New City Hall Project Moving Forward – Council approved a $2,875 excavation contract with James Bergen and authorized $362.25 for architectural plans and specifications for the new city hall building.

Street and Infrastructure Upgrades – Funded $100 for cemetery improvements and authorized a work crew (1 team and 2 men) to clean gutters and spread dirt throughout the city.

Failed Skating Ban – A proposed ordinance prohibiting skateboarding on sidewalks was defeated, with 7 aldermen voting against the restriction.

Multiple Budget Approvals – Council approved approximately $2,057 in various expenditures, including $518.23 and $1,177.21 for approved street department accounts and $40 to compensate a prisoner guard.

Business Permits Mixed Results – Council denied one platform construction request (W.S. Walkers & Sons on West 3rd Street) but approved another for W.B. Wackert & Sons at their main business location under street committee supervision.

Regular meeting of the City Council Austin Texas Sept 17th 1906 Hon W O Shelley Mayor presiding Roll Called Present Aldermen Armstrong, Crooker, Ouesthaynes Macken, Mellon, Moore, Petri, Poloccek, Ceale, Smith, Wilhelm 12 Absent Aldermen Shumate & Von Bounberg 2 On motion the minutes were approved as recorded by the Clerk, without reading. Petitions, memorials, &c. By Alderman Moore, a Petition of V.S. Finer, asking that pound fees paid by him be refunded Read and on motion referred to the claims & accounts Committee By Alderman Macken Petition of Citizens residents on 38th Street, asking that, that street be named 38th Street instead of Pills Avenue. Read and on motion referred to the Street Committee By Alderman Haynes, Petition of P.S. Tinman regarding taxes. Read and on motion referred to the claims & accounts Committee Reports of City Officers The Mayor laid before the Council the report of the City Attorney, which was on motion referred to the Finance Committee without reading. Reports of Standing Committees Alderman Petri for the claims & accounts Committee to whom was referred the petition of J.E. Maddax in regard to fees presented a report recommending that the petition be granted. On motion the report was adopted. Alderman Wilhelm for the Cemetery Committee to whom was referred the report of the Sexton for the month of Aug 1906, presented a report stating that same had been examined and found correct On motion the report was adopted. Reports of Special Committees Alderman Moore for the Special City Hall Committee made a verbal report stating that under instructions from the Council they had advertised for and received bids for the excavation at the New City Hall, and recommended the acceptance of the bid of Jas Bergen for the sum of $2875.00 also that they had arranged with two G.R. Fannell for rent of stalls for City Mules. at a rental of $10.00 per mule, also that they had arranged for quarters for the Mayor. On motion the recommendations of the Committee were adopted and ratified. Unfinished business The Mayor laid before the Council an ordinance appropriating --- Page break --- 580 Unfinished business, the sum of $400.00 for the purpose of employing Ex St la Cleans. extra street laborers. The ordinance was read the second time and a motion made to suspend the rule and place it on its third reading which motion was lost by the following vote. Yeas Aldermen Bunea Moore Smith - 3 Nays Aldermen Armstrong Crooker Haynes Madden Miller Petri Powell Redd + Wick helm - 9 Skating Ordinance The Mayor laid before the Council an Ordinance prohibiting killed the use by Sidewalks by any person for the purpose of Skating, the ordinance was read the third time and on motion to pass it was lost by the following Vote Yeas Aldermen Armstrong Crooker Miller Petri + Nays Aldermen Haynes Madden Moore Powell Redd Smith + Wilhelm - 7 New Business New Business City Hall Committee Aldermen Haynes moved that the City Hall Committee authorized to employ be authorized to employ one Team and two extra men 1 Team & 2 men to to clean gutters & spread dirt, to be paid out of the City Hall clean gutters & spread dirt fund, which motion prevailed. At Com. Report on Aldermen Smith for the Street Committee to whom was petition of Coal Walkers referred the petition of W.S. Walkers & Sons for permission to 3rd Street erect a platform to their business house on West 3rd platform Street. The committee reported recommending that the Petition be not granted. The report of the Committee was adopted. Hospital Com. Alderman Armstrong offered the following Resolution authorized to repair which was read and adopted. roof on Hospital Whereas the roof of the City Hospital is very much in need of repairs. Therefore be it resolved that the Hospital Committee be instructed to have repairs made to roof not to exceed the amount of forty dollars. Paying guarding By Alderman Smith an Ordinance appropriating prisoners the sum of $40.00 for the purpose of paying E.S. Baylors for guarding prisoners for the County of Clay, was read the first time and passed under suspension of the rules by the following Vote Yeas Aldermen Armstrong Crooker Bunea Haynes Madden Miller Moore Petri Powell Redd + Wilhelm + Smith - 12 $100 for improving Nays None the City Cemetery By Alderman Wilhelm an Ordinance appropriating the sum of $100.00 for improving the City Cemetery.
