196 Regular meeting of the City Council, Austin, Texas, Jany 4th 1909 Hon F M Maddox, Mayor ,Presiding : Roll called: Present Aldermen Armstrong, Crooker, Curses, Haynes, Meredith, Miller, Moore, Moreland, Patri, Redd, Scott, Smith, Suter & Wilheim Absent none 14 On motion the minutes were approved as recorded by the Clerk, without reading. On motion Ex- Mayor White was invited to a seat on the rostrum . * Memorials, Petitions, etc: Petitions By the Mayor petition of E F Dannerly asking to have certain pound fees Pound fee refunded. Read and motion referred to the Claims & Accounts Committee. Reports of City Officers : The Mayor laid before the Council the reports of the Assessor and Collector and the Clerk for the month of Dec 1908, which were referred to their appropriate Committees ,without reading . Reports of Standing Committees : Reports Standing Coms Alderman Moore for the Water & Light Committee to whom was referred a petition from Citizens in Hyde Park annex, asking for an extension of Electric Light wires to that part of the City, presented a report recommending that the petition be referred to the Water & Light ComWater Light on extension of wires City & Park annex mission .On motion the report was adopted . Alderman Moore for the Water & Light Committee to whom was referred a petition from Citizens asking for a water main in block 23 Div "C" Water Light - Water main Block 23 Div "C" presented a report recommending that the petition be referred to the Water & Light Commission. On motion the report was adopted . Alderman Scott for the Street Committee to whom was referred a petiStreet Work 8th & Guadalupe -tion from Citizens ,asking to have certain street work done on west 8th & Guadalupe streets presented a report stating that if said Citizens will subscribe $ 500.00 towards the said work that the City will furnish the balance necessary, and recommending that the work be done.On motion the report was adopted. Alderman Scott for the street committee to whom was referred a proposiBridge W Avenue -tion to build a bridge across Shoal Creek on West Avenue, presented a report recommending that the City Engineer prepare plans and spec-ifications for said bridge ,said bridge to be of concrete . On motion the report was adopted . Alderman Cuses for the Ordinance Committee to whom was referred a proposition to build a bridge over Shoal Creek ,presented a report recommending that that the proposition be accepted ,provided that the City is protected in all its rights .On motion the report was adopted . Alderman Cuses for the Ordinance committee to whom was referred an Ordinance Mtg Record Vital Statistics ordinance providing for the keeping of an authentic and official record of metuary and other vital statistics,etc. presented a report recommend-ing that the ordinance be pass. On motion the report was adopted. Alderman Cuses for the Ordinance and Finance Committee to whom was Referred a petition of Citizens living in Glenwood addition ,asking to Ordinance to amend City Limits to include Glenwood addition extend the City limits ,presented a report recommending that the petition be granted ,upon certain conditions.On motion the report was ad-opted .

Alderman Petri for the committee on Claims & Accounts to whom was referred the petition of Chas M Robinson,asking to have certain sound fees refunded ,present-ed a report recommending that the petition be granted.On motion the report was adopted.
Alderman Petri for the committee on Claims & Accounts to whom was referred the petition of Carl Mayer ,asking to have a fine remitted,presented a report recom-mending that the petition be granted.On motion the report was adopted. Alderman Moreland for the Special committee on Revised Ordinances ,made a verbal report,asking for further timeand asking that Aldermen Cance & Scott be added to said committee,which request was granted .
Alderman Miller for the Purchasing committee presented the following report ,viz: Austin,Texas,June 4th 1909 Hon F M Maddox,Mayor,and Board of Aldermenof the City of Austin: Gentlemen: Your committee on purchases beg leave to report that we have advertised for,and received bids for furnishing the City with supplies for the term ending June 30th 1909,and would recommend the acceptance of the following bids,viz: For feed for teams Robison Bros For Blacksmithing for street and sanitary Depts,Smith & Bullion For Cement ,Austin White Lime Co For Lumber ,Calcasieu Lumber Co For Meals for City prisoners ,Mrs A E Wheeler For Groceries for Hospital ,W B Smith For Dry Goods for Hospital ,W B Smith For Sweet Milk for Hospital ,J W Templer For Butter & Butter Milk,H F Hedge For Meat for Hospital,S A Stone

Alderman Cance moved to strike out of the report the award for Cement,and that the committee be instructed to investigate farther as to quality of Cement proposed to be furnished,which motion prevailed.The report as amended was then adopted .
City Hall Committee Alderman Moore for the City Hall committee presented the following report ,which was read and adopted. Hon F M Maddox,Mayor and the City Council of the City of Austin: Gentlemen : We your City Hall committee beg leave to report that we recommend the acceptance of Mr Chas Alfs proposition to sod ,grade & Gravel driveway , Plant trees and shrubs,etc.around City Hall as per plans adopted by your committee. Mr Alf agrees to furnish all trees,shrubs,etc.for the sum of $ 345.00,and we recom-mend that the Mayor be authorized to enter into contract for same,and we further recommend that the City Engineer be instructed to advertise for bids for cement sidewalks and curbing around City Hall. Alderman Moore for the Special committee appointed on the death of Hon Geo L Haze, presented the following report,which was read and unanimously adoptedby a six rising vote,viz:

