City Hall Stairway Completion & $4,331 Payment

City Hall construction nearing completion: Austin accepted most of the new City Hall building but withheld $1,500 from contractors Belger & Brydson until they finished the stairway and vestibule within 45 days.

Financial commitment approved: The council unanimously approved spending $4,331.75 (estimate #9) toward the new City Hall construction project.

Quality control measure: If the stairway wasn't completed properly within the deadline, the city reserved the right to finish it themselves using the withheld funds, with contractors remaining personally responsible for the work.

Moving preparations: The City Hall Committee was authorized to hire temporary staff, including a furnace operator, to manage the transition into the new building.

Special called meeting of the City Council, Austin Texas, January 09, 1908 Hon F M Maddox, Mayor presiding: Roll called; Present Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Moore, & Wilhelm 7 Absent Aldermen Miller, Moreland, Petri, Redd, Scott, Smith & Sutor 7 Alderman Moore moved a call of the Council, which was seconded and the Marshal directed to bring in the absentees. Aldermen Smith, Sutor, Moreland, Petri, & Scott entered the Council chamber and answered to their names. On motion the call was suspended. Alderman Moore for the special Committee presented the following report, as a supplement to the report of the City Hall Committee. Austin, Texas, Jan 9, 1908 To the Honorable City Council of the City of Austin. Gentlemen: We have carefully considered the matter of the partial acceptance of the City Hall and would make the following suggestion, subject to your approval: We would suggest that such contract as the City has with Messrs Belger & Brydson be left in its present form, and that the City accept the stairway and stair vestibule, which is not yet completed; that the City retain from the contract price the sum of $1,500.00, which said sum of $1,500.00 shall be paid to Messrs Belger & Brydson upon completion of the stairway and stair vestibule, according to the plans and specifications heretofore adopted and agreed upon covering that portion of the contract. We recommend that 45 days from this date, namely, Jan. 9, 1908, be given Messrs Belger & Brydson in which to complete the stairway and stair vestibule, according to the plans and specification heretofore adopted covering the stairs and stair vestibule, and that, in the event such stairway and stair vestibule be not completed according to the plans and specifications within said 45 days, the City of Austin be authorized to have same completed according to the plans and specifications and pay for same out of the $1,500.00 retained for that purpose, and the balance of said $1,500.00 shall be turned over to Messrs Belger & Brydson or their order. We recommend that an agreement of contract embodying the features of this report be entered into between the City of Austin and Messrs Belger & Brydson, and that Messrs Belger & Brydson be personally responsible to the City for the completion of said stairway and stair vestibule aside from the retention by the City of the $1,500.00 above mentioned. --- Page break --- Respectfully submitted C W Moore A I Cuneo W J Sutor C J Armstrong H L Haynes L M Crooker On motion the reports were adopted. By Alderman Moore an ordinance appropriating the sum of $4,331.1 75 for the purpose of paying estimate NO. 9 on building new City Hall. The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Moore, Moreland, Petri, Scott, Smith, Sutor, & Wilhelm. 12 Nays none On motion of Alderman Haynes the City Hall Committee was authorized to employ such means as they may think best in moving into the new City Hall and that they employ some teporaily to take charge of the furnace in the new building.
