Austin City Hall Funding Dispute

City Hall Project Update: The City Hall Committee presented a report on construction progress, requesting $4,331.75 from the general fund for additional work beyond the original contract, with $1,500 still owed after stairways are completed.

Committee Disagreement: Council members couldn't reach consensus on the funding proposal, with a specially appointed committee unable to agree on whether to approve the architect's estimate.

Meeting Postponed: Unable to resolve the dispute on the spot, the council voted to adjourn and reconvene the next evening (January 9th) to hopefully reach a decision, with a 9-3 vote in favor of the delay.

Called meeting of the City Council, Austin, Texas, January 08, 1908 Hon FM Maddox, Mayor, presiding: Roll called; Present Aldermen Armstrong, Crooker, Cuneo, Haynes, Moore, Petri, Scott, Smith, Sutor, & Wilhelm 10 Absent Aldermen Meredith, Miller, Moreland, & Redd 4 The following call of the Council was read; Austin, Texas, January 8th 1908 A special meeting of the City Council of the City of Austin Texas is hereby called to meet in the Council chamber, Smith Office building for the following purpose towit- First for purpose of receiving and acting upon the report of the City Hall Committee on the City Hall. Second: To make an appropriation out of the general fund for the further payment on said City Hall. F M Maddox, Mayor C W Moore Henry Petri C B Moreland H L Haynes Austin, Texas, January 8th 1908 I hereby certify that I have served the within call for a special meeting of the City Council by having same read by Officers Rutledge, Griffin and Mayfield to each of the following named Aldermen towit: W D Miller, W C Redd, A E Cuneo, L M Crooker, W J Sutor, Tom D. Smith, C J Armstrong, Henry Petri, C J Wilhelm, H L Haynes, F A Scott, C W Moore, C B Moreland and by leaving a copy of same at the place of business of J M Meredith, he being out of the City. Very Resp J H Mallory, Sergeant, of Police, Austin, Texas --- Page break --- Alderman Moore for the City Hall Committee presented the following report. Austin, Texas, Jan. 8, 1908 Honorable City Council, City of Austin, Texas. Gentlemen: We, the undersigned members of your City Hall Committee, beg leave to report: First: We, together with Mr. C H Page, Architect for the City Hall, about two weeks ago carefully went over said building, and noted such further work as we though should be done on all of said building except the stairways and stair vestibule, and directed said Architect to notify the Contractors in writing of such work, and when same was completed to make his report to your Committee. Second: We attach hereto the report of Messrs C H Page and Bro, that the work has been done, and attach an estimate No. 9, dated Jan, 8th, 1908, for $4,331.75, on said building, leaving still to be paid on said building to Belger & Brydson the sum of $1,500.00 to be paid on final estimate on completion of stairway and stair vestibule. Third: We recommend that all of said building, except the stairway and stair vestibule be received or accepted by your Honorable body, and that an appropriation of $4,331.75 be made, out any money in the General fund not otherwise appropriated, to pay said Contractors as per estimate of the Architects. Alderman Moore asked permission to withdraw his report, which was granted. On motion the report was referred to a special Committee consisting of Aldermen Moor, Crooker, Haynes, Sutor, Cuneo, & Armstrong. The special Committee retired, and after a time returned with a verbal report that they were unable to agree. --- Page break --- A motion was then made to adjourn until 8 o'clock p.m. Jan 9th 1908, at which time the Committee could probably agree upon a report, which motion prevailed, by the following vote: Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Moreland, Petri, Scott, Sutor, & Wilhelm. 9 Nays Aldermen Moore, Redd, & Smith 3 Jno O.
