Austin Fire Department Needs Equipment Repairs

Fire Department Safety Upgrades Approved - The council authorized immediate repairs to firefighting equipment, including new tires for Colorado Hose wagon and new wheels for Hook & Ladder truck No. 1, after finding the 15-year-old wheels unsafe. Bids for new wheels were due by August 15th.

Red River Street Repairs Requested - East 6th street merchants petitioned the city to repair Red River Street between 5th and 15th streets, which the council agreed to consider.

City Hospital Funding and Cost Savings - Citizens requested increased hospital funding, and the City Physician reported significant cost reductions in June (saving ~$159 in drug supplies compared to March), with $150 authorized for necessary hospital improvements.

Water Infrastructure Investment - The council approved purchasing water pipes from a property owner for $116.97, finding the 990 feet of pipe already in use by the city and capable of serving up to 40 future customers.

Hon A P Wooldridge Mayor presiding: Roll called : Present Mayor Wooldridge:Councilmen Gracy,Hart & Powell 4 Absent,excused,Councilman Bartholomew 1 The minutes of the last regular meeting were read and approved. Petitions,Memorials,etc: Pet Citizens for appro By Councilman Hart additional petitions from Citizens asking that a for Hospital liberal appropriation be ma de for the City Hospital,which were received and filed for future consideration. Repairs Red River St A committee of Merchants from East 6th street appeared before the Council and asked that the Council repair Red River street from 5th to 15th ro 16th street.The Council took the matter under consideration, stating to the Committee that the request should have due consideration Reports of standing Committees: Report of Councilman Councilman Hart to whom was referred the communication of the Chief of Hart on condition fire the Fire Dept,in regard to repairs to Austin Hook & Ladder Cos truck, apparatus. the wheels of Colorado Hose wagon and the roof of West Austin Hall, presented the following report: To the Hon Mayor and City Council of the City of Austin, Texas. Gentlemen : After an investigation of the matters referred to in th e attached letter or recommendation of A T Corwin,Chief of the Fire Dept , I find: (1) That the tires on all the wheels on the apparatus of Colorado Hose Co No 2,are in a worn and bad conditionand dI if not replaced by new tires at an early day are liable to causes serious accident and for the preservation of the apparatusthis matter should be attended to at once.The wagon should be overhauled and placed in first class condi-tion ( 2) The wheels on Hook & Ladder No l,have been in service for about fifteen years,and are much wornand in some places the spokes and fellows broken or cracked,and after a run to a fire become very loose and unsafe.New wheels for the apparatus are badly needed,and in my opinion ,,for the protection and safety of human lifeand the preservatin of the apparatus,should have new wh eels as early as practicable,. ( ½) As to the repairing of the roof on West Austin Hose Co's building I am trying to get the contract or to repair it under his guarant e e ( if it can be found) ,without expense to the City. However,this repairing is absolutely necessary to protect the City property,and I ask that this portion of the recommendation be referred to Councilman Bartholomew for early action . Therefore,I recommend that I be authorized to have new tires put on the wheels of Colorado Hose Co wagon at once (2) That new wheels for the apparatus of Hook & Ladder Co No1,be con-tracted for ( to be duplicates of the ones now on said wagon )and that for the wheels,bids be received to be opened not lat er than August 15th.In the mean time the old wheels be strengthened as much as possible by soaking andetc,so that the wagon can be used till new wheels are --- Page break --- 329 . obtained Respectfully submitted, Jas P Hart Supt Police and Public Safety. Councilmen Powell & Gracy to whom was referred the petition of Chas Stephenson asking the Council donate him a strip of land in the Christian and Fellman addition to the City presented the following report: Austin,Texas,July 15th 1909. To the Mayor and City Council of the City of Austin: Gentlemen : Your Committee to whom was referred the petition of Mr Chas Stephen-son asking that the City of Austin convey to him a strip of land 13 feet in Width .off