Austin City Infrastructure and Budget Decisions 1908

Street Improvements Approved: Council authorized opening West 30th Street from Speedway to Guadalupe and approved $200 for Duval Street grading/graveling work, plus $57.95 to complete drainage at the 5th Street Fire Hall.

Fire Department Expansion Request: Members of the 7th Ward Fire Company petitioned to be admitted into the city's Fire Department, with their request referred to the Board of Fire Commissioners for consideration.

Public Lighting and Utilities: West Austin Improvement Club successfully petitioned to install a street light on Blanca Street between 8th and 9th streets, and the council directed sewerage system extensions to be made by the Austin Sewerage Company.

Budget Allocations: Council approved nearly $1,957 in accounts payable, plus $40 for a park keeper's August salary and $329.01 for street department expenses.

Administrative Actions: The city attorney was granted 30 days leave, and council directed committees to investigate livestock feed costs for city departments.

Hon F M Maddex,Mayor,Presiding: Roll Called: Present Aldermen Crooker & Meredith Absent Aldermen Armstrong,Cunse,Haynes,Hill,Moore,Moreland,Petri,Rodd,Scott, Smith,Suter & Wilhelm 12 On motion the Council adjourned until 7 o'clock P M Wednesday Sept 9th 1903 : A Adjourned regular meeting of the City Council,Austin,Texas Sept 9th 1903 : Hon F M Maddex,Mayor,presiding: Roll Called : Present Aldermen Armstrong,Crooker,Cunse,Haynes,Meredith,Miller,Moore,Moreland, Petri,Scott,Smith,& Wilhelm 12 Absent Aldermen Rodd & Suter 2 On motion the minutes were approved as recorded by the Clerk,without reading ; Alderman Moore moved a call of the Council,which was seconded and the Marshal directed to bring in the absentees.Aldermen Rodd & Suter entered the Council chamber and answered to their names.On motion the call was suspended. Petitions,memorials,etc; Petitions etc 7th Ward Fire Company Fire By Alderman Moreland Petition of members of the 7th Ward Fire Company ,asking admitted that they be admitted to the Fire Dept;Read and on motion referred to the Board of Fire Commissioners. W Austin Improvement By Alderman Crooker petition of a Committee from the West Austin Improvement Club for light Blanca Club asking to have a light placed on Blanca Street between 8th & 9th streets; St Read on motion referred to the Water & Light Commission,with the recommendation that the request be granted . The Mayor laid before the Council an invitation from the West Austin Improvement W Austin Improvement Club to attend a meeting of that club to be held Sept 15th 1903,which was read invitation and the invitation accepted . N. Austin Imp Club to open W. 30th St By Alderman Armstrong petition of a Committee from the North Austin Improvement Club,asking that West 30th street be opened up from Speedway to Guadalupe street On motion of Alderman Haynes the Street Committee & City Engineer were directed to open up said street in accordance with the petition . The Mayor laid before the Council a petition from H W Streter ,asking that the H.W. Streter Council make provision for the payment of his salary as an Inspector appointed by Salary the Board of Health;The petition was read and on motion was referred to the Finance Committee. Alderman Moore called up the petition of the Austin Water & Fuel Co ,with the reports of the Majority and Minority of Ordinance Committee on same,which was laid over at the last meeting to come up at this meeting.On motion the reading of the petition and the reports was dispensed with. Alderman Smith moved to adopt the majority report,Alderman Cunse moved to substitute the minority for the majority report which motion prevailed by the following vote ; Yeas Aldermen Armstrong,Cunse,Haynes,Moreland,Suter & Wilhelm & the Mayor 8 Nays Aldermen Crooker,Meredith,Miller,Petri,Scott & Smith 7 Reports of City Officers : The Mayor laid before the Council the reports of the Assessor & Collector,the Treasurer The Clerk,the Marshal & the Sexter,which were referred to their appropriate Committees,without reading . --- Page break --- 166 Victor Thos Cain Reports of Standing Committees: Crl Petition Alderman Petri for the Claims & Accounts Committee to whom were referred Staples & Rouden the petitions of T J Staples & J Rouden, asking to have certain sums fees paid by them refunded, presented a report recommending that the petitions be granted;On motion the reports were adopted. City Hall drain 5th Alderman Meare for the City Hall Committee presented a verbal report St. Fire Hall stating that the work of putting in drain around the 5th street Fire Hall had been completed. On motion Alderman Mereland was excused from further attendance at this session of the Council. Exchange property The City Attorney made a verbal report ,stating that the matter of W Austin wese Co exchange of property with West Austin wese Co had been completed as directed by the Council. . Unfinished business: Work in City Cemetery Alderman Creeker moved to take from the table an ordinance appropri-ating the sum of $ 200.00 for the purpose of paying for work in the City Cemetery, which motion prevailed. The ordinance was read the second time and passed under suspension of the rule by the following vote: Yeas Aldermen Armstrong,Creeker,Cunee,Haynes,Meredith,Miller,Moore, Petri,Redd,Scott,Smith,Suter & Wilhelm 13 Nays none Duval st work for Alderman Creeker moved to take from the table an ordinance appropriCity -ating the sum of $ 200.00 for the purpose of paying the City’s share of grading and graveling Duval Street ,which motion prevailed . The ordinance was read the second time and passed under suspension of the rule by the .following vote : Yeas Aldermen Armstrong ,Creeker,Cunee,Haynes,Meredith,Miller,Petri, Redd,Scott, Smith,Suter & Wilhelm 12 Nays Alderman Moore 1 Park Keeper By Alderman Smith an ordinance appropriating the sum or $ 40.00 for the purpose of paying salary of Park Keeper for the month of August The ordinance was read the first time and passed under suspension of the rules by the .following vote : Yeas Aldermen Armstrong ,Creeker,Haynes,Meredith,Miller,Petri,Redd, Scott,Smith ,Suter & Wilhelm 11 Nays Alderman Cunee & Moore 2 Austin Seg Co Alderman Cunee offered the following resolution which was read and Sewerage adopted . Be it resolved by the City Council of the City of Austin that the hereto attached petition of Henry Stokes and others with reference to proposed extension of Austin Sewerage Company mains be referred to Guy A Collett Manager of said Company with instructions to make the proposed extensions. Fines remitted On motion of Alderman Haynes fines in the Mayors Court as per list furnished were remitted . Drain 5th St Fire Hall By Alderman Moore an ordinance appropriating the sum of $ 57.95 for the purpose of paying balance for putting in drain at 5th street Fire Hall . --- Page break --- 167 Amending Rules Board Health The ordinance was passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong ,Creeker, Cunes, Haynes, Meredith, Miller, Meere, Petri, Redd, Scott, Smith, Suter & Wilhelm 13 Nays none By Alderman Wilhelm an ordinance amending the rules of the Board of Health. The ordinance was read the first time and on motion was referred to the Bd Of Health . Defining Qualification By Alderman Wilhelm an ordinance prescribing a qualification for for a regular for regular employees of employee of the City of Austin. The ordinance was read the first time and on the City motion was referred to the ordinance Committee . By Alderman Haynes an ordinance appropriating the sum of $ 1957.22 for the purpose of paying approved accounts ;The ordinance was read the first time and approved a/cs passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Creeker, Cunes, Haynes, Meredith, Miller, Meere, Petri, Redd, Scott, Smith, Suter & Wilhelm 13 Nays none City Atty: leave On motion of Alderman Cunes a leave of absence for 30 days ,commencing between absence the 21st & 30 th of sept, was granted the City Attorney . On motion of Alderman Cunes the Street and Sanitary Committees were directed to investi gate the cost of stock food for their dept s.