198 Report of Special Committee on the Death Geo T Hume Whereas,the death of Geo T Hume,President of the Water and Light Board of the City of Austin,has been suddenly cut off in the midst of a most useful life,and while he was in the full vigor of manhood, And Whereas,his death while so young and promising in usefulness to the City,is a mystery that human intelligence cannot comprehend,and Whereas,some expression of the loss of so valuable a citizen ,and so capabal an official,is becoming and appropriate by the municipal body, so intimately connected with the Water and Light Commission,therefore, Be it resolved,that in the death of Geo T Hume,not only the Commission of which he was President,but the whole community,has suffered a loss that it will be difficult to remedy,because of his active intelligence in the administration of his official position,and because of his high and unquestioned integrity,and the confidence and trust reposed in him by this body,as well as the entire population of the City,and because of the promise of his future usefulness,as an Official and Citizen. Resolved,That we desire to express our esteem for him as a man and official,and our deep regret at his death,in the fullness of his man-hood,and be it further, Resolved,That we tender his bereaved family,our sympathy and condo-lence ,and offer to them the consolationef the assurance of his integrity and his very unquestionedhonorable life,and Resolved further,that these resolutions,be filed in archives of this body,and a minute be made of them,in the records of the Council,and that that they be published in the newspapers of the VCity,and that a copy be sent to his family,under the seal of the City of Austin,Texas . Unfinished business : The Mayor laid before the Council an ordinance providing for the kees-ing of an authentic and official record of births and other vital statistics in the City of Austin,and to provide penalties for the violations thereof . The ordinance was read the second time and passed under suspension of the rule by the following vote : Yeas Aldermen Armstrong,Creeker,Cunse,"aynes,Meredith,Miller,Moore, Moreland,Petri,Redd,Scott,Smith,Suter & Wilhelms 14 Nays none . Salary of Asst. Engineer The Mayor laid before the Council an ordinance appropriating the sum of $ 75.00 for the purpose of paying salary of Asst to Engineer for the month of Dec 1905.The ordinance was read the third time and passed by the following vote : Yeas Aldermen Creeker,Meredith,Moore,Moreland, Redd,Scott,Smith & Suter 8 Nays Aldermen Armstrong,Cunse,Haynes,Miller,Petri & Wilhelms 6 New business: Resignation of Water + Light Commr. The Mayor announced to the Council that Mr R A Thomason ,one of the Water & Light Commissioners had tendered his resignation ,as such Water and Light Commissioner,which had been accepted by the Commission .

199 • Alderman Cunee moved that the Council now proceed Election of Light Commissioners to fill the vacancies caused by the death of Geo. L. Hare Water & Light and the resignation of R. A. Thompson, which motion prevailed. Commissioners Alderman Cunes nominated John Newland. Vacancies Caused by the Alderman Gater nominated James Belger & J. P. Nitschke . death of Geo L. Hare Alderman Scott nominated Joseph Stumpf . the resignation of Alderman Petri nominated J. O. Polhemus. R.A. Thompson. Alderman Cunee moved that the one receiving the lowest number of votes on each ballet be dressed, which motion prevailed. Aldermen Moreland, Crocker & Armstrong were appointed tellers . The tellers announced the following as the result of the first ballot, viz: Jas Belger & Mr Belger 9 votes, Mr Newland 9 votes, Mr Stumpf 2 vots, Mr Polhemus 5 votes & Mr John Newland Elected. Nitschke 2 votes . Messrs Belger & Newland having received a majority of all the votes cast , the Mayor declared them duly elected as Water & Light Commissioners to fill the unexpired terms of Mr Geo L. Love & R. A. Thompson . 10th Ward Fire Co Alderman Redd offered the following resolution, which was read and adopted . placed on pay roll Resolved that the City Clerk be instructed to place the 10th ward fire company for Driver & Feed. on the regular pay roll from Jany 1st for$ 50.00 per month for Driver and 50.00 per month for feed & Repairs. Telephones in 10th Ward Alderman Redd offered the following resolution, which was read and adopted: Fire Co. Resolved that the Mayor be and he is hereby instructed to enter into contract with both Telephone companies to furnish Phones to the 10th ward fire company, and to place them in position as soon as possible. On motion Aldermen Crocker & Moore were excused from further attendance at this Session of the Council . By Alderman Haynes an ordinance appropriating the sum of $ 828.55 for the purpose Salaries Officers & of paying salaries of Officers and Employees for the year 1905. Employees 1905. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Cunes, Haynes, Meredith, Miller, Moreland, Petri, Redd, Scott, Smith, Suter & Wilhelm 12 Nays none. Election By Alderman Haynes an ordinance appropriating the sum of $ 154.25 for the purpose Expenses 1904. of paying expenses of election held Dec 29th 1904. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Cunes, Haynes, Meredith, Miller, Moreland, Petri, Redd, Scott, Smith, Suter & Wilhelm 12 Nays none. Street Work By Alderman Scott an ordinance appropriating the sum of $ 109.99 for street work 23rd & 24th Sts. on 23rd & 24th streets. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Cunes, Haynes, Meredith, Miller, Moreland, Petri, Redd, Scott, Smith, Suter & Wilhelm 12 Nays none. Approved By Alderman Haynes an ordinance appropriating the sum of $1704.05 for the purpose Accounts. of paying approved accounts. The ordinance was read the first time and passed by the following vote : Yeas Aldermen Armstrong, Cunes, Haynes, Meredith, Miller, Moreland, Petri, Redd, Scott, Smith, Suter & Wilhelm 12
