New Mayor and Council Sworn In: After the April 19 election, newly elected Mayor A.P. Wooldridge and four new councilmen were sworn in and inaugurated, replacing the previous administration under Mayor P.M. Maddox.

Key Department Heads Appointed: The council immediately filled 15+ city positions including City Engineer, City Marshal, City Attorney, Tax Assessor, Fire Department superintendents, and various other offices—essentially rebuilding the entire city staff.

Carnival Week Restrictions: City leaders prohibited confetti, paddles, and similar items during the upcoming carnival week (April 27-May 2) to prevent injuries and harassment to the public.

Municipal Infrastructure Projects: Council approved various street improvements including paving extensions on 6th Street, a cement sidewalk at the Fire Hall, and authorized the purchase of gravel and materials for ongoing public works projects.

Building and Business Permits: The council handled routine matters like granting building permits, reviewing an awning permit for a drug store, and approving water rates for industrial customers.

253 .Regular meeting of the City Council: Austin, Texas, April 19, 1909. Hon P M Maddox, Mayor presiding, Roll called: Present Aldermen Armstrong, Crooker, Cuneo, Haynes, Miller, Moore, Moreland, Petri, Redd, Scott, Smith, Sutor & Wilhelm 13 Absent Alderman Meredith. 1 A.W. Hamby for By Alderman Moore petition of A W Hamby for building permit within the Fire building permit limits. The petition was read and on motion same was granted. Alderman Crooker moved that the newly elected Mayor and Councilmen be invited to seats inside the bar of the Council ,and th at. a CHMIX Committee be appointed to escort them to seats to be provided by the Marshal, which motion prevailed ,and Aldermen Crooker, Cuneo and Moore were appointed such Committee. Alderman Meredith entered the Council chamber. Ullanns Annual The Mayor then delivered his annual message, which was read and ordered to be report filed, and be printed in the Austin Daily Statesman, one time. New Mayor & Council The Mayor then administered the oath of Office to Mayor elect A P Wooldridge, Councilmen E C Bartholomew, D B Gracy, Jas P Hart and P W Powell. Sworn in Mr Maddox then introduced Hon A P Wooldridge ,Mayor of the City of Austin, who was requested and then asked the Rev Dr Kearn to open the proceedings with prayer. After prayer ,Mayor Wooldridge read his inaugural address, and stated that the Council would stand adjourned until Thursday, April 22nd 1909. Juo. R. Present Mayor Woolridge,Councilmen Bartholomew,Gracy,Hart and Powell. The Mayor suggested that the fisrt business of the Council would be the election of a Mayor,pro tem,and declared nominations for the position to be in order. Councilman Gracy and the City Clerk were appointed tellers. Councilman Gracy nominated Councilman Bartholomew for the position of Mayor,pro tem . The tellers announced the following as the result of the El Bartholomew ballot,viz: Councilman Bartholomew received 4 votes and Councilman elected Mayor Pro tem Gracy received 1 vote. Councilman Bartholomew having received a majority of all the votes cast,the Mayor declared him duly elected Mayor pro tem for the ensuing term . The Mayor stated that the next business in order would be the selection of the Superintendents of the different Departments of the City Government,as provided for in Section 3.Article 2.of the City charter. A motion was made and adopted,that the Council now proceed to the selection of the different Superintend ants. "A"Department of Public Affairs.The charter provides that the Mayor shall be the Superintendant of this Department. "B"Department of Receipts,Disbursements and Accounts. The Council was called to order by the Mayor: Present Mayor Wooldridge,Councilmen Bartholomew,Gracy,Art and Powell. Works on 8th Street Fire Mr C W Mooreappeared before the Council,and stated that the former Hall. Contract approved Council had authorized certain work to be done on the 8th street Fire Hall,and that the contract for said work had been awarded to him, and asked that this Council confirm the action of the former Council authorizing said work. On motion the matter was referred to Councilman Bartholomew,Supt of Parks and Public property,for investigation,with authority to act. Bond Jno O Johnson The Mayor laid before the Council the bond of Jno O Johnson,as City as City Clerk, presented Clerk,with Geo W Littlefield,Henry,Petri C H Buck and C W Moore as approved & ordered filed Sureties,which was approved,and ordered filed and recorded. and recorded. The Oath of Office was then administered to Mr Johnson,by the Mayor. The Mayor asked that his Bond be approved by the Mayor pro tem and Bond of Mayor Wooldridge filed with the City Clerk.The bond of Mayor Wooldridge,with the filed & approved Fidelity & Deposite Co of Maryland as surety,was approved by the Mayor pro tem,and ordered filed wiyh the City Clerk and copied in the mimites of the Council. City officers sworn in City Attorney J Boudin-Rector,Asst City Attorney J K Thrasher ,G S Iredell,City Engineer,Dr W J Matthews,City Physicianand C M Browne Clerk of the Recorders Court,each appeared before the Council and took the Oath of office. Bond of the City Marshal On motion the bond of the City Marshal was fixed at $ 2500.00. fixed at $2500.00 The City Engineer suggested to the Council that he thought it advisPaving on 6th Street -able to extend the Paving on the North side of 6th street,at the ordered. intersection of 6th and Colorado streets,one foot.On motion of Council -man Bartholomew the suggestion was adopted,and the extension ordered made as suggested. Supt Water & Light On motion of Councilman Bartholomew Supt Brooks of the Water Plant authorized to purchase was authorized to purchase of Walter Tips,5000 pounds of Pig Lead, Pig Lead. at 5 1/2cents