Yellow Fever Response & City Sanitation Orders

Public Health Crisis: Austin's City Council addressed a yellow fever outbreak spreading through Southern cities by passing a resolution requiring neighborhood inspections and immediate cleanup of unsanitary conditions—owners had 24 hours to remove filth or face penalties.

New Police Officer Hired: A. Coghlan was elected to fill a vacant position on the police force after receiving 8 votes from council members.

Street Maintenance & City Improvements: Council approved funding for street sweeping ($180), purchasing mules for the street department ($300), and buying 50 barrels of lime for sanitary purposes ($42).

Routine Staff Approvals: The council approved a two-week leave of absence for Pound Master J.D. Platt and accepted favorable financial reports from city assessors and collectors.

Petitions etc. Petitions & Memorials etc. By Alderman Crookner - Petition of Citizens Citizens to repeal asking the Council to repeal the accuring ordinance accuring ordinance Read and on motion referred to ordinance Committee By Alderman Powell. Petition of the Cordz Cordz willing to put willing Co for permission to put in water pipe in pipe Read and on motion referred to the Water & Light Commission Wat chotthaas By Alderman Crookner Petition of St. Paul Hias to correct Assessment Hias to correct Assessment, Read and on motion referred to the Claims & accounts Committee Reports City Officers Reports of City Officers The Mayor laid before the Council the reports of the Assessor & Collector, the Clerk, the Marshal, the Physician, the Sexton for the month of July 1905, which were on motion referred to their appropriate Committees without reading. Reports Standing Reports of Standing Committees Committees Alderman Haynes for the Finance Committee to whom was Finance officers referred the reports of the Assessor & Collector and Reports the Clerk for the months of May June & that of the Finance Compens Treasurer for May 1905, presented a report stating that they Paid. had been examined and found correct. The report of the Committee was adopted. Alderman Haynes for the Finance Committee presented a report stating that they had received from the Treasurer Bonds & coupons for interest due and had checked down all warrants & paid coupons for such action as the Council might see fit to take in the matter The report was adopted. Police Marshals Alderman Powell for the Police Committee to whom report was referred the reports of the Marshal for the month of June 1905, presented a report stating the same had been examined & found correct. The report was adopted. B&a P.L. Alderman Eames for the Claims & accounts Committee to Mr Maas. whom was referred the bill of W.R. & S.W. in Craik on races in Certain accounts presented a report recommending that bill be allowed. The report was adopted. --- Page break --- Purchasing Alderman Shumate for the Purchasing Committee Feed for Teams presented a report stating that they had asked for bids for furnishing feed for City Teams for the term ending Dec 31st 1905, and recommending the acceptance of the bid of J. J. Martin, he being the Lowest bidder On motion the report was adopted On motion of Alderman Shumate Jun R. U. Casteleman from the Board of Equalization was invited Board Equalization to address the Council. Building permits After remarks by Mr Casteleman, Alderman Shumate moved that the Board of Equalization be requested to submit their recommendation to the Council in writing on what the Council should take up the matter and act upon same, which motion prevailed. Unfinished business $25. to pay Certain The Mayor laid before the Council an ordinance bills appropriating the Sum of $25. for the purpose of paying Certain claims on account for the Pound Committee. – The ordinance was read the second time Alderman Booker who had introduced the ordinance asks permission to withdraw same, which request was granted. New Business Pound Master On motion of Alderman Hayes – Pound Master Platt. leave absence J. D. Platt was granted Leave of Absence for two weeks beginning Aug 9th 1905. Alderman Powell stated to the Council that he had heard that there was one or two Vacancies on the Police force, and moved that the Council now proceed to fill such Vacancies. The City Marshal stated that there was one Vacancy on the force On motion the Marshal was requested to submit list of names to fill said Vacancy City Marshal Uhlorns submitted the names of Act Coghlan John Vogel and A. Coghlan elected Policeman Alderman Shumate & Uhlorns were appointed tellers Alderman Schneider & Uhlhelm invited to seats in the Council chamber. Alderman Uhlhelm invited to seats in the Council chamber. The tellers announced the following as the result of the Ballot, Viz Vogel 6 Coghlan 8 Mr. A. Coghlan having received a majority of the Votes Cast, The Mayor declared him elected Policeman for the unexpired term of Forbes resigned. Alderman Hines offered the following resolution which was read and adapted. --- Page break --- 396 Yellow fever Resolution Whereas there now exists, in several of the Cities, of the South Yellow fever, in a very malignant form, and whereas it is known to every Citizen of every City to keep his premises in a clean and Sanitary Condition in order to prevent if possible, the spread of the poison in this City, and Whereas the City of Austin is not entirely free from filth, or in a Sanitary Condition as it ought to be Now, therefore, be it resolved by the City Council of the City of Austin, that the Mayor of the City, be and he is hereby, requested to appoint a Committee of five Citizens, from each ward in the City, whose duty it shall be to inspect the Streets and Alleys in their respective wards, in said City, and report to the Mayor any and all places which are in an unsanitary Condition, and when such report is so made the party or parties owning, or in control of or occupying said premises on who are responsible for the condition complained of shall be notified by the Sanitary Inspector or any Police officer of the City, and the said person shall then and there remove said unsanitary substance within 24 hours from the serving of such Notice or become responsible under the ordinances of the City for such Cases made and Provided. $180.00 for sweeping Streets By Alderman Macken An ordinance appropriating the sum of $180.00 for the purpose of sweeping Streets and paying for the Months of Aug Sept & Oct 1905 The ordinance was read the first time and passed under suspension of the rules by the following Vote Yeas Aldermen Armstrong Brooks Dumes Haynes Quacken Miller Moore Cohn Corwell Redd Shumate Smith Von Rosenberg Wilhelm Nays None. $150. for salary of asst. to Engineer By Alderman Powell An ordinance appropriating the sum of $150.00 for the purpose of paying salary of Assistant Engineer for 12 Months ending Aug 20th 1905 The ordinance was read the first time and passed under suspension of the rules by the following Vote Yeas Aldermen Armstrong Brooks Dumes Haynes Quacken Miller Moore Cohn Corwell Redd Shumate Smith Von Rosenberg Wilhelm Nays None $20. to pay S.B.
