Special Com's New City Hall. Also that of the water & Light Commission for the quarter ending June 30th 1905, which was read and on Motion was ordered published one time in the daily Statesman Reports of Standing Committees Alderman Palm for the claims & accounts Committee to whom was referred a bill of the water & Light Commission for certain repairs, presented a report recommending that same be allowed except one item, which they did not think was a proper charge against the city On motion the Committee's report was adopted Alderman Whitehall for the Cemetery Committee to whom was referred the Sunday law ordinance, presented a report recommending the passage of the ordinance On motion the report was adopted Alderman Macken for the Sanitary Committee to whom was referred an ordinance regulating the screening of cesspools etc, presented a report recommending the passage of said ordinance. On motion the report was adopted Reports of Special Committees Alderman Shumate for the Special Committee appointed to look into the matter of building a new City Hall presented the following report To the Hon Mayor and City Council of the City of Austin: "Gentlemen: "The your special Committee appointed for the purpose of looking into the matter of a new City Hall beg leave to report that we have gone into the matter Carefully, having had a plan of the proposed building made by Mr. A. O'Watson, which plan is submitted in connection with the report. We beg also to report that we have had specifications made covering the proposed plan and have requested competitive bids. Mr. Jos. Belger, having bid $58.551.00 " " Chas. A. Shum " " 57.000.00 Messrs Halstrom & Carlston " " 48.498.00 "In view of the fact that the available fund for this purpose was not sufficient to complete the entire work, we requested further estimates for part of the work which covered the partial completion of the first and second floors and as Messrs Halstrom & Carlston were the lowest bidders on this work, their bid being $12,000.00 we recommend that the award for this part of the contract be to them and that the Mayor be instructed to enter into a Contract with them at once requiring such bond or Certified Check as is provided for in the Contract The Committee recommended that an appropriation of such an amount as is required and may be available be appropriated for the purpose of covering such contract and that a

414 Contract also be entered into with an a Tholson, by the Mayor overseeing his fee amounting to $500. for preparing plans and specifications and for superintending the work, the sum specified being about 5% of the Contract Price Respectfully Submitted W Shumate Henry Palm W. Crooker On motion of Alderman Shumate the report was laid over to Council with an ordinance on the subject, and the Council took a recess for 10 minutes to examine the plans and specifications for the new City Hall. Council Called to order at end of the recess – Unfinished business unto a just difference The Mayor laid before the Council the report of the Council & L Com special Committee appointed to Compromise laid on table subject to differences between the Council and the water and LightCall Commission. Alderman Crooker moved that the report and all papers Connected with same be laid on the Table subject to Call, which motion prevailed. NoS Com withdraw The Mayor laid before the Council the following resolution agreement from the Water and Light Commission Resolved that all agreements and Concessions on part of the Water and Light Commission, which were authorized and agreed to at a Certain Conference held at the City Hall August 28, 1905 by and between Certain Citizens representing the Citizens of Austin, certain Aldermen acting for and in behalf of the City Council, be and the same are hereby rescinded, Cancelled and declared void and of no effect, And that an official Copy of this resolution be transmitted to the City Council Jno.