per pound.,delivered at Austin,Texas. Councilman Bartholomew offered the followingresolution,which was adopted,viz: Supt W & L authorized Resolved that Supt Brooks be allowed to name a special to make rate to the Quality Mills for Power for a period of two months,with Special rate - Quality the object of inducing the Quality Mills to become a permanent cusMills [illegible] -tomer of the City Power Plant at regular rates. R. V. Dixon The Mayor laid before the Council Estimate No 9 favor of R V Dixon for labor and material,addition to yhe Pump station,which was read and allowed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart and Powell 4 Nays none. A C Blanton leave of absence On motion leave of absence was granted to Engineer ,A CBlanton,until the morning of April 27th 1909. Van Smith Drug Co permission to erect awning The Mayor laid before the Council a petition from the Van Smith Drug Co ,for permission to ere ct a cloth Awning in front of Store Corner of Congress Avenue and 7th street,which was read and referred to the Commissioner of Streets,etc,and the City Engineer for investigation and report. Councilman Powell submitted a proposition with Mr Taylor Councilman Powell stated that the City needed gravel for street purposes,and submitted a verbal proposition from Mr Thos F Taylor to allow the City the privilege to cut down to 1 & 1/2 feet above grade of sidewalk,on his lots on Colorado street,between 8th & 9th streets,provided the City would pay him $ 75.00 and take down the buildings now on said lotsand haul them to another lot ,the haul to be not more than six blocks, Mr Taylor to have the rents from the buildings until they are torn down. Marshal Authorized to On motion of Councilman Powell the proposition was accepted. employ Specials On motion of Councilman Hart ,the City Marshal was authorized to employ,during the Carnival,not to exu six in number,special Policemen. On motion the Council recessed,subject to call of the Mayor. Kruss. Sch[illegible] City Clerk. April 26th 1909,9oclock,A M. Present Mayor Wooldridge,Councilmen Bartholomew,Hart and Powell. Mr J Brueggermann Mr J Brueggermann,appeared before the Council,and stated that the former Council cement side walk had made an appropriation to put down a cement sidewalk in front of the 8th street 8th street Fire Hall,and that he had been awarded the contract to put down said pavement, and asking that the Council confirm said contract. On motion further consideration of the matter was postponed until monday May 3rd 1909. Mr Tich of San Antonio Mr Tich of San Antonio appe e red before the Council and stated that he had furnMr Dixon -ished Contractor Di xon with 9 car loads of gravel to be used in the building at the Pump Station,which had not been paid for,and notifying the Council that in case Mr Dixon did not pay for said gravel,he would endeavor to hold the City for the amount. Mr Dixon about his claim He was notified by the Council that he had best see Mr Dixon about his claim,and further that the Council was of the opinion that the City was not respon-sible ,and could not be held for said claim ,or its payment. Councilman Powell Councilman Powell,to whom was referred the petition of the Van Smith Drug Co report from the City Engineer for permission to erect a cloth awning in front of their place of business at the corner of Congress Avenue and 7th street ,presented the following report from the City Engineer,which was read and ordered filed. To the Hon Mayor & City Council,City of Austin,Texas. --- Page break --- 260 Gentlemen : Complying with your instructions given this morning ,permis me to report that I have examined the wooden awning in front of 700 Congress Av enue,and find that while it detracts much from the appearance of the Avenue,its physical condition is not such that I can condemn it under the existing ordinances,apparently,it is sound and safe. Present Mayor Wooldridge,Councilmen Bartholomew,Hart and Powell. Councilman Bartholomew moved that the Council give the Ladies per-mission to stretch a streamer across Congress Avenue on "Tag Day" provided that there is no objection to same by property holders on each side of the Avenue,where the streamer is to be streched,and further that they give to the City an indemnity bond in the sum of $ 1000.00,to secure the City from any damages done to persons or property by reason of said streamer,the bond to be prepared by the City Attorney ,which motion prevailed. The Mayor laid before the Council an ordinance to permit own -ers of real estate purchased by the City of Austin,at foreclosure sale to redeem the same at any timewithin sixty days from the taking effect of this ordinance ,upon certain conditions prescribed in said ordinance.The ordinance was read the first time ,and on motion the rule was suspended and the ordinance placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart and Powell 4 Nays none. The ordinance was read the second time.Councilman Bartholomew moved to amend same by striking out in the caption and body of the ordi-nance ,the words "Sixty" and inserting in lieu thereof the word "Niety",which motion prevailed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gart and Powell 4 Nays none. The ordinance was read the second time ,and passed under suspension of the rule by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart and Powell 4 Nays none. Know all men by these presents that we Fred Sterzing as principal and J P Schneider ,Henry Ziller, Herman Pressler and Charles Wolf as sureties are held and firmly bound unto the Mayor of the City of Austin and his successors in office ,in the sum of thirty eight thousand dollars, good and lawful money of the United States, for the payment of which well and truly to be made ,we hereby bind ourselves, our heirs, executors and administrators, jointly, severally and firmly by these presents.
