Council of the City of Austin, : Water & Light Com. That the money now in the City Treasury to the Credit of the City Hall fund be and the same is hereby transferred to the Water, Light & Power Commission of the City of Austin, as a loan and the Mayor and City Clerk are hereby instructed to draw the necessary warrant in favor of the said Commission against the said funds On motion the resolution was adopted Yeas Aldermen Crooker, Miller, Powell, Von Rosenberg, 4 Nays Aldermen Armstrong, Cuney, Haynes, Macken, Ulvore Loan to Confer with Petri, Shumate & Wilhelm 8 Water Comm. Alderman Ulvore moved that a Committee of 3 be appointed etc. from the Council, who with the City Attorney, be directed to Confer with the Water & Light Commission with a view of adjusting the account of the City with said Water & Light Commission, which is now pressing and the Mayor appointed Aldermen Ulvore, Armstrong & Haynes as such Committee. --- Page break --- West Austin Fire Co to use Council Chamber Meetings Marshal directed to Conform to Police rules as to nuisance Austin R R R, tracks on East $20. to pay J.D. Peyton for extra Service Ord authorizing the movement of special Policemen Alderman Haynes offered the following resolution, which was read and adopted Be it resolved by the City Council of the City of Austin, that the West Austin Fire Company be tendered the use of the Council Chamber for the meetings of the Company - such times as may not conflict with business of the Council until same be properly housed. On motion Alderman Schneider was invited to a seat in the Council Chamber. Alderman Dumes offered the following resolution Be it resolved by the City Council of the City of Austin: that the City Marshal be and he is hereby requested to conform to rules 5, 6, 7 & 8 on page 146 of the Revised Civil and Criminal Ordinances of the City The resolution was read and on motion of Alderman Haynes was referred to the Police Committee by the following Vote Yeas Alderman Brooker Haynes Machen Powell Von Rosenberg Wilhelm & the Mayor 7 Nays Alderman Armstrong Dumes Mullen Moore 6 Petus Schumanate Alderman Dumes offered the following resolution, which was read and adopted In view of the fact that the Austin Rapid Transit R R Co are now preparing to remove one of their tracks on east 4th street for the purpose of making same a one track line, therefore be it resolved that the City Attorney be instructed to give his opinion as to the rights of the City Council in this matter By Alderman Brooker an ordinance appropriating the sum of $20.00 to pay H.O. Peyton for guarding prisoners for the month of April 1905. The ordinance was read the first time and passed under suspension of the rules by the following Vote Yeas Aldermen Armstrong Brooker Dumes Haynes Machen Mullen Moore Petus Powell Schumanate Von Rosenberg and Wilhelm 12 Nays None. By Alderman Haynes an ordinance providing for the appointment of special Policemen for the City of Austin! The ordinance was read the first time and on motion of Alderman Machen was referred to the Police Committee Alderman Moore offered the following resolution Whereas on April 3rd at a general election for city officers held in the City of Austin Texas, a charter amendment was voted on by the Voters at said election and at said --- Page break --- P344 Charter amendm't election the said Voters almost unanimously Voted in favor of said Charter Amendment, and, Whereas it is Very important to the interests of the City of Austin and the interests of Citizens thereof that said Amendment as Voted on be submitted to the Legislature, Now therefore be it resolved by the City Council of the Gov asked to submit City of Austin that the Governor be and he is hereby to Legislature requested to submit said Amendment to the Legislature at the present Called session, in order that we may have the same acted upon if possible, and Resolved further that a copy of this resolution be furnished through the Mayor to the Governor and to our Representatives in the Legislature with the request that they take up the issue and obtain its passage if possible. Said resolution was adopted. Alderman Shumate offered the following resolution which was read and adopted Resolved that the City Engineer be and is hereby Stone steps at NW Corner authorized to require the property owners located on [west corner] to be reduced the North West Corner of 6th street and Congress in size Avenue to reduce the width of the rocks steps immediately in front of their property on Congress Ave 18" In same being as requested by ordinance. On Motion Alderman Wilhelm was excused from further attendance at this session of the Council $45. to purchase By Alderman Powell an Ordinance appropriating drafting instruments the sum of $45.00 for the purpose of purchasing for Engineer's office drafting instruments for the City Engineer The Ordinance was read the first time and passed under suspension of the rules by the following Yea Yeas Alderman Armstrong, Crovock, Dines, Haynes, Maasen Moore, Petri, Powell, Shumate, Rosenberg, Wilhelm 11 Nays none Invitation to attend E.L. Holtzclaw laid before the Council an invitation from entertainment from C.L. Holtzclaw Chief A.S. for the Mayor & City Council Sept. with Ladies: to attend a Smoker Holtz Garden on May the 10th & a Ball at the Driskill on May 11th 1925 On Motion the invitation was accepted. Alderman Powell for the special Committee to whom [Citizens] request from was referred the request of the City Engineer for Money [Mules] with lien to purchase Six Mules and harness, presented a report stating that the present financial condition of the City will not justify the purchase and recommending that the request be not granted The report was adopted. --- Page break --- 345 Alderman Shumate for the purchasing Committee presented the following report which was read & adopted Austin, Texas, May 2nd 1905. To the Hon W. O. Shelley Mayor and Board of Aldermen of the City of Austin: Gentlemen: Your Committee on purchases beg leave to Report that they have asked for and received bids for medicines and whiskey for the City and County Hospital and provisions for paupers and would respectfully recommend that the following bids be accepted, Viz. For medicines for City and County Hospital, J. H. Childs For Provisions for paupers, Jno. Graham & Son For whiskey and Alcohols, Worley Bros. [illegible] W. Von Rosenberg 3 Committee Invitation from Samuel Huston College By Alderman Shumate Invitation from the Board of Trustees Samuel Huston College to the Mayor and City Council to attend "Ground Breaking exercises" at 3 P.M. May 17th 1905. On motion the invitation was accepted. Park ordinance The Mayor laid before the Council the Ordinance Amending the Park Ordinance, which was on motion laid over to the next meeting of the Council. Ururushipe requested to submit plans for Bridge 29th St Alderman Petri moved that U. W. Uriuship be requested to present to the City Engineer and Street Commissioner, Plans and Specifications for the Bridge to be built at the intersection of the Speedway and 29th Street, which motion prevailed and the clerk directed to notify Uriuship of the action of the Council. Cmtee investigate labor troubles Alderman Wakken moved that a Committee of 3 be appointed to investigate and see if labor ordinance is being violated by city department of the City Government, which motion prevailed and the Mayor appointed Alderman Wakken, Moore & Armstrong as such Committee.
