Austin Streets, Sales Day, and Sanitary Disputes 1905

Street Infrastructure Investments: Council approved nearly $2,800 in spending for Austin streets, including $150 for sewers on E. 11th Street, $825 to pave the 3rd Street and Congress Avenue intersection, and funds for general street labor and maintenance.

Hog Pen Controversy: A divided committee inspected a local resident's hog pen, with one faction calling it sanitary and acceptable, while others claimed it was unsanitary. Council sided with the majority report allowing the property owner to keep the hog pen undisturbed.

Business Sales Day: The "Business Men's League" requested a designated location for a community sales event. Council designated Powell's wagon yard and the Alliance Cotton Yard as the official sales location.

444 Regular meeting of the City-Council Austin, Texas, November 20, 1905 Hon W. D. Shelley Mayor, Presiding Roll Called Present Aldermen Armstrong, Brocken, Haynes, Macken Miller, Moore, Petri, Powell, Raud & Hundele Smith Von Rosenberg, Roil Helm Absent Alderman Dumes On motion the minutes were approved as recorded by the clerk, without reading. Petitions, memorials etc. Petitions etc. Citizens on homo By Alderman Petitions of Citizens asking that & 11th St. Adrian street work be done on E. 11th Street Read and on motion laid over to come up with an ordinance on the subject. On motion of Alderman Brocken, All Ex Aldermen present were invited to seats within the bar of the Council. J.D. Rogers & wife By Alderman Smith, Petition of J.D. Rogers and Taxes wife in regard to taxes, Read and on motion referred to the Claims & accounts Committee W.L. Biance By Alderman Smith, Petition of W.L. Biance, asking Pound fees to have certain pound fees refunded, Read and on motion referred to the Claims & accounts Committee. Mrs. M. Howard By Alderman Wilhelm, Petition of Mrs. M. Howard Pound fees asking to have certain pound fees refunded Read and on motion the petition was granted. W.K. Deseurn By Alderman Raud, Petition of W.K. Deseurn Pound fees asking to have certain pound fees refunded Read and on motion the petition was granted. Reports of City Officers Reports City officers The report of the Sexton for the month of Oct 1905, which was on motion referred to the Cemetery Committee without reading Reports Standing Com Reports of Standing Committees Finance Alderman Haynes for the Finance Committee to whom James Heiser was referred the communication of James Heiser in regard to Commissions for Called Fires, presented a report recommending that the claim be allowed and paid. On motion the report was adopted Police Alderman Powell for the Police Committee to whom was Marshals reports referred the reports of the City Marshal for the month of Oct 1905, presented a report stating that they had been examined and found correct. On motion the report was adopted By Aldm Alderman Petri for the Claims & accounts Chas. James Committee, to whom was referred the petition of Chas James asking to have certain pound fees refunded. --- Page break --- 445 Cemetery presented a report recommending that the petition be granted. On motion the report was adopted. Cemetery Alderman Wilhelm for the Cemetery Committee to whom Duties report was referred the report of the Sexton for the month of Oct 1905, presented a report stating that same had been examined and found Correct. On motion the report was adopted. Sanitary Alderman Quackenbush for the Sanitary Committee to whom Plumbing ordinance was referred an Ordinance Amending the Plumbing ordinance presented a report recommending that the Plumbing ordinance be repealed. No further action taken on the report. Police Hog Alderman Powell for the Police Committee to whom ordinance was referred an Ordinance Amending the Hog ordinance presented a report recommending that the ordinance do not pass. The report was laid over to come up with the ordinance under the head of unfinished business. Reports of Special Committees Alderman Moore for a majority of the Committee Special Com appointed to inspect the hog pen of Geo Washington presented Inspection hog pen a report stating that they had inspected the premises Geo Washington occupied by Geo Washington, and found same in an exceptionally Sanitary Condition, and recommended that said Geo Washington should remain in the peaceful and undisturbed possession of his property. Alderman Armstrong for a minority of the Committee presented a report stating that he had examined the premises of the Said Geo Washington, and found them in a Very Unsanitary Condition. He also presented a Petition of Citizens of that Neighborhood recommending that the hog law be Not Changed. Unfinished business Alderman Haynes moved to adopt the minority report Hog ordinance of Geo Washington laid before the Council on the matter of hog pen of Geo Washington, which he did Stating that said pen was in a good Sanitary Condition The motion carried. For the Council Yes. Alderman Armstrong, Crooker, Haynes, which all favored the second time and on Motion of Alderman Moore was laid over until the next regular meeting of the Council. New Business By Alderman Haynes An ordinance appropriating St. work E 11th the sum of $ 150.00 for the purpose of building sewers on 11th Street between Rich River and across Sabine Street The ordinance was read the first time and passed under Suspension of the rules by the following Yea. Yeas Alderman Armstrong, Crooker, Haynes, Wilhelm, Moore, Petri, Powell, Glass, Shumate, Tru Ramboy, Rickhelm. No None --- Page break --- 446 Sales Place Alderman Shumate stated that a Committee from the "Business Men's League" who had been appointed from that body to investigate and get up a "General Sales Day," for the City, were present and desired that the Council appoint a place where such sales were to be made. After remarks by the Committee, on motion the matter was referred to the Street Committee and laid over for one week, By Alderman Machen an ordinance repealing Amendment Repeal Plumbing Ord. the Plumbing ordinance The ordinance was read the first time. Alderman Shumate moved that the ordinance be laid over until the next regular meeting of the Council, which motion was lost by the following Vote Yeas Alderman Armstrong Petri Powel Shumate Smith Swickhelm 6 Nays Alderman Crooker Haynes Machen Willen Moore Redd Von Rosenberg 7 Alderman Shumate moved that the ordinance be referred to the Ordinance Committee by City Attorney with instructions to bring in an ordinance on the subject which motion was lost by the following Vote.
