Austin Infrastructure & Street Paving Decisions 1905

Street Paving Disputes: The council addressed cost-sharing disagreements for paving Twelfth Street and East Sixth Street, with property owners including M.R. Butler and the Brush family facing assessments ranging from $106 to $447. The city gave property owners 10 days to accept their proportionate costs or face legal action.

Public Services Expansion: Council approved purchasing telephone equipment for the city jail and directed the Austin Rapid Transit Railroad Company to immediately repair East Sixth Street to "first class condition."

Budget Approvals: The council authorized approximately $1,700 in spending across three ordinances, including $1,291.50 for approved accounts and $200 for extra labor costs.

Fire Safety & Sanitation: Citizens petitioned for a new fire hydrant at 10th and Ruiz Streets, and the council received quarterly reports from the Water & Light Commission and City Physician while requesting the Sanitary Committee to review proposed plumbing code amendments.

Traffic & Animal Welfare Updates: Council introduced amendments to the vehicle driving ordinance and considered changes to animal cruelty regulations.

Also that of the Water & Light Commission for the quarter ending Sept 30th 1905, which was read and on motion ordered published one time in the Daily Statesman. The Committee's report was adopted. Unfinished Business Stay or Nuisance. The City Engineer in the matter of the [illegible] of the [illegible] [illegible] of [illegible] [illegible] and the owner [illegible] [illegible] [illegible] --- Page break --- 435 The substitute was read - Alderman Powell moved to adopt the substitute in lieu of the original ordinance which motion prevailed by the following vote Yeas Aldermen Armstrong, Crooker, Eunis, Haynes Miller, Petri, Powell, Redd, Shurtleff, Von Rosenberg, & Wietharn 11 Nays Aldermen Moore & Smith 2 Alderman Wietharn moved to amend the ordinance by striking out the word "Clifton" and inserting, in lieu thereof the word "Cornucopia," which motion prevailed by the following vote Yeas Aldermen Crooker, Eunis, Moore, Petri, Redd, Smith Von Rosenberg, & Wietharn 8 Nays Aldermen Armstrong, Haynes, Miller, Powell and Shurtleff 5 Alderman Redd moved to amend by inserting, at the end of Section 2 the following: "North of the Colorado River" The Amendment was adopted by the following vote Yeas Aldermen Crooker, Eunis, Moore, Petri, Redd, Smith Von Rosenberg, & Wietharn 8 The ordinance as amended was then passed under Suspension of the rule by the following vote Yeas Aldermen Armstrong, Crooker, Eunis, Haynes, Miller Moore, Petri, Powell, Redd, Shurtleff, Von Rosenberg, Wietharn 13 Nays none Sanitary Committee directed to make report Plumbing ordinance Nays none On motion of Alderman Moore the Clerk was directed to notify the Sanitary Committee to submit at the next meeting of the Council a report from Said Committee on the ordinance amending the Plumbing ordinance. Alderman Shurtleff for the Paving Committee presented the following Reports, which were read & adopted Austin, Texas, Oct. 17, 1905. Paving Committee To the Hon. W. D. Shelley, Mayor & City Council of the City of Austin report. Gentlemen, We, Your Paving Committee, heretofore appointed under the Authority of the City, constituted by the Mayor, beg leave to report, That under an Ordinance passed & approved on the 10th of March 1905, and approved on the 11th day of March, 1905. We, on the 10th day of October, 1905, caused by M. R. Butler notice to meet with the Said Mr Butler Paving Committee on the 17th day of October, 1905, notifying him to appear before Said Committee on the 17th day of October, 1905, and to offer any objection he might have as to the bid and Contract of F. P. Brown, should not be accepted as to the work of paving Twelfth Street and, especially, in front of his W 30 foot Lot 8, in Block 68, City of Austin, and to agree with the Said --- Page break --- 436 Committee as to the proportionate share of Costs to be borne by said Wm. Butich for such paving as East Sixth Street. And at said meeting said objection was offered as to why said Contract should not be a debit And it appeared to the Committee that the reasonable amount and proportionate share of costs overpaid by the said Wm Butich for such paving is $234.⁰⁰ Therefore, recommend that, unless said Wm Butich ratify and adopt an action in accordance with said proportionate share to be paid by him within ten days from this date, the City Attorney be instructed to institute the necessary proceedings in accordance with the ordinance above referred to Respectfully submitted J.F. The ordinance was read the first time, and on motion of Alderman Powell was referred to the ordinance Committee Alderman Moore offered the following resolution Austin Rapid Transit which was read and adopted road to repair street Resolved that the City Engineer and street Committee wait on President of Austin Rapid Transit R. R. Co, and notify him to put East Sixth Street in first class condition at once Amending Cruelty To Animals Ordinance By Alderman Shumate an ordinance amending an ordinance passed Sept 28th 1905, and approved Sept 28th 1905. The ordinance was read the first time and on motion of Alderman Moore was laid on the table Market Site to purchase telephone for Police Station Alderman Powell offered the following resolution which was read and adopted Be it resolved by the City Council of the City of Austin that the Market Committee be instructed to purchase what telephone switch is necessary for the City jail Alderman Shumate offered the following resolution which was read and adopted --- Page break --- Engineer Office Resolved by the City Council of the City of Austin Street, 7th St that the City Engineer be instructed to have Contractors May 7th who are excavating on East 6th Street to have a portion of the excavated soil to the approaches of the bridge on East 7th Street between Red River and East Avenue. Extra Labor By Alderman Smith an ordinance appropriating the sum of $200.00 for the purpose of paying for Extra Labor 1½ days. The ordinance was read the first line and passed under suspension of the rules by the following Vote Yeas Alderman Armstrong, Brookes, Giesecke, [illegible], Moore, Petri, Powell, Redd, Shumate, Smith, Von Rosenberg, Wilhelm.
