Austin 1909 Building Permits and Infrastructure Spending

Building permits approved – The council granted several construction permits, including permission for the B.P.O. Elks to install a galvanized roof and for D.H. Doom to add a frame building addition, though the latter faced three opposing votes.

Cemetery improvements funded – Allocated $400 to compile, letter, and number cemetery lots at Oakwood Cemetery, with the Cemetery Committee directed to obtain a detailed map of the grounds.

Infrastructure and maintenance spending – Approved expenditures for sewerage work in West Austin ($235), street force payroll ($350), and mapping/engineering projects totaling over $40.

Damage claims settled – Approved payments including $45 to Will Ziller for property wall damage and reimbursement to Steve Burland for an awning destroyed by a fire truck.

Interurban railroad extension – Extended the deadline for an interurban railroad company to commence construction on their road through the city.

215 Regular meeting of the City Council,Austin,Texas Feby 15th 1909 Hon F M Maddox,Mayor ,presiding:Roll called Present Aldermen Armstrong,Crooker,Cuneo,Haynes,Meredith,Miller,Moore, Moreland,Petri Scott,Smith,Sutor & Wilhelm Absent Alderman Redd On motion the minutes were approved as recorded by the Clerk,without reading. Petitions,Memorials,etc: Petitions etc R.V. Dixon damages. By Alderman Meredith petition of R V Dixon ,asking for damages to cement. .Read On motion referred to the Claims & Accounts Committee. E K Black Building By Alderman Moore petition of E K Black Trustee B P O Elks for permission to put permit on galvanized roof on building within the Fire limits.On motion the permit was granted. D.H. Doom building By the Mayor petition of D H Doom Ex estate of A O Horn deed ,for permission to permit. ereot an addition to frame building within the Fire limits . On motion the petition was granted Fines Remitted The Mayor recommended to the Council that the balance on fines in the Recorders Court against the following named parties be remitted.Viz: Pound fees remitted Frank Burdett,Albert Mc Ginnis Will Walton and W Sorocomowskey . Also pound fees for the following named persons,viz:Mr Davis & Mr Stockton . On motion the recommendations of the Mayor were approved ,and fines remitted. Alderman Haynes moved that when the Council adjournes tonight ,it do so to meet again at 8 oclock P M Thursday Feby 18th 1909,which motion prevailed. Reports of City Officers: The Mayor laid before the Council the reports of the Treasurer,the Clerk,the Marshal & The Sexton for the month of Jany 1909,which were referred to their appro -priate Committees ,without reading . Reports of Standing Committees: Wm Deike Pound Alderman Petri for the Claims and Accounts Committee to whom was referred the fees refunded petition of Wm Deike asking to have certain pound fees refunded,presented a report recommending that the petition be granted.On motion the report was adopted. On motion all Ex-Aldermen in the Hall were invited to seats within the Council Chamber. Wm Ziller damage The Special Committee,consisting of the Claims and Accounts and Finance Committees claim to whom was referred the petition of Wm Ziller for damages presented the following report which was read and adopted . Austin,Texas ,Feby 15th 1909. To the Hon F M Maddox,Mayor and members of the City Council . Gentlemen: Your special Committee to whom was referred the claim of Mr Will --- Page break --- 216 . Ziller for damages done the wall on the west side of his property corner of West 15th and Nueces streets beg leave to report that we have examined the same and recommend that Mr Ziller be paid forty five dollars provided hewill receipt the City in fullfor all claims for damages. Respectfully submitted. Henry Petri, H L Haynes, W J Sutor Claims & Accounts Committee F A Scott, W C Redd. New business: City Attorney to notify Alderman Moore moved that the City Attorney notify the Contractors Contractors to remove for theraction of the addition to the Presbyterian Church to Obstructions in alley remove all obstruction in the alley back of said Church so as to back of Presbyterian permit travel through said alley, which motion prevailed. Church The Mayor stated that the Officers of the Presbyterian church had informed him that they proposed to extend the Tower on said church Officers Presbyterian church and wanted to place therein a clock, and expressed a desire to get proposition to put old the old clock belonging to the City for that purpose. On motion City Clock on church the matter was referred to the City Hall Committee for investigation By Alderman Moreland an ordinance appropriating the sum of $ 400.00 Hoos for Slating etc for the purpose of paying for the compiling, lettering and numberCity Cemetery -ing of the Cemetery lots in Oakwood or City Cemetery. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri, Redd, Scott, Smith, Sutor & Wilhelm 14 Nays None. Alderman Moore offered the following resolution which was read and adopted. Be it resolved by the City Council of the City of Austintnat the Cemetery Committee of the City Council be and they are instructed to confer with the City Sexton and ascertain from him what he will do all work and furnish all information and material necessary for the compiling and drafting of a map of Oakwood Cemetery in the City of Austin, according to the ordinances heretofore passed. and that the Committee be authorized to submit the matter to any other person for bids. Extension of time pm By Alderman Crooker an ordinance extending the time for the InterX.U.R.R. to da -urban R R to commence work on their road. The ordinance was read the first time and passed under suspension of the rules bt the following vote : Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri, Redd, Scott, Smith, Sutor & Wilhelm 14 Nays none. Sewerage business By Alderman Petri an ordinance appropriating the sum of $235.00 for in West Austin etc the purpose of putting in sewerage basin & waste pipe in West Austin Fire Hall. The ordinance was read the first timre and passed under suspension of the rules by the following vote: --- Page break --- 217 .Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri, Redd, Scott, Smith, Sutor & Wilhelm 14 Nays none. By Alderman Scott an ordinance appropriating the sum of $ 45.00 for the purpose of paying the claim of Will Ziller for damages. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Meredith, Miller, Moore, Moreland, Petri. Redd, Scott, Smith, Sutor & Wilhelm 14 Nays none. On motion Alderman Meredith was excused from further attendance at this session of the Council. Alderman Moore moved that the City Attorney be instructed to proceed with the suit to open Garden street and to report progress at the next meeting of the Council which motion prevailed. By Alderman Scott an ordinance appropriating the sum of $17.63 for the purpose of paying salary of Asst to City Engineer , weeks ending Feby 5th & 19th 1909. The ordinance was read th e first time and passed under suspension of the rules bt by the following vote : Yeas Aldermen Crooker, Haynes, Miller, Moore, Moreland, Petri, Redd, Scott, Smith & Sutor Nays Aldermen Armstrong, Cuneo & Wilhelm 3 By Alderman Scott an ordinance appropriating the sum of $ 350.00 for the purpose of paying weekly pay rolls street force. The ordinance was read the first time and passed under suspension of the rules by the following vote : claim to Ziller Yeas Aldermen Armstrong, Crooker, Cuneo, Haynes, Miller, Moore, Moreland, Petri, Redd, Scott, Smith, Sutor & Wilhelm 13 Nays none. City Atty to proceed with suit to open Garden Street. D Salary Asst Engineer Extra labor approp. to trace City map in Assessors office. By Alderman Haynes an ordinance appropriating the sum of $ 25.00 for the purpose of retracing large map of the City in the Assessor & Collectors office. The ordinance was read the first time and passed under suspension of the rules by the following vote : Teas Aldermen Armstrong, Crooker, Cuneo, Haynes, Miller, Moore, Moreland, Petri, Redd, Scott, Smith, Sutor & Wilhelm 13 [illegible] Nays none ..
