Austin's 1908 Infrastructure Plans and Budget

Street and Infrastructure Improvements: The council approved funding for Congress Avenue paving south of Third Street ($2,500), authorized street work near Wooldridge School, and pushed the railroad company to raise its tracks and remove street obstructions within 10 days or face franchise forfeiture.

New Garbage Disposal System: The council allocated $1,000 in the annual budget to build a modern garbage crematory to handle the city's daily waste—a significant public health infrastructure investment for the era.

Fire Safety Upgrades: Multiple fire hydrants were approved for placement on 25th/27th streets and at the corner of East 12th and Alamo Street, with orders for a complete inspection of all existing hydrants.

Mayor Vetoed Outside Legal Contract: Mayor F.M. Maddox blocked an ordinance to hire outside counsel for tax collection, arguing the city attorney and assessor were already handling the work effectively; the council failed to override his veto.

Budget and Personnel Decisions: The council adopted the 1908 budget (with amendments), approved salary ordinances for city employees and police, and confirmed two new plumbing examiners.

Petitions,memorials etc; R. G. Brydson Jaxes By Alderman Petri Petition of R G Brydson ,asking change of assessment;Read and on motion referred to the Committee on Claims and accounts; Sad am som et al Fire hydrants By the Mayor ,petition of T R Sampson et al ,asking to have a fire hydrant placed on 25th or 27th streets,and between Guadalupe and Speedway;Read and on motion referred to the Water and Light Commission,with the request that the request be complied with. Fire hydrant 12th & Alamo Alderman Wilhelm offered the following resolution,which was read and referred to the Water and Light Commission:Be it resolved that a fire hydrant be placed on the corner of E 12 st reet & Alamo Street; Citizens to open street Hyde Park By Alderman Scott,Pe:tition of Citizens asking that 4th street in Hyde Park be opened ;Read and on motion referred to the street Committee Citizens to work x 23rd St. By Alderman Scott,Petition of Citizens ,asking to have street work done on west 23rd street,and other streets near the Wooldridge School;Read and referred to the street Committee. Ed Fox remitt fine By the Mayor,petition of Edwin Fox asking remission of fine;On the recommendation of the Mayor and Police Committee the fine was remitted : Reports of City Offices: Reports of Officers The Mayor laid before the Council the report of the Treasurer for the month of January 1908 ,which was on motion referred to the Finance Committee,without reading Reports of Standing Committees: H. Cm. Machinery purchase of Alderman Scott for the Street Committee presented a report ,recommending the purchase of certain Machinery etc,for the street Dept :On motion the report was laid over to come up with an ordinance on the subject; Alderman Redd entered the Council chamber; Ex & Refund liquer Alderman Petri for the Committee on Claims & Accounts to whom was referred the petitions of certain parties to have unused portions of Liquorlicenses refunded, presented a report ,recommending that the petitions be granted.On motion the report was adopted. C. A. Bond fee Mrs. Clark Alderman Petri for the Committee on Claims & Accounts to whom was referred the petition of Mrs V Clark for commission of pound fees, presented a report recommending that the petition be granted :On motion the report was adopted. C. A. Pound fees J. Webb Alderman Petri for the Claims & Accounts Committee to whom was referred the petition of T J Webb asking remission of pound fees,presented a report recommending that the petition be granted; On motion the report was adopted . Finance Budget 1908 Alderman Haynes for the Finance Committee presented the budget for the year 1908, which was read and on motion laid over to come up with an ordinance fixing salaries The Mayor laid before the Council a petition from M Elliott asking permission to --- Page break --- 68 Petition citizen to extend sidewalk; The petition was read and on motion was referred to create Sidewalk to the street Committee and City Engineer. Unfinished business; President of the Council, Haynes in the chair; The Chairman laid before the Council the following veto message from the Mayor. Austin, Texas, February 17, 09 To the Honorable, the City Council of the City of Austin. Gentlemen: Mayors Veto. I respectfully herewith to return to you, without my approval, Contract work your ordinance, entitled, " An ordinance, authorizing and instructing Kyrie Trasher the Mayor of the City of Austin to employ Kyrie Trasher as agent and attorney for the City of Austin for the purpose of causing the assess-ment and collection of such taxes due said City." Upon investigation of this matter I find that the Assessor and Collector of taxes, placed in the hands of the City Attorney, Wm Hart, the assessment against the Corporations provided for in your ordinance, and that the City Attorney has made and is making at this time, efforts to collect same; and that he has collected from some of these corporations taxes due the City of Austin up to the time they were placed in the hands of a Receiver, and that since the placing of same in the hands of a Receiver, he was waiting the closing of the Receivership to collect same. I find that the matter was having proper and prompt attention by both the Assessor and Collector of Taxes of the City of Austin and the City Attorney, and that the interests of the City are being well and carefully guarded. In justice to Mr Trasher I wish to state that he was honest and sincere in what he thought to be the facts in the case. For these reasons I do not think it proper to employ or pay outside counsel for work that has been and is now being done by duly constituted Officers of the City. Alderman Crooker moved to reconsider the vote by which the ordinance was passed, which motion prevailed; Alderman Crooker then moved that the ordinance do now pass notwithstanding the Mayors objections ,which motion was lost by the following vote: Yeas none Nays Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri, Redd, Scott, Smith, Sutor & Wilhelm 14 New Business; On motion Alderman Smith was excused from further attendance at this session of the Council. I&G N.R.R. to raise Alderman Cuneo offered the following resolution. Resolved that the City tracks Attorney be instructed to notify the I & G N R R to forthwith proceed to carry out a previous instruction from this Council to raise their tracks and further to remove all obstructions placed by said Co upon the streets in the City of Austin over which their tracks traverse. That said R R Co shall have ten days notice within which to commence such improvements --- Page break --- . a nd that in the event of a failure or re:usal on the part or the I & G . R R Co to so proceed ,that the City Attorney is here by instructed to proceed against said s a id I & N R R Co ,in proceedings looking to the forfeiture of their Franchise u pon the above mentioned street.. On motion the resolution was adopted . Alderman Cuneo offered the following resolution,which was read and adopted ; Resolved that the Water and Light Commission be requested to have an inspection m ade of all Fire hy drants in the City of Austin and that a report be made to t he City Council of their conditions and what necessary repairs,if any are n ecessary. Alderman Moore offered the following resolution; Whereas the City of Austin has long been in need of a garbage creamatory for t he purpose of de stroying the garbage collected in the City each day,and whereas it is now time to include an up-to-date garbage plant in the City asset: Now therefore be it resolved by the City Council of the City of Austin that t he Finance Committee be and they are hereby instructed to include in annual b udget the sum of :one thousand dollars for the purpose of erecting said plant. New Busine ss; Alderman Miller offered the following resolution, which was read and Will build to often adopted,Be it resolved by the City Council of the City of Austin; Travis Co $2500.00 That the Mayor of the City of Austin is hereby authorized to offer to Experimental Road the Commissioners Court of Travis County Texas the sum of thundred Work in Lincoln dollars ,to be paid by the City of Austin to the County of Travis, conditioned that the said County of Travis will "build, in the experi-mental work one mile of road from the Bartons Creek bridge to"Canions Stoar b n what is commonly known as the Fredricksbur; and Bartons Creek road in South Austin."
