Austin Food Safety & Cemetery Work Approved

Food Safety Regulations Passed: Council approved two major ordinances establishing permit systems for dairy, meat, and produce sales, plus food inspection requirements for markets, dairies, restaurants, and other establishments—a significant early 20th-century public health measure.

Cemetery Funding Increased: Council approved $300 (increased from $200) to fund necessary maintenance work at the City Cemetery.

Street and Infrastructure Projects Funded: Multiple appropriations approved for street improvements, including $350 for street labor, $10 for graveling 12th Street, and $35 for City Hall grounds maintenance.

Fire Department Equipment Updated: Council allocated $150 to repaint the South Austin fire hose wagon.

Legal Settlement Paid: Council approved $435 to pay a judgment owed to Mrs. Mary A. Dial against the City of Austin.

By Alderman Crooker an ordinance appropriating the sum of $ 200,00 for the purpose of doing necessary work in the City Cemetery. The ordinance was read the first time,and on motion the rule was suspended and the ordinance placed on its second reading by the following vote : Yeas Alderman Armstrong,Crooker,Cuneo,Haynes,Meredith,Miller,Moore, Moreland,Petri,Redd,Scott,Smith,Sutor & Wilhelm 14 Nays none . The ordinance was read the first time,second time. Alderman Wilhelm moved to amend same by striking out in the caption and body of the ordinance,the "figures $ 200.00,and insert in lieu thereof the figures,$300.00" which motion prevailed.The ordinance as amended was then passed under suspension of the rule by the following vote . Pure food Ordi- By Alderman Cuneo an ordinance providing for the sale of pure food stuffs within the City of Austin,providing for the issue-ing of permits for the sale of dairy products,providing for the issuing of permits for the sale of meats,providing for the issueing of permits for the sale fruits,Vegetables and other foods,providing for the promulgation of rules for the better health of the City of Austin,and providing penalties for the violation of such rules,and the provisions of this ordinance. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Alderman Armstrong,Crooker,Cuneo,Haynes,Meredith,Miller,Moore, Moreland,Petri,Redd,Scott,Smith,Sutor & Wilhelm 14 Nays none . [illegible] in ordinan By Alderman Cuneo an ordinance providing for the inspection of food stuffs,daries,milk houses,stables,cowpens,cows,milkers,milk utensils,milk wagons,refrigeraters,slaughter pens,slaughter houses, meat markets,grocery stores,fruit standsand confectioneries,candy factories,canning factories,hotels,restaurants,boarding houses, providing for the election of a Vetinary Inspector,providing his duties,providing for his assistants,providing for fees to be col-lected,providing sanitary rules for the conduct of food producing establishments and for the keeping of food,and the handling of food, and providing for the election and selection of assistants to the Vetinary Inspector,and providing a penalty for the violation of any and all of the provisions of this ordinance . On motion Dr Matthews was invited to address the Council on the ordinance . After remarks by Dr Matthews the vote was taken on the motion of Alderman Smith to postpone ,and the motion lost by the following vote: Yeas Aldermen Meredith,Miller,Redd,Smith & Wilhelm 5 Nays Aldermen Armstrong,Crooker,Cunso,Haynes,Moore,Moreland,Petri,Scott & Sutor. 9 A motion was then made to suspend the rule and place the ordinance on its second reading ,which motion prevailed by the following vote : Yeas Aldermen Armstrong,Crooker,Cunso,Haynes,Moore,Petri,Scott,Smith,Sutor and Wilhelm 10 Nays Aldermen Meredith,Miller,Moreland& Redd 4 The ordinance was read the second time . On motion the pending business,being the Health rules,was suspended and other busi-ness taken up. The Mayor laid before the Council a communication from Guy A Collettasking correc-tion of assessment of the Millers Fire Insurance Co for the year 1908,which was read,the petition granted and the Assessor & Collector directed to make the correc-tion in accordance with the letter of the State Treasurer. By Alderman Scott a communication from the City Engineer ,asking that the territory covered by the Chickenordinance be extended so as to cover the district between sixth and twelfth streets,from Congress Avenue to Rio Grande street. On motion the communication was read and referred to the Ordinance Committee ,with instructions to bring in an ordinance covering ,at least,the City Hall grounds . Alderman Sutor entered the Council Chamber, and answered to his name . The Mayor laid before the Council a communication from the City Engineer in regard to signs on Congress Avenue and sixth streetswhich was read ,and on motion was laid over for the consideration of the incoming administration. Alderman Petri for the Claims & Accounts Committee to whom was referred the petition of C M Faires in regard to wages asked permission to amend their report,which was granted,and the amended report submitted and adopted . Alderman Smith entered the Council chamber and answered to his name. By Alderman Haynes an ordinance appropriating the sum of $ 435.00 for the purpose paying balance of Judgement of Mrs Mary A Dial against the City of Austin. Pay Rolls City Hall Grounds By Alderman Petri an ordinance appropriating the sum of $35,00 for the purpose of paying pay rolls for work on City Hall grounds. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Haynes,Meredith,Miller,Moreland,Petri,Redd, Scott,Smith,Sutor & Wilhelm ll Nays none . Extra Labor By Alderman Scott an ordinance appropriating the sum of $ 350,00 for the purpose of paying weekly payrolls for street labor. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Haynes,Meredith,Miller,Moreland,Petri,Redd, Scott,Smith,Sutor & Wilhelm ll Nays none . On motion the Call of the Council was suspended . Repairing South Austin By Alderman Redd an ordinance appropriating the sum of $ 150,00 for Wagon the purpose of repainting South Austin Hose wagon. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong,Haynes,Meredith,Miller,Moreland,Petri, Redd,Scott,Smith,Sutor & Wilhmlm ll Nays none . Graveling 12th Street By Alderman Wilhelm an ordinance appropriating the sum of $ 10,00 for the purpose graveling 12th street from Angelina to Comalstert. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Haynes,Meredith,Miller,Moreland,Petri,Redd, Scott,Smith,Sutor & Wilhelm ll Nays none . The Rules postponed & referred to Committee The Mayor laid before the Council,as unfinished business,the Health rules. Alderman Petri moved that further consideration of the ordinance be postponed and that the same be referred to the incoming administration for action, Which motion prevailed.
