. Regular meeting of the City Council: Austin,Texas, July 8th 1909. The Hon A P Wooldridge,Mayor presiding : Roll called: Present Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 The minutes of the last regular meeting were read and approved.
P etitions,Memorials,etc: By Councilman Hart Additional petitions from Citizens asking for liberal appropriations for the City Hospital,which were on motion received and ordered filed. By Councilman Powell petition from G S Iredell City Engineer asking an increase of salary as Engineer ,which was read and laid over for future con sideration . By Councilman Hart communication from the Chief of the Fire Dept , calling attention to the condition of certain Fire apparatus,which was read and referred to Councilman Hart for investigation and report. Reports of City Officers: The Mayor laid before the Council the monthly reports of the City Sexton,the Matron of the Hospital,The Engineer,the Assessor & Collector, the Clerk,the Marshal,the Dog catcher,the Sanitary Inspector,the Plumbing Inspector,the Treasurer,which were read and referred to their appropriate heads of Depts ,for investigation and verification. Councilman Bartholomew presented a report from the Water & Light Dept for the years 1904 to 1908 inclusive ,which were read . On motion the Council recessed subject to the call of the Mayor.
July 8th 1909.3 30 P M The Council was called to order by the Mayor,with all members present . Councilman Powell presented the following Resolution: Whereas on the 27th day of May,1909 an ordinance was enacted by the City Council of the City of Austin,Texas,to provide a means of fixing the assessment of benefits and of the proportional amount of cost to be paid by abutting property owners for street paving to be done on West Sixth street in the City of Austin,Texas,which said ordinance among other things provided that portions only of said street may be paved from time to time in th discretion of the C ity Council: and Whereas,in accordance with the provisions of said ordinance,a resolu-tion was passed by said City Council on the first day of June A D 1909ordering that said sixth street,between the intersections of
Guadalupeland San Antonio streets be paved : and Whereas,on June 11th 1909said City Council ordered that bids for said work be advertised for ;and Whereas,on June 17th ,1909 said bids were opened by said City Council, and,on motion,laid over to a future meeting for consideration;and Whereas,on June 19th 1909,said City Council declared by resolution that Heffron & Fallagant were the lowest and best bidders for such work;and Whereas on June 19th 1909 said City Council,in accordanace with the provisions of said ordinanceand said resolution,ordered the Superintend -ent of Streetsand Public Improvements to serve notice in writing on all owners of real estate situated and abutting upon West Sixth,betwee

325 . said intersections, requesting said owners to meet with the City Council on June 26th 1909, at 9 A M, to offer any objection that he or they may have as to why the said bid of Heffron & Fallagant for the work of paving said street within said limits, should not be accepted and adopted, and to agree with the said City Council acting for the City of Austin, as to the proportionate share each of said property owners should pay for said paving said street within said limits; and Whereas, on June 26th 1909 said City Council met for the purpose of hearing said parties and to pass upon the questions involved; and Whereas, at said session of said City Council there appeared before said City Council Chas E Anderson, an owner of property abutting on said street within said limits, acting for himself and for Mrs Naomi Mc Cleary, was heard by said City Council , both for himself and for Mrs McCleery; and Whereas, at said session of said City Council all the other owners of property abutting on said street within the said limits, failed to attend upon said meet-ing; and Whereas, all of said owners of property abutting on said street within said limits failed to agree with said City Council upon the proportionate share of the costs of such work to be paid by such abutting property owners, respectively; therefore, Be it resolved by the City Council of the City of Austinthat there has been no reasonable objection made to the adoption and ratification of the said bid of said Heffron & Fallagant for said paving, and that said bid, same being the lowest and best bid, and the same is hereby accepted, adopted and ratified in the following particulars, to wit : That said Heffron & Fallagant agree to furnish all necessary labor, tools, appliances, material, etc, do all necessary excavation, laying of bricks, grouting of same and finishing the pavement complete, the grout to be of cement and sharp sand, as per specifications, for the sum of $ 2.15 per square yard. New Business : Councilman Hart offered the following resolution ,viz: Resolved by the City Council of the City of Austintnat the awarding Bids for hose wagon for 10th Ward Cd postponed of bids for the construction of a Hose wagon for the 10th Ward Hose CompanyNo.8.which bids were advertised to be filed and opened on the 8th day of July 1909,and the same is postponed until July 22nd 1909.and all persons desiring to file bids are required to file their bids on or before.10 oclock A M July 22nd 1909 when the same will be opened and passed upon by the Commission subject to the requirements of the original advertisement . The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Board of Equalization Nominated & Confirmed Councilman Gracy nominated for members of the Board of Equalization the following Citizens,viz: For the term of one year Mr J P Wallaceand for the term od two years Messrs L M Layton and J B Webb. The nominations were confirmed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew , Hart & Powell 4 Nays None. On motion the Council recessed subject to call of the Mayor. July 9th 1909,10 A M appro for storm sewer 3rd & 4th Wards The Council was called to order by the Mayor,with ALL members prese t By Councilman Powell an ordinance appropriating the sum of $ 6800.00 for the purpose of paying for Storm Sewer in 3rd & 4th Wards. The ordinance was read the first timeand the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. P. K. fund ordinance passed of the Citys advalorum taxes for a Park fund. The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none.
Cemetery fund ordinance passed The Mayor laid before the Council an ordinance setting aside 2 ½ % of the City advalorum taxes for a Cemetery fund. The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. . On motion the Council adjourned subject to call of the Mayor.
July 12th 1909. Council called to order by the Mayor, with all Members present. Councilman At his request Councilman Bartholomew was granted a leave of absence from Bartholomew leave July 15th to August 1st 1, 1909, by the following vote: absence Yeas Mayor Wooldridge, Councilmen Gracy Hart & Powell 4 Nays none.
On motion Mayor Wooldridge was placed in charge of Councilman Mayor Wooldridge Bartholomews Dept during his absence, by the following vote: to act as supt. Public Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 of the during absence Nays none. Councilman Bartholomew On motion the Council recessed subject to call of the Mayor. July 12th 1909, 4 P M.
The Council was called to order by the Mayor: Present Mayor Wooldridge, Councilmen Bartholomew, Gracy & Hart 4 Absent Councilman Powell 1 Councilman Gracy submitted bids for furnishing the City Hospital with Drugs Bids for drugs for for the year ending June 30th 1910. as follows, viz: Hospital opened & a J W Graham & Son $ 131.26 contract entered Van Smith Drug Co 140.67 J. W. Graham & Son H C Jackson 159.88 .
The bid of J W Graham & Son being the lowest bid, it was moved that their bid be accepted, which motion prevailed by the followig vote Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy & Hart 4 Nays none. . On motion the Council adjourned.
