Storm Sewer Projects Approved – The council allocated $1,723 for a new storm sewer on West 6th Street and $3 for lateral sewer connections on Congress Avenue to improve drainage infrastructure.

Pound Fee Refunds Granted – Two residents (A.R. Boutwell and Mrs. C.M. McGee) successfully petitioned to have their animal pound fees refunded, though a third petition from Mrs. M.A. Taylor was referred to committee for further review.

Health Inspector Salary Denied – The Finance Committee rejected a salary claim from H.W. Stroter, the Health Board Inspector, ruling he was never properly appointed and the Health Board had agreed to operate without paid positions.

Mayor Portraits Installation Ordered – The council directed the City Engineer to restore and hang portraits of all former Austin mayors in the new council chamber.

City Clerk Books to Be Audited – The council ordered an independent accountant to examine the City Clerk's financial records as soon as possible.

168 .Regular meeting of the City Council; Austin, Texas, Sept. 21, 1908: Hon F M Maddox, Mayor, presiding: Roll called: Present Aldermen Armstrong, Crooker, Cuneo, Hayes, Meredith, Moore, Petri, Smith, Suton & Wilhelm 10 Absent Aldermen Miller, Moreland, Reed & Scott 4 On motion the minutes were approved as recorded by the Clerk, without reading. On motion the City Attorney was excused from further attendence City atty excused at this session of the Council, on account of sickness in his family. Petitions, Memorials, etc: Petitions- By Alderman Crooker petition of Mrs M A Taylor asking to have certain Mrs M A Taylor pound fees refunded, and also making complaint as to actions of the Pound pound fee Master. Read and on motion referred to the Police Committee. Alderman Miller, Moreland & Scott entered the Council chamber. On recommendation of the Mayor the balance on a fine assessed against Fines of Oberwetter's Oberwetter was remitted. remitted Reports of Standing Committee's: Report by Com Alderman Haynes for the Finance committee to whom was referred the Finance petition of H W Strote asking payment of salary claimed to be due Petition H W Strotor him, presented the following report, which was read & adopted: fund salary Austin, Texas, Sept 21 1908 : To the Hon F M Maddox, Mayor, and Board of Aldermen of the City of Austin: Gentlemen: We your Committee on Finance to whom was referred petition of H W Stroter for services rendered as Inspector for the Health Board from July 1st 1908 beg leave to report that we find no authority for the appointment and reappointment of Mr Stroter has not been confirmed by the Council, as required by ordinance, and that there is no authority for payment of such salary. The proceedings of the Council show that when the Health Board was organized, it was with the distinct understanding that no salaries would be paid for this department for the present fiscal year, and that no fee system would be allowed. We therefore have to recommend that the petition be not granted. R H L Haynes J M Meredith L H Crooker Committee on Finance. Printing Verbal Report Alderman Moreland Chairman of the Printing Committee made a verbal report Codified Ordinances in regard to the printing of the codified ordinances. On motion of Alderman Cuneo further consideration of the matter was postponed. Cemetery, Mrs Shiver Alderman Crooker for the Cemetery Committee to whom was referred the Confederate Widows Home petition of the Management of the Womens Confederate Home, asking that the City donate space for burial of inmates of the Home, presented a report recommending that the petition be granted. Alderman Cuneo moved to add Mr. Milton Morris to Asst. to Committee on the report of Mr. Brookes, which motion prevails. New business: Resolution directing Alderman Moore offered the following resolution which was read & adopted: City Engineer to hang Be it resolved by the City Council of the City of Austin: That whereas pictures in Mayors the pictures of former Mayors of the City have never been hung in the in Council Chamber new Council Chamber, that the City Engineer is hereby directed to have all said framed pictures retouched and hung in the Council Chamber. Appro storm sewer By Alderman Scott. An ordinance appropriating the sum of $1723.00 for to West 6th Street the purpose of building a storm Sewer on West sixth street. The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Morel and, Petri, Redd, Scott, Smith, Sutor & Wilhelm. 14 Nays none. Appro Lateral By Alderman Scott an ordinance appropriating the sum of $3.00 for storm Sewer the purpose of building laterals for storm sewer on Congress Avenue. The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Morel and, Petri, Redd, Scott, Smith, Sutor & Wilhelm. 14 Nays none. Salary Dog Catcher By Alderman Smith an ordinance appropriating the sum of $30.00 for the purpose of paying the salary of Dog Catcher and Asst. The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Morel and, Petri, Redd, Scott, Smith, Sutor & Wilhelm. 14 Nays none. Pay for work in City By Alderman Smith an ordinance appropriating the sum of $40.00 for Parks the purpose of paying Geo. Callan for work done in Park in the City. The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Aldermen Armstrong, Crooker, Haynes, Miller, Morel and, Petri, Redd, Scott, Sutor & Wilhelm. 12 Nays Aldermen Cuneo & Moore. 2 Resolution Clerk Annual Alderman Cuneo offered a Resolution, which was read and adopted Examination Be it resolved by the City Council of the City of Austin: That the City Clerk is hereby instructed to have the books of the City Clerk examined by a competent Accountant; that the same be done as soon as convenient. Water Light Commission Alderman Cuneo moved that the Water & Light Commission be requested read quarterly report to furnish to the Council the quarterly report due by it for the Boring of B & W quarter ending June 30th, 1900, which motion prevailed. The Mayor stated to the Council that the books of the Water & Light Commission & report of same would soon be to the Council. On motion the Council adjourned. Jno. G. Johnson, City Clerk.
