President Taft Invited to Austin; City Services Expanded

Presidential Visit Invitation - City Council unanimously invited President William H. Taft to visit Austin in fall 1909, extending "cordial hospitalities" during his planned tour of the West and Southwest.

Fire Department Infrastructure Upgrade - An old steam fire engine was reassigned to North Austin Fire Company to address water pressure issues in that area during severe fires, with maintenance donated by the Water & Light Department.

Public Works & Utilities Expansion - The council approved $500 for street department payrolls and authorized the Parks Superintendent to purchase electrical equipment and materials, including 300+ electric light poles, to extend power lines and improve city infrastructure.

City Property Correction - Council authorized correcting a deed error from 1905 for property owner B.F. Cleveland at no expense to the city, ensuring accurate property descriptions.

Investigation into Police Conduct - Following a recent fight at a local establishment, the council ordered an investigation into the City Marshal's response, scheduling a public hearing for June 9th to examine why the officer allegedly failed to stop the incident.

297 . Regular meeting of the City Council. Austin,Texas,June 03, 1909: Hon A P Wooldridge,Mayor pres iding: Roll called: Present Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart and Powell 5 Absent none. The minutes of the last regular meeting were read and approved. Invitation To The Mayor offered the following resolution: President Taft Resolved by the City Council of the City of Austin,Texas,that a cordial invitation be and is hereby extended to his Excellency William H Taft,Presi-dent of the United States,to visit Austin,Texas,and accept its hospitalities upon the occasion of his contemplated tour through the West and Southwest portions of the United States in the fall of 1909. The resolution was adopted by the following vote: Yeas Mayor Wooldridge?Councilmen Bartholomew,Gracy,Hart and Powell 5 Nays none. By Mayor Wooldridge an ordinance appropriating the sum of $ 500.00 Appropriation for for the purpose of paying Judge R L Penn for legal services The ordinance was Legal Services read the first time and the rule suspended and the ordinance placed on its second reading by the following vote : Yeas Mayor Wooldridge ?Councilmen Bartholomew,Gracy,Hart and Powell 5 Nays none. The ordinance was read the second time and laid over until the next meeting. On motion the Council recessed until tomorrow morning Wednesday Jun June 4th 1909. Wednesday June 4th 1909. The Council was called to order by Mayor Wooldridge ,with all members present. K C Miller for The Mayor laid before the Council a petition from K C Millerasking permission building permit to erect a Iron clad building within the fire limits,.The petition was read the first time. Councilman Hart offered the following resolution q: Claud Leonard & Be it Resolved by the City Council of the City of Austin,that the City Clerk P.T. Peterson on is hereby authorized and directed to place the names of Claud Leonard and regular Sanitary P T Peterson on the regular payroll of the Sanitary Dept from June 1st 1909. roll The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew ?Gracy,Hart & Powell 5 Nays none. Resolution concerning Councilman Hart offered the following resolution : fire engine to Be it resolved by the City Council of the City of Austin,that the old steam North Austin Fire engine ,now located in the Hall of Washington Fire Company ,be and the fire Co. same is hereby directed to be transferred to the Hall of the North Austin Fire Company,for use in case of emergancy in the northern part of the City,where the water pressure is insufficient in case of a severe fire,and when said steam engine could be used to good advantage . It further appearing to the Council that said engine is in good condition excep the need of repacking which can be done at small expense ,if any to the City, as the packing material can be obtained from the water & Light Dept ,and one of the experienced employees of said Dept has volunteered to do the repacking. It is therefore further resolved that said repacking be made and the Chief --- Page break --- 298 . of the Fire Department is hereby directed to carry this resolution into effect. Dixon for damages The Mayor laid before the Council a petition from R V Dixon,asking damages for cement that was stored in a certain building which damage it is claimed was caused by defective condition of street & Gutter. The petition was read.Councilman Bartholomew moved that the petition be NOT granted ,which motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart and Powell 5 Nays none. Report Engineer afford Extra labor Councilman Powell presented a communication from the City in regard to street work ,which was read and