Shelley Mayor, presiding Roll Called Present Aldermen Armstrong Crocker Haynes Gorrellen Moore Petri Powell Reid Schumale Smith Von Rosenberg Wiechel Absent Aldermen Aunea & Macken The following Call of the Council was read Austin, Texas June 7th 1905 A Special Meeting of the City Council of the City of Austin, Texas, is hereby Called to meet in the Council Chamber at City Hall at 6 o'clock P.M. this 7th day of June 1905, for the purpose of hearing and acting upon the report of the Police Committee in the matter of charges against F.E. Shovick Dog Catcher, and for the further purpose of Conferring with a Committee of the Business League, with reference to the Condition of the Water & Light Plant, and the advisability of the Council rendering such aid as will enable the Commission to place the plant in successful operation W.D. C.J.Wiechels Tom Smith & G.W.Moore T.A.Morris City Marshall Alderman Moore moved a call of the Council which was seconded and the Marshal directed to bring in the absentees. On motion of Alderman Powell the Council took a recess for 10 minutes At the end of the recess the Council was Called to order. Alderman Powell for the Police Committee presented the following report: Austin Texas, June 7th 1905 To the Hon. Mayor and City Council of the City of Austin --- Page break --- 372 Gentlemen: Your Police Committee to whom was referred the charge against Officer J.A. Sholok, beg leave to report as follows. That on Oct 8th inst., Said Officer was arrested and a charge filed against him for disturbing the peace by wilfully assaulting and striking his wife, and that his Honor the Mayor very promptly and properly suspended him from duty, pending investigation by your Committee. Your Committee in open Session heard before them Several credible witnesses, Neighbors of the accused, and all the evidence showed that the domestic relations of the accused were very unpleasant and that in this case there were mitigating circumstances in favor of the accused, the wife being the aggressor and refusing to appear before your Committee. While the evidence does not show that he did wilfully assault or strike his wife, it does show, and he admits that on strong provocation he did strike or slap her in defending himself from attack, instead of unconditionally surrendering as a dutiful husband should have done. Therefore we have to recommend that he be reprimanded to wit he suspended for an act of insubordination, unbecoming an officer and husband, and that he be suspended from duty for ten days from Oct 9th inst., with the understanding that on the filing of another like Complaint he will be discharged. The Council being full, on motion the Call was suspended The Mayor Stated "that a Committee from the business League was present to Confer with the Council on what the Committee were invited to address the Council. Yeas Gregory & Cochran & [illegible] & [illegible] Alderman Moore moved that the Council adjourn which motion was lost by the following nays Yeas Aldermen Armstrong, Melton, Moore, Fetrin, Shumate 5 --- Page break --- Yeas Aldermen Crooken Binnard Wagner Willcox Powell Redd Shumate Von Rosenberg & Wilhelm 9 The Mayor laid before the Council the following resolution Be it resolved by the City Council of the City of Austin; That the City Treasurer of the City of Austin be and he is hereby instructed to place the sum as now on deposit to the Credit of the "City Hall Fund" to the Credit of the General Revenue fund of the City of Austin.
