New City Hall Construction Awarded – The city council approved a $22,690 construction contract with Reagan & Brydson to build a new City Hall, the lowest of three bids received.

Street & Infrastructure Funding – Council approved $1,450 for paving and oiling city streets and alleys, plus separate funding for street labor and team employment.

Public Complaints Addressed – Citizens requested work on East Street and filed petitions about pound fees and property access; most were referred to relevant committees for further action.

Sunday Law Amended – Council passed an ordinance amending the city's Sunday law following citizen petition, and also approved a new ordinance prohibiting skateboarding on sidewalks.

Bond Interest Coupons Destroyed – The Finance Committee reported destroying over $60,000 in paid interest coupons from water works, electric light, and refunding bonds in the council's presence.

Petitions etc. Petitions, memorials etc. J.M. Wilson to put in By Alderman Miller - Petition of J.M. Wilson for permission a wagon scale to put in a wagon scale on Johnson Street South Austin Read and on motion referred to the Street Committee. Citizens for work By Alderman Haynes, Petition of citizens asking for some on East work to be done on East Street. Read and on motion referred to the Street Committee. Jury to remit fine By Alderman Moore Petition of jury to remit a fine assessed in Recorders Court against Myrtle Smith Read and on motion the fine remitted. Ruth Rickman The Mayor asked clerk if a fine assessed in the Recorders remitted Court against Ruth Rickman be remitted, on motion the request was granted. W.S. Walker & By Alderman Smith Petition of W.S. Walker & Louis to erect platform Louis asking permission to erect a platform on the east side of Third building on corner of Third & San Jacinto Streets. Read and on motion referred to the Street Committee. Wm. Sawyer By Alderman Petri, Petition of Wm. Sawyer asking to pound fees have certain pound fees refunded. Read and on motion referred to the Committee on Claims & Accounts. W.S. Saunders The Mayor laid before the Council a petition from W.S. pound fees Saunders asking to have certain pound fees refunded, which was read and on motion referred to the Claims & Accounts Committee Ed. Reinle The Mayor laid before the Council a petition from Ed. Reinle pound fees asking to have pound fees refunded. Read and on motion referred to the Claims & Accounts Committee. Mrs. Sydney Hall By Alderman Armstrong - Petition of Mrs. Sydney pound fees Hall, asking to have pound fees remitted, Read and on motion the petition was granted. Citizens Sunday law By Alderman Moore - petition of Citizens asking the passage of a Sunday law. Read and on motion laid over to come up with an ordinance on the subject. G.O. Brown & Co The Mayor laid before the Council a communication from up pavement G.O. Brown asking permission to take up pavement in front of the premises of Geo. A. Bonner, he having failed to pay for putting in said pavement Read and on motion referred to the Street Committee. --- Page break --- 566 For amount of purchase The Mayor Laid before the Council a proposition from Steam Roller P.C. Brown to purchase Steam Roller Alderman Brookman moved to lay the proposition on the table, which motion prevailed Reports of Marshal (Reports of City Officers) The Mayor Laid before the Council the reports of the City Marshal for the Month of July 1906, which were on motion referred to the Police Committee without reading. New Steam Roller to purchase The Mayor Laid before the Council a proposition from Steam Rollers Mr. D.A. Ruggles to sell the Steam Roller which was read, Alderman Brookman moved to accept the proposition which prevailed Reports of Standing Reports of Standing Committees Street Petition Alderman Smith for the Street Committee to whom was J. Silverman et al referred the Petition of J. Silverman et al, asking that certain houses on 10th Street be moved back off of lot, presented a report recommending that said Petition be referred to the City Attorney – The report was adopted. Alderman Haynes for the Finance Committee presented the following report which was read and adopted. Austin, Texas, Aug 16th 1906 Finance, To Hon J.W. Shelley Mayor, and Board of Aldermen of the Coupons paid City of Austin: Gentlemen: Your Committee on Finance begs leave to report that we have Carefully checked and counted the interest Coupons of the 5% Water Works & Electric Light bonds of the City of Austin for all interest due on said bonds up to July 1, 1906, as surrendered by the Dietrich County Bank people City for holders of said bonds (after adjustment of pending suits) said Coupons aggregating 779 at @ 12.50 each making total amt of interest paid $9.987.50 We hand you the Coupons herewith and respectfully suggest that they be destroyed, said Coupons not having been cancelled. Shelley Mayor, and Board of Aldermen of the City of Austin: Gentlemen: Your Committee on Finance beg leave to report that we have Carefully Checked and Counted the interest Coupons paid on the Funding bonds of the City herewith submitted, said bonds numbering 2213 @ $15.00 each and representing amount of interest paid $33645.00 The Coupons being uncancelled we respectfully suggest that they be destroyed. Your Committee on Finance, beg leave to report that we have carefully checked and found "paid" on the record book of refunding bonds of the following coupons for interest paid to January 1st, 1906, on said bonds, to wit: 1148 Coupons @$17.50 each $17,205.00 + 287 " @$7.50 " 2152.50 making a total of $19,357.50 & respectfully recommend that the Coupons herewith submitted be destroyed Austin, Texas, Aug 16th 1906 Hon co-Shelley Mayor, and Board of Aldermen of the City of Austin! Gentlemen! Your Committee on Finance beg leave to report that you herewith 270 Coupons for $7.50 each, representing a total of $2025.00 being interest Coupons of refunding bonds Numbers 201 to 227 inclusive purchased for use of the sinking fund