Austin Library Plan Gets Council Boost

New public library committee formed: The city council appointed a six-member committee to explore establishing a library for Austin, including three council members and three community representatives who addressed the council about the project.

Ministers urge repeal of Sunday law: Local ministers from the Austin Ministerial Association petitioned the council to repeal the city's Sunday law and were permitted to present their case directly to council members.

Financial bonds reorganized: The city completed a major refinancing operation, exchanging $320,000 in older water works bonds for new refunding bonds and destroyed the old bonds and interest coupons as part of the transaction.

City hospital operating expenses reported: The hospital committee reported quarterly operating costs of approximately $876, with revenue from patient fees helping offset expenses across July, August, and September.

Municipal appropriations approved: The council passed spending measures totaling over $2,000 for street department accounts and prisoner care services.

600 A regular Meeting of the City Council Austin, Texas November 05, 1906 Hon W. D. Shelley, Mayor, presiding Roll Called Present Aldermen Armstrong, Crooker, Daus, Haynes Moore, Powell, Scott, Smith, Von Rosenburg & Wilhelm - 10 Absent Aldermen Macken, Meiler, Platt & Redd - 4 On motion the Minutes were approved as recorded by the Clerk, without reading. Petitions, Memorials &c By Alderman Crooker. Petition of the University annex way And asking that work be done on [illegible] Street. Read and after remarks by Certain Gentlemen interested the petition was referred to the Street and City Hall Committees The Mayor laid before the Council a Communication from the Austin Ministerial association, asking that the Council to repeal the Sunday Law Read and on motion the Same was received and ordered filed. By Alderman Crooker. Petition of the Christian Woman's Board of Missions, asking Correction of Assessment. Read and on motion referred to the Claims & Accounts Committee. Alderman Haynes Stated That Some of the Ministers of the Ministerial Association were present in the Council Chamber, and Moved that they be permitted to address the Council on the petition to repeal the Sunday Law, which Motion prevailed and the minister present addressed the Council. Alderman Redd entered the Council Chamber Alderman Haynes Stated that there were Certain Gentlemen present who desired to address the Council in regard to getting up a Library and asked that they be heard. Hon A. P. Folsome & Hon Walter Dils. & A. P. Horoldridge and Dr H. Welson addressed the Council. Alderman Scott offered the following resolution which was read and adopted Be it resolved that the Mayor appoint a Committee of three, Three to be members of the Council and Three from the Library Club. To act with the Finance. Committee in Considering the Library proposition. The resolution was adopted, and the Mayor appointed the following as Such Committee, Viz! Aldermen Scott, Daus & Moore and Messrs Horoldridge Dils & [illegible] By Alderman Moore. Gamble & Mrs. The Mayor laid before the Council the following petition S. W. Hutson. asking to have pound fees refunded. petitions D. W. Gamble & Mrs. S. W. Hutson, on motion were referred to the Committee on Claims & accounts Reports of City Officers The Mayor laid before the Council the reports of the Assessor & Collector, the Treasurer, the Clerk and the City Physician for the month of Oct 1906, and that of the Water & Light Commission for Sept ending Sept 30, 1906, which were referred to their appropriate Committees without reading Reports of Standing Alderman Nagnies for the Finance Committee Committees presented the following report, which was read and adopted. Von Rosenberg Committee on Finance Special Curr bonds refunded The Mayor laid before the Council the following report from the Special Committee to exchange certain bonds Austin, Texas, October 26, 1906 To the Hon. Mayor & Board of Aldermen of the City of Austin Gentlemen: We, Your Committee appointed by the Ordinance of October 4, 1906, a Special Committee to effect an exchange of $320,000.00 of refunding bonds of the City of Austin of date July 1, 1901, for a like number, to-wit: $320,000.00 of Water Works and Electric Light bonds of date August 7, 1890, as will more fully appear from an ordinance entitled "An ordinance to authorize and provide for the exchange and delivery, with all interest Coupons belonging thereto maturing on and after January 1, 1907, of the Principal amount of Three hundred and twenty thousand dollars, face value, of the refunding bonds of the City of Austin, Texas, bearing date July 1, 1901, authorized by, and now financially un-issued, and unexchanged under," an ordinance to "provide for the issuance of refunding bonds of the City of Austin for the purpose of refunding its bonded debt; and to provide for the assessment --- Page break --- 603 and Collection of a Tax sufficient to pay the interest thereon, and to Create an annual Sinking fund of two per Centum (2%) of the principal thereof," approved November 5, 1901, in exchange