182 Regular meeting of the City Council: Austin, Texas, November 16, 1908: Present Hon F M Maeex, Mayor, presiding: Roll called: Present Aldermen Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Petri, Read, Scott, Smith, Suter & Wilhelm 12 Absent Aldermen Armstrong & Moreland 2 On motion the minutes were approved as recorded by the Clerk, without reading. Petitions, Memorials, Etc: Petitions re By Alderman Suter petition of Mrs G A Cabiness for permission to erect Mrs Cabiness building within the fire limits. Read and referred to the Fire Building Permit Commissioners. G H Kinsolving Taxes By the Mayor communication from G H Kinsolving asking to have assessment for taxes corrected. Read and referred to Committee on Claims & Accounts. The Mayor laid before the Council a communication from A J Eilers in regard to the proposed Interurban R R to Lockhart, which on motion was laid over to come up with an ordinance on the subject. Reports City Officers Reports of City Officers: The Mayor laid before the Council the reports of the Treasurer and Marshal for the month of October 1905, which were referred to their appropriate Committees, without reading. Reports Stdy Committees Reports of Standing Committees: Finance officers reports Alderman Haynes for the Finance Committee to whom was referred the reports of the Assessor & Collector & City Clerk for the months of July, August, Sept & Oct 1905, and those of the Treasurer for the months of July, August & Sept 1905, presented a report stating that they had been checked and found correct. On motion the report was accepted. Finance on ordinances Alderman Haynes for the Finance Committee to whom was referred an & Asst Engineer ordinance appropriating the sum of $ 200.00 to pay salary of Assistant to the City Engineer for the balance of the year 1905, presented a report recommending that the ordinance be not passed. On motion the report was accepted. City Petition of Alderman Petri for the Claims & Accounts Committee to whom was reL.F.G. re Pound fee -ferred a petition from L F Googe asking to have certain pound fees refunded, presented a report recommending that the petition be not granted. On motion the report was accepted. City Clerk to act as On motion of Alderman Moore the City Clerk was directed to employ School Officer of the some one to set up a list of Officers of the City from the formainformation of Ordinances -tion of the City to the present time to be in the Certified ordinances of the City, soon to be published. Cemetery Lot w/d The Mayor stated that the County of Travis has agreed to pay one-half Ladies Altenheim the cost of a Cemetery lot for the Ladies of the Altenheim Society, Socie provided the City would pay the other half. On motion the Mayor was authorized to make a deed for the lot. Special Bridge. Alderman Meredith for the special Committee appointed to confer with Commissioners Court in regard to the new Bridge across the Colorado River, made a verbal report stating that they had had a conference and asked for further time in which to make final report, which was granted.

183 Presisent Haynes in the Chair: Unfinished business: The Chair laid before the Council the following veto message of the Mayor. Austin, Texas, November 5th 1908. To the Honorable City Council, Gentlemen: I respectfully beg to return, disapproved your resolution for continuing, Mayor Veto Dog resolution for thirty days, the services of the "Dog Catcher ". My reasons for vetoing your resolution are First. The ordinance of the City of Austin provides for the appointing and pay for the services of a dog catcher for five months beginning June 1st, and ending Octo-ber 31st. Should your resolution become effective it would tend, or in effect repeal an ordinance, which cannot be done by a resolution. Second. In the present condition of the City finances, we have no unbudgeted funds to meet the payment required by your resolution, all of which is respectfully submitted.
F. M. Maddox, Mayor. Alderman Read moved to reconsider the vote by which the resolution was passed, which motion prevailed. Alderman Read moved that the resolution do now pass, notwithstanding the Mayors objections, which motion was lost by the following vote: Yeas Alderman Cuneo & Smith 2 Nays Alderman Crooker, Haynes, Meredith, Miller, Moore, Petri, Read, Scott, Sutor & Wilhelm 10 New Business: Day Rolls for 1908 approved Alderman Haynes for the Finance Committee, presented for approval the Tax Rolls for the year 1908. Be it resolved by the City Council of the City of Austin:that the Treasurer to pay over drafts City Treasurer of the City of Austin be and is hereby instructed and requested to pay overdrafts on the " General Fund Revenue fund and " Street Improvement " fund of said City . Alderman Moore moved to suspend the regular order of business,and return to reports of Committees,which motion prevailed.
