Austin City Upgrades Water, Roads & Public Services

Major water infrastructure investment: Approved payment of $6,705.35 to complete purchase of an 8-million-gallon-per-day pump for the city's water system, plus a four-year contract with the state to supply water and electricity to the Capitol, Governor's Mansion, and state universities starting September 16, 1909.

Nuisance complaints from residents: Received two petitions—one about Apostolic Faith meetings near Willow and Canterbury streets causing disturbances, and another about cattle herds being driven through city streets to stock pens, both referred for investigation.

Infrastructure and facility improvements: Approved funding for fire department drying racks ($360), cemetery improvements ($500), and hospital furniture and bedding ($150).

Street department expansion: Allocated $1,000 for street department payroll and $350 for new work mules.

Neighborhood development: Granted permission to developer A.J. Zilker to build an addition in the fire district, and referred a petition to open a new street in South Austin for investigation.

362 . Regular meeting of the City Council, Austin, Texas September 02, 1909. Hon A P Wooldridge, Mayor , presiding : Roll called Present Mayor Wooldridge, Councilmen Bartholomew & Powell 3 Absent Councilman Hart 1 Absent excused Councilman Gracy 1 On motion Councilman Hart was excused The minutes of the last regular meeting and recessed meetings were read and approved. Petitions, Memorials, etc : Citizen of Ward 10 about nuisance Apostolic Faith meetings The Mayor laid before the Council a petition from Citizens , stating that the Apostolic Faith in the neighborhood of Willow, Canterbury and Garden streets had become a nuisance , and asking the Council to take some action in the matter. The petition was read and laid over until 3 oclock P M this day. Citizen Communication to Dr. Owins, Cattle to pens. Nuisance The Mayor laid before the Council a communication from Citizens on East sixth and Canadian, Salina, Chicon and Comal streets complaining of the herds of Cattle being driven over these streets to the stock pens . The petition was read and laid on the table , subject to call . Citizen South Austin to open street By Councilman Powell Petition of Citizens of South Austin asking to have a certain street opened in South Austin . The petition was read and on motion referred to the Supt of Streets for investigation and report. Reports of City Officers. Reports of City Officers. The Mayor laid before the Council the report of the City Sexton for the month of August 1909, which was read and referred to Councilman Bartholomew, by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew & Powell 3 Unfinished business : Approve drying racks for Fire Companies The Mayor laid before the Council an ordinance appropriating the sum of $ 360.00 for the purpose of putting in Drying racks for the different Fire Cos. The ordinance was read the third time and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew & Powell 3 Nays none. New business : Dr. W.M. Watt claims horse killed The Mayor laid before the Council an ordinance appropriating the sum of $ 150.00 for the purpose of paying Dr W N Watt for horse killed by one of the City employees, by accident. The ordinance was read the first time and the rule suspended and the ordinance placed on its second reading by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew & Powell 3 Nays none. The ordinance was read the second time and laid over until the next meeting . [illegible] Street Dept. Weekly [illegible] By Councilman Powell an ordinance appropriating the sum of $1,000.00 for the purpose of paying weekly pay rolls of the Street Dept . The Council was called to order by the Mayor,with all members present ,except Councilman Gracy,excused . Councilman Bartholomew offered the following resolution: Be it resolved by the City Council of the City of Austin: .That pursuant to the terms and provisions of Senate Bil No 23,Chapter 8 of the General Laws of the First called session of the thirty-first Legislature of Texas, approved April 8,1909,creating a water and light Board for the State of Texas,the City Council of the City of Austin hereby makes,on behalf of the said City ,a proposition to said Water and Light Board for furnishing and supplying for and during a period of four years from and after midnight of September 16,1909, water and electric light and power to the State of Texas for the State Capitol and grounds,the General Land Office,the Governors Mansion,the State University, and the various eleemosynary and other Public institutions of said State in the City of Austin and its environs,in sufficient and ample quantities for all prac-tical purposes,all upon the terms ,stipulations,provisions and conditions set forth in the following draft of contracy therefor ,to-wit: . ( Here follows contract .) The resolution was adopted by the following vote: Yeas Mayor Wooldridge ? Councilmen Bartholomew,Hart & Powell 4 Nays none. Councilman Bartholomew moved that the Mayor be authorized to sign the said contract provided that the State Board accepts the proposition,which motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell . 4 Nays none. By Councilman Bartholomew an ordinance appropriating the sum of $ 500.00 for the purpose of improving the City cemetery.The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge,Counc ilmen Bartholomew,Hart & Powell 4 Nays none. The ordinance was read the second time and laid over until the next regular meeting . On motion the Council recessed subject to call of the Mayor. Saturday Sept 4th 1909,4 P M The Council was called to order by the Mayor ,with all members present,except Councilman Gracy,absent excused . By Councilman Hart petition of A J Zilker for permision to erect an addit ion to building on lots 10,11 & 12 Block 5,within the Fire limits,said petition having been approved by the Fire Commissioners.The petition was granted by the following vote : upon his recommendation Yeas Mayor Wooldridge,Councilmen Bartholomew Hart & Powell 4 Nays none. Councilman Hart offered the following resolution, Be it resolved by the City Council of the City of Austin: That the Supt Police and Public Safety be and he is hereby authorized to purchase Furniture,etc,for fitting up rooms at the City Hospital and to replace bedding,etc.not to exceed the sum of --- Page break --- 364 Purchase furniture for Hospital authorized . $ 150.00,and that this resolution be entered nunc pro tunc as of date July 1st 1909. Tuesday Sept 7th 1909. The Council was called to order by the Mayor,with all members present Councilman Bartholomew offered the following resolution: Whereas,R C Brooks,...Assistant Superintendent of the Water and Light Plant,Walter Johnson,Chief Engineer,of the Water and Light Plant, and William Turner,Pump Foreman,have all declared in writing and orally that,in their judgement,the Nordberg,eight million gallon daily capacity pump,purchased by this City of the Nordberg Mfg Co of Milwaukee,Wisconsin,has in all things complied with the terms of the contract with this City made for the purchase of the same,and for twenty eight days has rendered efficient service,and: Whereas,said Nordberg Mfg Co agrees,in addition to its general guarantees of its contract ,to execute a special written contract, guaranteeing to replace,at its cost,the High Pressure Front Pump Chamber of the said pump,in th event that at any timethe defect caused by a blow hole in the casting of sand chamber,shall result in serious and practical damage to the same,and ; Nordberg Pump Accepted, balance ordered paid Whereas,the said Nordberg Mfg Co.,also,agrees to gives written consent that the time for the " Guaranteed Duty Test " of said pump,may be made at any time prior to the first day of September 1910.Therefore; Be it resolved by the City Council of the City of Austin:That the sum of Six thousand,seven hundred and five dollars and thirty five cents( $ 670535 ) be and the same is hereby appropriated out of the Earnings fund of the Water and Light Plant for payment in full of the balance due by the City of Austin to the Nordberg Mfg Co ,in purchase of said eight million gallon daily capacity pump,the same to be paid over to the Nordberg Mfg Co upon the receipt of the Special guaranty hereinbefore called for ,and the written consent hereinbefore required . Ordinance appropri- mules The Mayor laid before the Council an ordinance appropriating the sum of $ 350.00 for the purpose of purchasing a pair of mules for the Sanitary Street Dept .