for, and as a refunding of a similar principal amount of three Hundred twenty Thousand dollars, face value, Together with all interest Coupons belonging thereto maturing on and after October 1, 1906, of the five per Cent bonds of the said City of Austin, in now outstanding and unrefunded, dated August 1, 1890, Known as Water Works and Electric Light bonds, and issued in accordance with the provisions of an ordinance of said City of Austin, approved April 1, 1890, entitled, "An Ordinance To Provide for the issuance and Sale of bonds of the City of Austin to the amount of One million four Hundred Thousand dollars for the purpose of erecting a System of Water Works and furnishing light to and to the City of Austin and To regulate the disbursement of therein proceeds", To provide for the adjustment of the difference in accrued interest between the said bonds so exchanged, by the payment in Cash by the City of Austin to the Several holders of Said five per Cent bonds of one quarter of one per Cent on each of Said bonds, being the sum of two dollars each of the interest Coupons maturing October 1, 1906, belonging to and to be surrendered with said five per Cent bonds, and, as to Such exchange of Said bonds, To Annul and repeal so much of Section 7 of the aforesaid ordinance approved November 5, 1901, as prescribes a different basis for the adjustment of said difference in accrued interest in affecting such exchange; And further to provide for paying the expense attending the transmission of said five per Cent bonds from the City of St. Louis, Missouri, to the City of Austin, and of transmitting said refunding bonds from the City of Austin to said City of St. Louis," Passed by the City Council October 1, 1906, beg leave to report that in accordance with said Ordinance, we have Carefully examined the Water Works and Electric Light bonds numbered as follows: 286. 297 to 325, both inclusive, 1088 to 1107, both numbers inclusive, 222, 238, 239, 1106 to 1145, both Numbers inclusive; - 1147; 1148, 1369, 1372, 1376 to 1383, both Numbers inclusive, 20, 21, 22, 237, 252, 255, 381, 942, 1257, 1263, 1075, 266, 261, 330, 929, 930, 40, 41, 42, 812, 1012, 403, 404, 405, 250, 284, 285, 937, 938, 221, 223, 740, 813, 1258, 1227, 1228 and 1924, --- issued as and used for use. above. Numbered bonds the foregoing Numbers refer to the numbers, of date July 1, 1901, Together with the Coupons on each bond, beginning with Coupon Numbers 1, 1112. --- Page break --- 604 January 1, 1907, and all prior coupons on said herein after Numbered refunding bonds have been by us detached from said bonds before the exchange was effected; said refunding bonds being Seven hundred dollar bonds, and Numbered one thousand dollar bonds, to-wit: Dollar Numbers 188 to 200, both numbers inclusive, 228 to 250, both Numbers inclusive, 267 to 300, both numbers inclusive, 301 to 350, both Numbers inclusive, 357 to 400 both Numbers inclusive, 401 to 425; Ford Numbers inclusive, 1895 to 1896, both Numbers inclusive, and also the following Numbered one thousand dollar bonds: 1591 to 1599, both Numbers inclusive, 1600, 1601 to 1650; both Numbers inclusive, 1657 to 1700, both Numbers inclusive, 1701 to 1750, both Numbers inclusive, 1751 to 1758, both Numbers inclusive. This Committee would further report that they have in their possession said Water works and Electric Light bonds above mentioned, and ask that they be permitted to turn the same over to the Council for destruction at this time. This Committee would further report that they have here and now the detached Coupons from the above Numbered refunding bonds up to and including the Coupons maturing July 1, 1906, and they ask that they be permitted to deliver all the Coupons to this Council for Cancellation and destruction. This Committee would further represent to the Council that they have associated with them, in order that the matters herein reported might be doubly checked, the Finance Committee of the City of Austin, Comptroller of F.L. Haynes, Ernest Von Rosenbery and L.N. Crooker, and that said bonds and Coupons mentioned in this report have been checked over in the presence of these Gentlemen and that they and each of them have signed this report at the request of the Special Committee appointed by the ordinance of October 4, 1906. This Committee submits this report, asks that the Council receive the same, destroy the coupons and bonds mentioned herein, and discharge this Committee. W.D. This report was adopted. Alderman Armstrong for the Hospital Committee presented the following report which was read and adopted Austin, Texas Nov 5th 1906 To the Hon Mayor and Aldermen of Austin Hospital Your Com on Hospital reports as follows that the City Physicians and Hospital Matrons reports and accounts have been approved as correct for the months of July, August & Sept, the expense of keeping the Hospital for residents of July was $341.92, August $388.42 Sept $422.60 making Total expense for quarter $1152.97, the matron turned into the City Treasurer money collected from pay patients during the quarter $277.00 leaving the net operating expenses for the quarter of $875.97 Res Submitted C.J.