ordered filed. By Councilman Powell an ordinance appropriating the sum of $ 500.00 for the purpose of paying weekly pay rolls street Dept . The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart and Powell 5 Nays none. The ordinance was read the second time and laid over until the next regular meeting. Supt authorized To extend Electric Line. Councilman Bartholomew offered the following resolution: Resolved that the Supt of Parks and Public property be authorized to construct and extend the Electric lines from East Avenue East in the alley one block south of 1st street ,through Out Lots 31 & 32 Division " O " City of Austin.The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart and Powell 5 Nays none. Park Keeper for Wooldridge Park Authorized Councilman Bartholomew moved that he be authorized to appoint a Park Keeper for Wooldridge Park at a salary of $ 40.00 per month,which motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart and Powell 5 Nays none. Supt authorized to purchase certain Machinery Councilman Bartholomew offered the following resolution. Resolved that the Supt of Parks and Public Property be authorized to purchase one and two tonchain blocks One 10 K W Transformer, Two 7½ K W Transformers, Pipe covering for connectionswith the Nordberg pump, 300 Electric Light Poles 35 feet in length , 50 do do do 40 do do 50 do do do 45 do do The motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart and Powell 5 --- Page break --- 300 . June 8th 1909. The Council was called to order by the Mayor,with all members present.,except Councilman Hart. The Mayor laid before the Councilthen.following resolution. Be it resolved by the Mayor and Councilmen of the City of Austin, Deed to B F Cleveland That : Whereas,in a certain warrantydeed executed by the City o f Austin,Texas by R E White, its Mayor,dated April 7th,A D 1905,said City City purported to convey to one B F Cleveland,for the sum of Fifty Dollars ( $ 50 ) cash to it paid by said Cleveland,a tract of land eighty and one-half ( 80½ ) feet by one hundred and twenty eight ( 128 feet ,situated in said City of Austin,Travis County ,Texas,and Whereas,the discription of said property as contained in said deed is erroneous in this,that the point of beginning is recited to be fif fifteen ( 15 ) feet west of the northeast corner of Out lot No forty three ( 43 ) Division " B "of said City ,when in fact the proper beginning point to the identical tract of land intended to be conveyed is described as follows: A point on the north line of said Out lot forty three ( 43 )same being the south line of Magnolia Avenue,now called East Nineteenth Street,and being fifteen ( 15 ) feet west of the northwest corner of that certain two and one-half ( .2 ½ ) acre tract sold and conveyed to the City of Austin by the Executors of the estate of J L Short,deceased,by deed dated 21st day of April,A D 1890,and recorded in Book 96 page 39of the deed records of Travis County, Texas; Now therefore,the Mayor of the City of Austin,Texas,be and he is hereby authorized and required to execute unto the said B F Cleveland a proper deed of correction of said warranty deeddated April 7th A D 1905,and the City Clerk of the City of Austin,Texas,be and he is hereby ,authorized and required to attest said deed with his signature and the seal of the City of Austin,Texas,provided, however,that the City of Austin shall be at no expense in said transaction. Resolution fixing L any Asst Supt Salary Councilman Bartholomew moved that a resolution passed by the Council on April 30th 1909,fixing the salary of Assistant Superintendent of the Water & Light Plant ,R C Brooks,at $ 150.00 per month from May 1st 1909,be entered Nunc pro tunc,as of April 30th 1909,which motion prevailed by the following vote : Yeas Mayor Wooldridge,CouncilmenBartholomew,Gracy and Powell 4 Nays none. Councilman Hart entered the Council ,and offered the following res-olution . Wheres the public and this Council are entitled to full information concerning the facts of the pugilistic encounter,which took place at the rooms of Albert Raatz a few evenings ago, --- Page break --- Resolution to Investigate Conduct of Marshal & S. J. Police, Pugalalie eu Council a concerning which some reflections have been made upon the failure of the City Marshal to arrest the parties and stop the fight,and whereas the City Council feel that in justice to the public and to the City Marshal an investigation be had. Be it therefore resolved by the City Council that the said investigation be had on Wednesday ,June 9,1909,at 9 A M,and all persons who have knowledge of this affair and may desire to give evi dence are requested to be present and state such facts within their knowledge as may be required by the Council;and the City Attorney is hereby instructed to procure the attendance at such meeting of such witnesses as he can procure.
