Mr Geo F Assman extended an invitation to the Council to attend German Feist to be given at Seabolt's Hall,on October 3th 1908 . On motion of Alderman Crooker the invitation was accepted by a rising vote . Petitions Petitions,Memorials,Etc : Frank Posten The Chair laid before the Council a petition from Frank Posten,endorsed by Time in Court remitted the Mayor,asking to have time in Recorders Court remitted.On motion the peti-tion was granted . L F George By Alderman Crooker petition of L F George asking to have sound fee refunded; Read and on motion referred to the Committee on Claims & Accounts . Gentlemen: Board of Health Inspector Herewith we petition your honorable Body to confirm the appointment of Dr H W Stroter City Health Inspector ,H W Stroter Sr,as unanimously made by your board of health,authorized under the health ordinance to make the appointment . We further petition your honorable body to make provision for the payment of his salary as fixed by the Board of Health,dating from July 1,1908,when said officer was authorized by the Board of Health to begin upon the duties of his office . Reports of City Officers Reports of City Officers : Assessor & Collector The Chair laid before the Council the reports of the Assessor & Collector & the Clerk Clerk,and the Sexton for the month of Sept 1908;which were on motion referred Sexton to their appropriate Committee's without reading . Reports of Standing Committee's Reports of Standing Committee's : Finance Committee Alderman Haynes for the Finance Committee presented the following report,which was Read and adopted, Austin,Texas,Oct 5th 1908 . --- Page break --- 172 Finance Credits to Assessors Collection To the Hon F M Maddox,Mayor,and Board of Aldermen City of Austin: Gentlemen : Your Committee on Finance beg leave to report that we have che checked the lists of uncollected taxes for 1904 & 1905,as per credit sheets of the City Assessor & Collector and find same correct,and have to recommend that the City Clerk be instructed to credit the Assessor & Collector with amount uncollected for 1903,on date of August 1st 1903 and the amount uncollected for 1905,on date of Sept 1st 1908. Ordinance on qualification for regular employees Alderman Cates for the ordinance Committee to whom was referred an ordinance regulating the employment of Regular Employee's of the City presented a report recommending the passage of the Ordinance.On motion the report was adopted. Ordinance on Main [illegible] R Roads Alderman Cates for the ordinance Committee to whom was referred an ordinanceproviding for the placing of automatic bells at places where railroad trains are in the habit of crossing public streetsof the City presented a substitute for said ordinance and recommended the passage of the substitute.On motion the report was laid over to come up with the ordinance . The Chair laid before the Council the following report from the Paving Committee ,which was read and adopted . Austin,Texas,October 5,1908 Paving Contract West 6th Street To the Honorable City Council,City of Austin,Texas. Gentlemen : We,your Paving Committee,beg leave to report that bids for paving West sixth street from the alley west of Congress Avenue to the west side of Guadalupe street were opened at noon today,as follows : St John & Roy,paving and excavation,per square yard $2,298 Knox & Johnson paving and excavation per square yard .2,213 Wm.I Heffron Co Galveston,paving and excavation per square yard $ 2,20 A bid was also received after meeting adjourned from the General Supply & Construction Co.,Fort Worth,for $ 2,30 per square yard . Wm I Heffron Company being the lowest bidders,we recommend the acceptance of their bid,and that the Mayor be authorized to enter into a contract with them. Unfinished Business : Qualification for employees The Chair laid before the Council an ordinanceprescribing a qualifica-tion for regular Employees of the City of Austin. The Chair laid before the Council the substitute ordinance offered by the ordinance Committee for the ordinance providing: for the placing of Automatic Bells at places where railroad trains are in the habit of crossing public streets of the City of Austin. Automatic bells & Road Crossings The substitute was read and passed under suspension of the rule by the following vote: Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri, Read, Scott, Smith & Wilhelm 13 Nays none . On motion Alderman Moreland was excused from further attendance at this session of the Council . On motion of Alderman Moore the City Attorney was instructed to notify the different Rail Road Companies of the passage of this ordinance . New Business : Extra [illegible] on Streets By Alderman Scott an ordinance appropriating the sum of $300.00 for the purpose of paying for extra street labor; The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Petri, Read, Scott & Smith 10 Nay Alderman Cuneo 1 Salaries Regular Employees Street Dept. By Alderman Scott an ordinance appropriating the sum of $ 1400.00 for the purpose of paying salaries of Regular Employees Street Dept for the year 1908. The ordinance was read the first time and passed under suspension of the rules by the following vote : Aldermen Armstrong, Crooker, Cuneo, Haynes, Miller, Moore, Petri, Reid, Scott, Smith & Wilhelm 11 Nays none . On motion Alderman Meredith was excused from further attendance at this session of the Council. Paving W 6th Street By Alderman Crooker an ordinance appropriating the sum of $ 500.00 for the purpose of Paving West Sixth street. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Miller, Moore, Petri, Reid, Scott Smith & Wilhelm. 11 Nays none . Approved [illegible] By Alderman Haynes an ordinance appropriating the sum of $150.00 for the purpose of paying approved accounts. Street Car Conductors By Alderman Cuneo an ordinance providing the duties of street car conductors at places where street car tracks intersect railroad crossings.
