Austin Approves Street Paving and Park Road Plans

Congress Avenue Paving Project Approved: Council finalized plans for paving Congress Avenue, appropriating $350 to cover incidental expenses. Property owner Mike Butler was assessed $1,334.55 to cover his share of the project costs.

Potitions,etc; Potitions etc The Mayor laid before the Council a protest from Citizens against t dumping Citizens protesting of garbage in certain parts of the second ward,which was read and on motion dumping Ground [illegible] referred to the special Committee on Garbage Crematory. J B Vinson Pound fee The Mayor laid before the Council a petition from J B Vinson,asking to have certain pound fees refunded,which was read and referred to the Committee on Claims & Accounts. Citizens asking that Alderman Redd entered the Council chamber . dogs be muzzled By Alderman Haynes ,petition of a large number of Citizens asking ,the passage of an ordinance requiring the muzzling of all dogs running at large.The petiton., was read and on motion was referred to the Ordinance Committee and City with instructions to report at the next regular meeting of the Council . Reports of City Officers; Reports by officers The Mayor laind before the Council the reports of the City Assessor & Collector of taxes for the months of March & April and those of the City Clerk,The City , Marshal and the Sexton for the month of April 1908,which were on motion referred to their appropriate Committees ,without reading : Reports of Standing Committees : Finance officers reports Alderman Haynes for the Finance Committee,to whom was referred the reports of the Treasurer for the month of Feby,and those of the Clerk for the months of Feby & March 1908,presentebted a report stating that they had been checked and found correct On motion the report was adopted . City Hall Cum Alderman Moore for the City Hall Conittee made a verbal report,stating that they hitching posts around were having hitching posts put in around the City Hall building . City. Alderman Scott for the Street Committee to whom was referred the petition of W H Richard son & Co,Deen & Walling,Webb,Taylor & Perry and others for permission to use the International & Great North ern Railway Companys 8 Switch near the Alliance Cotton Yard between Neches and Trinity Streets on Fourth street in the City of Austin,beg leave to report that we have carefully looked into and considered the matter presentedin this petition and recommend that the authority ther requested be granted ;provided however that no person,firm or corporation shall acquire any permanent right in said switch ,but shall hold same subject to the right of the City to revoke this grant at any time,and provided that no car shall remain on this track for more than 24 hours at any one time. Unfinished business; Unfinished business Pound Ordinance The Mayor laid before the Council the reports of the Special Committee on the Pound Ordinance. On motion the reports were adopted by the Committee for the Pound ordinance offered by Alderman Moreland. The substitute was read.Alderman Cuneo moved that the substitute be substituted for the original ordinance ,which motion,which motion prevailed Passed by the following vote : Yeas Alderman Armstrong,Crooker,Cuneo,Haynes,Miller,Moore,Moreland, Petri,Redd,Scott,Smith,Sutor & Wilhelm 13 Nays None. The Mayor laid before the Council the following report from the Paving Committee. Austin,Texas,May 4 1908. To the Hon F.H.Lannox,Mayor,and City Council of the City of Austin. Gentlemen : We,your Paving Committee,heretofore appointed under the Paving Committee Wick Butler authority of the City Council and by the Mayor,beg leave to report,that under an ordinance passed on the 10th day of March,1908,we,onthe 24th day of April ,1908,issued to Mike Butler notice to meet with the said Paving Paving Committee on the 28th day of April,1908,notifying him to appear before said Committee on the 28th day of April,1908,and to offer any objections he might have as to why the bid and contract of Rex & St J --- Page break --- 107 Johnes would not be accepted as to the work of paving; Congress Avenue and, especially ,in front of Lot No 1,in Block No 3,also Lots 1 & 2 ,Block No 5,fronting 135 feet on Congress Avenue,and running back 135 feet therefrom, and to agree with the said Committee as to the proportionate share of cost to be borne by the said Mike Butler for such paving of said Congress Avenue. And at said meeting no valid objection was offered as to why said contract shoa should not be adopted and it appeared to the Committee that the reasonable amount and proportionate share of cost to be paid by the said Mike Butler for such paving is $ 1334,55 . We,therefore,recommend that unless Mike Butler signify and adopt this action in a ascertaining such proportionate share to be paid by him within ten days from this date,that the City Attorney be instructed to institute the necessary proceedings in accordance with the ordinance above referred to . New Business: Special Committee to act with Board of Health The Mayor Appointed the following Special Committee to act with the Board of Health and other Committees in regard to Slaughter Houses,Viz; Aldermen Petri,Cuneo & Redd . Alderman Haynes offered the following resolution,which was read and on motion referred to the Street and Sanitary Committees . To St Sanitary Committee Investigate as to Blacksmith Shop Whereas the cost of blacksmithing ,repairs,etc for the City has grown rather expensive and ,Whereas the City has quarters where a blacksmith and repair shop can readily be installed ,therefore; Be it resolved by the City Council that the Street and Sanitary Committees be and are hereby instructed to investigate as to the comparative cost to the City of establishing such repair shop and report result to the Council . Resol: necessary to Alderman Crooker offered the following resolution, which was read and adopted make a deed to Lot in Be it resolved by the City Council of the City of Austin , that the City Cemetery to Old Mayor and Tax Assessor of the City of Austin be and they are hereby requested Ladies' Home upon to make a deed to the Old Ladies' Home to a one-half interest certain conditions. in Cemetery Lot No - now owned by the City of Austin, conditioned that Travis County pay to the City of Austin the amount necessary to purchase the other one-half of said Lot, and that when said amount is so paid by said Travis County, that the Mayor and Tax Assessor of the City of Austinbe requested to make a deed to said Lot to the Old Ladies' Home of the City of Austin . Gentlemen : We the majority of the street Committee to whom was referred a petition asking that Fourth Street be opened for travel in Hyde Park,beg leave to report that we recommend that the petition be granted W C Readd,C W Moore. Alderman Scott for the minority of said Committee,presented the following report Austin,Texas,May 2,1908 . To the Hon Mayor and City Council of the City of Austin. Gentlemen : We,your Street Committee,to whom was referred a communication of M M Shipe,beg leave to report that we have carefully considered said proposition,and beg leave to say that in the opinion of this Committee,it would be wise for the City City to accept the proposition of Col Shipe as contained in said communication to open Fourth and Eighth streets leading East through Hyde Park,providingthat Fourth shall only be gravelled eight ( 8 ) inches in depth and twenty six ( 26 ) feet wide from Duval Street to the Speedway,and that the work of graveling shall be done before M M Shipe shall be required to open Eight and Fourth Streets.