heretofore destroyed in presence of the Council and recommend the destruction of the 270 Coupons. Alderman Moore moved that the Finance Coupons destroyed Committee be directed to destroy the Coupons mentioned in the reports of the Finance Committee, which motion prevailed The Finance Committee made a verbal report, stating that they had destroyed the Coupons as directed, by burning them in the presence of the Council. Ordinance petition Alderman Ouwea for the Ordinance Committee to whom C.P. Randolph was referred the petition of C.P. Randolph asking extension of the City limits for school purposes, presented a report recommending that the petition be not granted. The report of the Committee was adopted Ex-a petition Alderman Petri for the Claims & Accounts Committee to whom O.L. Miller was referred the petition of O.L. Miller asking correction of taxes assessment, presented a report recommending that the petition be granted. On motion the report was adopted. Cemetery Alderman Wilhelm for the Cemetery Committee, to whom Perpetual improvement was referred the report of the City Clerk for the month of July 1906. presented a report stating that same had been examined and found correct. The report was adopted. Sanitary Alderman Quacken for the Committee on Sanitation & Food ordinance, sewerage to whom was referred an Ordinance to amend article 177 of the Revised Civil & Criminal Ordinances of the City presented a report recommending the passage of said ordinance, with certain amendments. Special City Hall Beg Leave to report that we have received bids for construction Contracts of the New City Hall at the office of City Hall Architects the bids were opened at 5 P. M. Aug 18" 1906. in the presence of the Mayor and the entire Committee. The bids are as follows and are submitted with this report Mess. Reagan Lambie $ 24,750.00 Turn R A Flynn 24,747.00 Mess. Reagan & Brydson 22,690.00 Belgen & Brydson Your Committee therefore respectfully recommend awarded Contract the adoption of the bid of Mess. Reagan & Brydson they New City Hall having submitted the lowest bid, and we further recommend that the Mayor be instructed to enter into contract with Mess. Unfinished business The Mayor laid before the Council an ordinance to amend art 177 of the Revised Civil and Criminal ordinances of the City of Austin. New Business Extra labor & teams By Alderman Smith an ordinance appropriating the Sum of Four Hundred dollars for the purpose of paying for travel & employing extra Street labor & teams – The ordinance was read the first time and on motion of Alderman Haynes was laid on the table by the following vote – Yeas Aldermen Armstrong, Haynes, Petri, Powell, Redd, Van Rosenberg, Wilhelm. 7 Nays Aldermen Crooker, Ames, Wacker, Miller, Moore, Smith. 6 Pay for paving By Alderman Smith an ordinance appropriating the sum & dust of Fourteen Hundred & fifty dollars for the purpose of paving and oiling streets & alleys The ordinance was read the first time, and passed under Suspension of the rules by the following vote Yeas Aldermen Armstrong, Crooker, Ames, Haynes, Wacker, --- Page break --- 569 Alderman Moore Petri Powell Redd Smith Von Rosenberg, x3 Awilhelm Nays none. By Alderman Crooken an ordinance prohibiting, the use of sidewalks by any person or persons for the purpose of skating etc. The ordinance was read the first time. Ordinance – The ordinance was read the first time and passed under suspension of the rules by the following vote Yeas Aldermen Armstrong Crooken Durness Haynes Miller Moore Petri Powell Redd Smith Von Rosenberg Wilhelm 10 Nays Alderman Macken 1 Alderman Haynes offered the following resolution which was read and adopted: Be it resolved by the City Council that Mayor, City Engineer and Street Committee be and are hereby instructed to use the City teams as far as practicable in moving property of the City offices to the new quarters selected by the special Committee & accepted by the City Council. Alderman Haynes offered the following resolution which was read and adopted. Be it resolved by the City Council of the City of Austin: That the City Treasurer be and he is hereby authorized and instructed to transfer any funds on hand to the credit of the following named accounts, to the account of the Interest and Sinking fund of the Water and Light bonds of the City, Viz: Interest and Sinking fund for the year 1904 Interest and Sinking fund Bonded indebtedness. By Alderman Haynes an ordinance appropriating the sum of $419,00 on the purpose of purchasing bonds for the Sinking fund. The ordinance was read the first time and passed under suspension of the rules by the following vote Yeas Aldermen Armstrong Crooken Durness Haynes Macken --- Page break --- 570 Willen moore Petri Powell Red Sunith Von Rosenberg Wilhelm 73 Nays none On motion Alderman Powell was excused from further attendance at this session of the Council Extra labor teams By Alderman Smith an ordinance appropriating the sum of $100.00 for the purpose of employing extra labor teams - The ordinance was read the first time and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote Yeas Alderman Armstrong Crooker Guncott Haynes Wassen Miller Moore Petri Powell Red Smith Van Rosenberg and Wilhelm 13 Nays none - The ordinance was read the second time Alderman Haynes moved to amend same by striking out in the caption and body of the ordinance the words "One Hundred" and inserting in lieu thereof the word "Forty", which motion prevailed - The ordinance was then passed under suspension of the rule by the following vote Yeas Alderman Armstrong Crooker Ames Haynes Wassen Moore Petri Powell Red Smith Van Rosenberg Wilhelm 12 Nays Alderman Whalen 1 Special Committee On motion of Alderman Ames the special Committee to settle Hospital heretofore appointed to adjust differences between the afs. Council and the County Commissioners on Hospital accounts were directed to again take up the matter and try to effect a settlement of said accounts. On motion the Council adjourned J. O.
