Austin Parks and Cemetery Funding Plans 1909

Park and Cemetery Funding: Mayor Wooldridge introduced two major ordinances to set aside tax revenue—5% for a new park fund and 2.5% for a cemetery fund. Both passed their second reading and will be voted on at the next meeting.

Hospital Funding Request: Citizens petitioned the council to increase appropriations for the City Hospital, though no immediate action was taken.

Denied Tax Relief: The council rejected a property owner's request to reduce his tax assessment and refused to remit a court-ordered fine, voting unanimously on both denials.

Business Refund Review: A local meat market's request for a pound fee refund was referred to Councilman Hart for investigation.

322 .Regular meeting of the City Council.Austin,Texas July 01, 1909. Hon A P Wooldridge,Mayor,presiding : Roll called: Present Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 The minutes were read and approved. Petitions,Memorials,etc: By Councilman Hart petitionof a large number of Citizens asking the Council to make liberal appropriations for the City Hospital . On motion the petitions were received and ordered filed for future consideration. By Councilman Hart petition from the Excelsoir Meat Market asking to have certain pound fees refunded .Read and on motion referred to Coun-oilman Hart for investigation and report. Reports of Committees: Councilman Hart to whom was referred the petition of John Doehler asking a reduction of assessment as fixed by the Board of Equaliza-tion ,presented a verbal report recommending that the petition be NOT granted:On motion the report was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Councilman Hart to whom was referred the petition of R M Tho Thomson etal ,asking the Council to remit a fine assessed in the Recorders Court against [illegible] Lame ,presented a verbal report recommend-ing that the petition be NOT granted.On motion the report was adopt- -ed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays None New Business By Mayor Wooldridge an ordinance setting apart 5 % of the advalorum taxes as a Park fund :The ordinance was read the first time. By Mayor Wooldridge an ordinance setting aside 2-1/2 % of the City advalorum taxes as a Cemetery fund :The ordinance was read the first time. On motion the Council recessed subject to call of the Mayor. July 2nd 1909. The Council was called to order by the Mayor ,with all Members present The Mayor laid before the Council an ordinance setting aside 5 % of the advalorum taxes of the City for Park purposes:On motion the rule was suspended and the ordinance placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew Hart & Powell 4 Nay Councilman Gracy 1 The ordinance was read the second time and laid over until the next regular meeting . The Mayor laid before the Council an ordinance setting aside 2 ½ % of the advalorum taxes for Cemetery purposes.
