Austin Street & City Hall Upgrades

Street improvements contract awarded – The city approved a $1,745 contract with J.W. Rutledge to cut down (grade) Colorado Street and West 8th Street near the new City Hall building.

Mayor vetoes land purchase over neighborhood concerns – Mayor Maddox rejected a $100 property acquisition deal after residents petitioned against it, saying the city's intended use would harm their homes; the council upheld his veto.

New City Hall furnishings approved – The council accepted a $1,190 bid from R.A. Plumbe to supply a rostrum and other furniture for the new City Hall.

Sewer safety measure ordered – City officials were instructed to ensure the Austin Sewerage Company properly connects to City Hall's sewer system to prevent backup problems.

Various street and infrastructure petitions referred – The council received requests to close an alley, open E. 5th Street, gravel Barton Springs Road, and refund fees to citizens, all sent to appropriate committees for further review.

Scott, Smith & Wilhelm Alderman Scott for the Street Committee, presented a report stating that they had advertised for bids for cutting down Colorado and west 8th streets near the New City Hall, and recommending the acceptance of the bid of J W Rutledge, for the sum of $ 1745.00 . On motion the report was adopted and the Mayor directed to enter into contract with Mr Rutledge for said work at his bid On motion the Council adjourned Jno.C.Johnson City Clerk Bid for cutting down Colorado Improve [illegible] $1745.00 . Petri; to Quisenberry to close alley P etitions, Memorials, etc; By Alderman Redd, petition of Mr & Mrs Quisenberry for permission to close a certain alley, The petition was read and on motion was referred to the St Com Pound fees Tom Roberts CIL Crockett SH Weaver The Mayor laid before the Council the following petitions, which were read & refered Tom Roberts, CIL Crockett, S H Weaver ,for refunding pound fees, referred to the Committee on Claims and Accounts One from Citizens to open E 5th street, Citizens then also to open Streets which was referred to the Street Committee, and one from the Ladies Cemetery Association which was referred to the Finance Committee; By Alderman Smith, petition of Lee Wilson asking that the Council to refund to Lee Wilson on his injury him amount paid for a substitute driver while he was unable to drive, caused by being thrown from his wagon and for his Doctors bill On motion the petition was granted Reports of City Officers R eports of City Officers The Mayor laid before the Council the reports of the City Assessor & Collector, the Marshal, the Clerk and the Sexton, which were on motion referred to their appropriate Committees without reading. Reports of Standing Committee R eports of Standing Committees ; Alderman Redd for the Fire Committee to whom was referred a petition from the Driskill Laundry to put roof over stair Driskill Laundry for permission to put a roof over stairway within the fire limits presented a report recommending that the petition be granted, which report was adopted Purchases Alderman Miller for the Committee on Purchases, presented a report recommending that certain bids for supplies for the term ending June 30th 1908, be accepted and contracts awarded; On motion the report was adopted Alderman Moore for the City Hall Committee presented a report stating that they Alderman Moore City Hall Committee had advertised for, and received, bids for Roestrum and other stationary furniture Roestrum etc. in the New City Hall, and recommending that the bid of R A Plumbe for $ 1190.00 be accepted and that he be awarded the contract, and that the Mayor be authorized and directed to enter into contract with him in accordance with his bid; On motion the report was adopted --- Page break --- 44 Concurred Austin Sewerage Co. Concurred . Alderman Moore offered the following resolution, which was read and adopted Be it resolved by the City Council of the City of Austin: That the City Engineer and City Plumbing Inspector be and are hereby instructed to have Austin Sewerage Co to make proper connection with City Hall sewer so that there will not be any danger of backing sewerage into City Hall Said City Engineer and Plumbing Inspector be and are hereby further instructed to attend to this matter in the morning before any further work is done. Unfinished business; President Haynes in the chair; The Chair laid before the Council the following veto message from the Mayor; Austin, Texas, January 3rd 1908. Mayors Veto To the Honorable, The City Council of Austin, Texas . Gentlemen: I return you, without my approval, your ordinance appropriating the sum of one hundred dollars ( $ 100.00 ) for the purpose of closing trade with Stacy-Robbins-Covert Company for part of outlet No 11, Division " Z " City of Austin. My reason for this veto is that a goodly number of the residents in the neighborhood have filed a petition with the City Clerk in which they claim that the use of said lot for the purposes the City intends "would be a detriment to our homes and families ".If such is the case these Citizens should be given an opportunity to be heard before the trade is finally closed. Respectfully F M Maddox, Mayor. Alderman Crooker moved that the vote by which the ordinance was passed be reconsidered, which motion prevailed. Alderman Crooker then moved that the ordinance do now pass notwithstanding the Mayors objections, which Veto Sustained motion was lost by the following vote : Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Read 1 Nays Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri, Scott, Smith, Sutor & Wilhelm 13 Street Com. Report Alderman Cuneo moved to reconsider the vote by which the Council adopted the report of the Street and Sanitary Committee recommending: the purchase of the property mentioned in the report and ordinance, which motion prevailed by the following vote : Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri, Read, Scott, Smith, Sutor & Wilhelm 14 Nays none. Street Com. Ref. On motion of Alderman Crooker the matter was re-referred to the Street and Sanitary Committee, with instructions to report at the next regular meeting. Alderman Read asked and obtained permission to introduce a petition from Citizens of South Austin asking to have the Barton Springs road graveled from the bridge across Barton creek to the Coloradobridge which was read and on motion referred to the Street Committee. --- Page break --- Imp.
