Austin's 1905 Budget Battles and Infrastructure Needs

Council Clashes Over Water Department Spending: Aldermen strongly protested the Water and Light Commission's $1,500 annual salary for the superintendent, calling it "an outrage on the Citizens and taxpayers" and citing other excessive actions like raising minimum water rates to $1.00.

Multiple Infrastructure Investments Approved: The city approved nearly $20,000 in spending, including $19,252 for bond interest payments, $265 for sanitary department mules and equipment, and $186.84 for street repairs.

Railroad Expansion Negotiations: The New York & Texas Central Railroad requested permission to cross city streets and lay tracks; the city also discussed acquiring an old railroad line's right-of-way to rebuild a dam and power house.

Alderman Resignation Rejected: Joe Wachen submitted his resignation, but the council voted 10-3 to refuse it, keeping him in office despite his request to leave immediately.

Tax Relief and Property Disputes: The council granted one homeowner a tax exemption but denied another's extension for back taxes, while also approving an assessment correction for Jacob Wattingan.

2374 Regular Meeting of the City Council Austin, Texas, Jan 12th 1905 Hon W. W. Shelly Mayor presiding Roll Called Present Aldermen Armstrong, Crooks, Gunter, Haynes, Macken, Moore, Pein, Powell, Read, Shumate, Smith, VauRosentwig & Wilhelm. 13 Absent Alderman Miller. 1 On Motion the Minutes were approved as recorded by the Clerk, without reading. Petitions. By the Mayor - Petitions of Citizens asking for permission to open a ditch - Read and on motion referred to the Street Committee, City Engineer and to Alderman from the 7th Ward. By the Mayor - Petition of the NY. & TCR.R. Co. for permission to Cross Certain streets & lay certain tracks. Read and on motion referred to the Street Committee & Aldermen from the 7th Ward. Reports of City officers. The Mayor laid before the Council the reports of the Assessor & Collector & Treasurer for the month of May 1905, which were on motion referred to the Finance Committee, without reading. Reports of Standing Committees Alderman Haynes for the Finance Committee to whom was referred the reports of the Assessor & Collector, the Treasurer and the Clerk for the months of March & April 1905, presented a report, stating that said reports had been examined and found Correct. On motion the report was adopted. Aldermen Powell for the Police Committee, to whom was referred the report of the Marshall for the month of May 1905, presented a report stating that same had been examined and found Correct, the report was adopted. Aldermen Pein for the Claims & accounts Committee to whom was referred the petition of Mrs. E.W. Barnett to have her homestead property exempted from taxes, presented a report recommending that the Assessor be instructed to Cancel the assessment on said property for the year 1905, and take Credit for same. On motion the report was adopted. Aldermen Pein for the Claims & accounts Committee to whom was referred the petition of Mrs. E.C. Trumbee for extension of time for the payment of back taxes presented a report recommending that the petition be not granted and stating reasons for same. On motion the report was adopted. Alderman Pein for the Claims & accounts Committee --- Page break --- 375 Jacob Wattingan & Wife to whom was referred the petition of Jacob Wattingan and Laxos wife for Correction of Assessment for 1904, presented a report recommending that the petition be granted & the Assessor & Collector authorized to correct the said Assessment on motion the report was adopted. Alderman Petri for the claims & accounts Committee Alderman to whom was referred the petitions of L.B.Shelby & Fannie Delinquent, Delong asking to have certain pound Fees paid by them Fannie Delong. referred, presented their reports recommending that said Pound Fees. Petitions be granted. On motion the reports were adopted. Alderman Willis authorized the report. Water & Light The chairman laid before the Council a report from the water & Commission & Light Commission, made in response to resolutions of the Council, regarding 8 hour law, and also furnished a statement 8 hour Law. of the Number of employees of that dept with the salaries Employees & of each. Also employees and salaries under former Commission Salaries. The report was read and ordered filed. Petition of Caleb By permission Alderman Pfundt presented a Petition Street work from Isaac Joseph Caleb asking that certain street work be done in Alley in Block 63—Read and on motion referred to the street Committee & by Engineer with instructions to report at the next meeting of the Council —new Business Water & Light Comm. Alderman Schook offered the following resolution requested to furnish which was read and Adopted. Salary Dept. Be it resolved by the City Council of the City of Austin that the Water and Light Commission are hereby requested to furnish to this body the amount of the Superintendent’s Salary as requested in a former resolution. Resolution regarding Alderman Haynes offered the following resolution Salary of the Water which was read and Adopted and the Clerk directed & Light Comm. to furnish to the Water and Light Commission a Certified Copy of same. Whereas the Water and Light Commission of the City have fixed the Salary of Jim A.Bachman, Supt. at $1500.00 per Annuum, Therefore Be it resolved by the City Council of the City of Austin that we consider this action of the Commission an outrage on the Citizens and taxpayers of the City and earnestly protest against the payment of such an exorbitant Salary for the Management of our Municipal plant, this action being in line with former rulings of the Commission, such as the Vialation of the Light-Known from provision of the City Charter, the raising of the Minimum for water to $1.00, the Prish from 85° test. --- Page break --- 376 Therefore be it further resolved in the City Council, that as the representative of the people such acts and formalities we condemn the action of the Commission as being exorbitant uncalled for and against the interest of the people. $200.00 to extra By Alderman Smith An ordinance appropriating the sum of $200.00 for the purpose of employing extra Street Labor Teams. Alderman Cunes offered the following resolution Be it resolved by the City Council of the City of Austin; Water, Light, Power. Com That the Water Light and Power Commission of the City requested to turn on lights of Austin be and they are hereby requested to turn etc on the power lights in the City of Austin, and be it further resolved that in the event they are not so turned on that the City Attorney be and he is hereby instructed to prepare and file such legal proceedings to compel such action as he deems proper. Mayor and City Council of the City of Austin Wachen. Gentelmen! I hereby tender to this Council my resignation as an Alderman of the City, to take effect at once.
