Austin Approves Street, Cemetery & Garbage Facility Funding

Approved immediate spending on street improvements, including $162 for street sweeping and $150 for extra street labor

Authorized $3,000 for a garbage crematory (an early waste management facility), pending budget committee review

Approved $500 for cemetery repairs and received a positive sexton's report confirming proper maintenance

Cleared police officer Ben Piper of misconduct charges after investigating a December 25th incident where he struck a suspect with his pistol; the committee found his actions justified

Approved six-month supply contracts for city provisions including beef, groceries, and other goods for municipal operations, prisons, and hospitals

Johnson City Clerk & 938. 55 to Pay Salaries By Alderman Haynes an ordinance appropriating officers & employees 1905 the sum of $ 934.55 for the purpose of paying Salaries of officers and employees for the year 1905. Petitions Citizens to erect Church By Alderman Crooker, Petition of members of Certain Church in street for permission to erect a church building in the termination of Damons Street. Read and on motion referred to the Street Committee & City Engineer. H Dixon refund By Alderman Quesada, Petition of H. Dixon to have Certain found fees. found fees remitted. Read and on motion referred to the Claims & accounts Committee, with request that they report on same at this meeting. Reports of City Officers Reports Officers The Mayor laid before the Council the reports of the Assessor, Collector, the Clerk, the Treasurer, the Marshal & the Physician, for the month of Dec 1905, which were on motion referred to their appropriate Committees without reading. Standing Committee Reports of Standing Committees Alderman Crooker for the Park Committee to whom was Parks on Complaint referred the petition and Complaint of W. G. Oliphant, W G Oliphant presented a report stating that the City was without authority to Comply with the request. The report was adopted. Fire on Repairs Alderman Von Rosenberg for the Fire Committee made a & E. A Hall. verbal report, stating that they had, had the repairs made to East Austin Fire Hall, provided for by the Council, and for a less amount than the appropriation The report was adopted. Police- Alderman Powell for the Police Committee, presented the Charges against following report, which was read and adopted Ben Piper Austin, Texas. To the Honorable W. D. Shelley, Mayor, and Board of Aldermen of the City of Austin: Gentlemen: Your Committee on Police to whom was referred the Complaint of F. C. Bromson, charging officer Ben Piper of using, striking or club, on the night of Dec 25th 1905, did strike H. W. Condy and Complainant with his pistol, without provocation or reason and then arrested him, and we beg to report that we find one unfit --- Page break --- 466 Investigation of the matter, having before us witnesses both for and against all parties concerned, duly sworn, and from which we submit the evidence and Your Committee have drawn our conclusions, Viz: That the officer was in line of his duty – and under the circumstances surrounding him, though he did strike Said parties as stated in the true cordact, we do not deem him guilty of Misdemeanor and therefore exonerate him from any blame in the premises. Chairman Wilhelm for the Cemetery Committee to whom was referred the report of the Sexton for the month of Dec 1905, presented a report, stating that same had been examined and found correct, The report was adopted Chairman Chinnate presented the following report which was read and adopted. By Alderman Wacken An ordinance appropriating the sum of $162.00 for the purpose of pay in for sweeping Streets. By Alderman Wilhelm an ordinance doing an appropriation of $500.00 for repairs to the City Cemetery. The ordinance was referred to the Finance Committee to be Considered in connection with making the annual Budget By Alderman Petri An ordinance appropriating the sum of $2000.00 to purchase a Rock Crusher – Read the first time and on motion referred to Finance Committee By Alderman Crooken an ordinance appropriating the sum of $150.00 for extra street labor to be paid for.