of the south end of Lots 8 & 9 Block 52 and Lots 10 & 11 in Block 51 the Christian & Fellmans addition to the City of Austin,beg leave to report that we have carefully examined intothe merits of the petition,and recommend that same be NOT granted. Powell & Gracy on petition of Chas Stephenson The report was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Gracy,Hart & Powell 4 Nays none. Councilman Hart presented the following report from the City Physician which was read and referred to Councilman Hart: Austin,Texas,July 15th 1909. Hon Jas P Hart, Austin ,Texas. Dear Sir : I would most respectfully make the following report of the expenses incurred during the Month of June in supplying the City Hospital with drugs, also the cost of prescriptions for the month of June ,1909. The expense of the City Hospital for drug supplies during the month of March 1909 , the month before I took charge was 110.15 The City prescriptions for the same month cost 79.59 The Hospital drug supply for the month of June ,1909,cost 16.75 The City prescriptions for June ,1909,cost 13.85 This will show a saving for the City for the month of June as compared with the m month of March ,1909 Or about 159.00 Besides this the whiskey bill for the month of March was about $ 12.00;the bill for the months of May & June for whiskey and alcohol was about $ 3.00. There are now twenty three patients in the Hospital.Next month,I will make a report of the various improvements made at the Hospital building when they will be completed. Report City Physician June 1909 --- Page break --- Report of Committee on petition of C O Smith for pay for Water pipe Councilman Gracy for the Committee to whom was referred the petition of C O Smith asking the Council to re-imburse him for water pipe laid in Glenwood Addition, presented the following report,viz: Austin, Texas, July 20th 1909. We, the undersigned,committee appointed to consider and report upon the appli-cation of C O Smith for allowance for pipe and fittings,placed by said C O Smith in the north one-third of the Glenwood addition in the City of Austin, Texas,beg leave to report as follows: (1) We have had the quantity, which is 990 feet of 1-1/2 " pipe ,and value of the pipe and fixtures placed in the north one-third of the Glenwood addition examin-ed into by our pipe inspector, Pat Cain. He reports said pipe to be in good order and condition and serviceable to the City for the uses to which it is put. At present there are four consumers on the said 1-1/2"main in said addition, each paying the City a minimum of $ 1.50 per month. This pipe could carry as many as thirty or forty customers. Inspector Cain advises that it would cost the City to place the pipe, in the present position $233.93. (2) We beg to further report that we can settle this claim against the City for 50cts on the dollar of the allowance by Pat Cain,or for $ 116.96. (3) In view of the fact that the pipe referred to is in use by the City, and is supplying bonifide customers and may supply additional customers from time to time as it is put in use,and in asmuch as the price at which it can be purchased is reasonable, we respectfully advise that the City purchase said pipe from the proprietor, Mr C O Smith, at price above named, to-wit:$ 116.96 to be paid for out of the Earnings fund of the Water & Light Plant. On motion of Councilman Gracy the report was adopted and the Claim allowed for $ 116.96,as recommended by the Committee,by the following vote Yeas Mayor Wooldridge,Councilmen Gracy,Hart & Powell 4 Nays none. Councilman Hart Supt. Authorized to expend $150.00 for City Hospital On motion Councilman Hart Supt Police & Public Safety,was authorized to expend as much as $ 150.00 on necessary articles at the City Hospital,by the follow-ing vote : Yeas Mayor Wooldridge,Councilmen Gracy Hart & Powell. Nays none. Petition C A Pearson to erect shed in fire limits The Mayor laid before the Council a petition from C A Pearson asking permission to erect a Shed on Lot 12 Block 56 of the City, within the fire limits The petition was approved by the Fire Commissioners and by Councilman Hart. The petition was granted by the Following vote : Yeas Mayor Wooldridge,Councilmen Gracy & Hart 3 Absent Councilmen Bartholomew & Powell 2 Petition S A Lawson to erect shed in fire limits The Mayor laid before the Council a petition from S A Lawson asking permission to to erect a shed on Lot Block 5,within the fire limits.
