Austin Fire Safety & City Hall Upgrades

Fire Safety Concern: Alderman Wilhelm urged the Water and Light Commission to resume using the steam whistle as a fire alarm after recent devastating fires in the city. Bells at individual fire stations were deemed too quiet to be heard citywide.

City Hall Construction: The council approved repairs to the Smith building for $245 (lowest bid) and authorized placement of a new fire bell on concrete foundations behind the new City Hall, with relocation costs estimated around $40.

Infrastructure Spending: The council appropriated funds for street improvements including $500 for extra street labor, $250 for Congress Avenue paving work, $120 for an assistant engineer's salary, and $84 for cement and drain pipe work.

City Hall Furnishings: The council approved $443.50 in furniture funds (delayed until May 1908) and authorized purchasing water coolers to cool "the fevered agitation of members and citizens."

Telephone Installation: The Street Committee was authorized to install a telephone at the city stable to improve communication and save employee time.

Regular meeting of the City Council, Austin, Texas, February 3 rd 1908 Hon F M Maddox, Mayor, Presiding : Roll called; Present Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri, Redd, Scott, Smith, Sutor & Wilhelm Absent none 14 On motion the minutes were approved as recorded by the Clerk ,without reading. Petitions ,Memorials, etc: Petition Christian Church The Mayor laid before the Council a petitonand proposition from the Christian Sidewalk & Street Church, in regard to sidewalk and street at their Church. On motion their proposi-tion was accepted . Reports of City Officers; Reports Standing Com The Mayor laid before the Council the reports of the Assessor and Collector, the Phone stable Treasurer, the Clerk and the Sexton for the month of January, which were on motion referred to their appropriate committees ,without reading . Reports of standing committees; Alderman Scott for the street committee stated that that committee was of the opinion that the City should have a telephone at the stable where the teams are kept, as it would save a great deal of time of employees, getting orders etc. On motion the committee was authorized to have a phone put in to be paid for by the City . On motion of Alderman Cuneo all Ex-Mayors and Ex-Aldermen were invited to seats within the bar of the Council . Alderman Moore for the City Hall committee presented the following reports; Austin, Texas, Feb3, 1908 Hon F M Maddox, Mayor, and City Council. Gentlemen: City Hall Com We, your City Hall Committee, beg leave to report, that we have advertised Smith building for bids for the repairing of the Smith building, and received the following three bids; namely: Henry Vogle $ 410,00 R A Flume 315,00 Chas A Shurr 245,00 Mr Shurr being the lowest responsible bidder, we have awarded the contract of said work to him, and beg that your Honorable Body confirm and approve same. City Hall Committee Gentlemen : We, your City Hall Committee, beg leave to report andrequest stores, wagons in that an ordinance prohibiting the tieing, hitching of any horses, wagons grounds or other or other vehicle upon the grounds of the new City hall lot, or the placing thereon of any wood, coal or sheds, and we respectfully ask that an ordinance be prepared by our City Attorney making copy from this report. City Hall [illegible] Gentlemen : We, your City Hall Committee, beg leave to report, that the eve old furniture left in the old Smith building was turned over to a subCommittee consisting of the Hons C W Moore and Henry Petri, to dispose of said furniture at private or public sale as seemed best to themror the City. They, the said sub-Committee , at the instance of the Chairman of the Hospital Committee, have turned over to himfor the use of the City Hospital chairs and other property, a schedule of which will be filed with you at the next regular meeting of the City Council; and we ask that our action be approved by your Honorable Body Respectfully Signed by the City Hall Committee On motion the report was adopted, and the action of the Committee approved. Gentlemen: City Hall Furniture We, your City Hall Committee, beg leave to report that we have received the furniture from the Zier Phillips Furniture Co., on the 30th day of January 1908, as per schedule attached to said contract, marked exhibit A. We have carefully examined and counted , said furniture and find the same to be, both in number and quality, as per said schedule in said contrac We further beg leave to report that we have sold to the Water and Light Commission, for the Superintendents office, at the same price we paid the Zier Phillips Furniture Company, one large Desk; one large table; and six chairs; and one office chair, amounting in the aggregate to $118.20, leaving a balance due to said Zier Phillips Furniture Co of $ 1443.80; same to be paid as per contract, on or before May 1st, 1908. Gentlemen: We, your City Hall Committee,beg leave to report that we have turned over to the street Committee the old shed back of the Smith Office building, placed there for the horses or the policemen.Said shed is to be removed by the said street Committee,at its expense,to their new lot for the use of the said stre street Committee,for the protection of its property in said lot,and we ask that your Honorable Body confirm our action. Alderman Crooker for the Cemetery Committee to whom was referred the report of the Sexton for the month of Dec 1907,presented a report stating that same had been examined and found correct.On motion the report was adopted. Prairie Hospital Alderman Cuneo for the special Committee to whom was referred the Communication from the Commissioners Court of Travis County,in regard to the maintenance of the Hospital,asked for further time in which to report;On motion further time was granted. Prairie Darlins Creek road Alderman Cuneo for the special Committee on the Bartons creek road,presented a verbal report and asked for further time,which was granted. New Business: Alderman Wilhelm offered the following resolution which was read and adopted: Whereas,within the past few days the City of Austin has been visited by several disastrous fires in which a great deal of valuable property has been lost;and Resolution [illegible] for rendering home more efficient. Whereas,a great deal of said property would not have been lost had the members of the fire companies been promptly advised by an alarm,which could be generlly heard;and Whereas,the bells located with the different fire companies throughout the City are not heavy enough to be heard throughout the City; and Whereas,the best means of advising the fire department throughout the City of the existence and location of a fire is by the blowing of the steam whistle situated at the Water and Light plant belonging to the City of Austin; and Whereas,said whistle for some unknown reason has not been sounded as a fire alarm within the last thirty or sixty days. Therefore,be it resolved by the City Council of the City of Austin, that the Water and Light Commission be and they are hereby requested, for the sake of the property of the citizens of the City of Austin, and for the purpose of notifying the fire companies, to sound said whistle in accordance with the rules heretofore in existence for the sounding of said whistle, and that the same be sounded giving notice of the existence of a fire and giving the ward of said fire as heretofore. Alderman Cuneo offered the following resolution which was read an: adopted . Resolved that the City Hall Committee be instructed to purchase a suitable receptical for drinking water, and for the purpose of cooling the fevered agitation of members and citizens and for other purposes. Resolution re: Com To rebuilt dam Alderman Moore offered a resolution instructing the Water, Light and Power Commission to take steps to rebuild the dam across the Colorado River; The resolution was read, Alderman Wilhelm moved that the resolution be referrea to the Ordinance Committee; Alderman Cuneo moved a substitute that the resolution be laid on the table.
