384 Regular meeting of the City Council,Austin,Texas Thursday October 07, 1909. Hon A P Wooldridge,Mayor presiding: Roll called: Present Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Abse nt none. The minutes of the last regular and adjourned meetings were read and approved. On motion of Councilman Powell the maintenance bond of Heffron and Fallagant for West 6th street Paving was approved,by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy Hart & Powell 5 Maintenance bond Heffron & Fallagant Approved Nays none. Petitions,Memorials,etc: Aug Cherico to have unused portion of The Mayor laid before the Council a petition of Aug Cherico asking to Beer license refunded have unused portion of Beer license refunded, which was read and on motion referred to Councilman Gracy by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy ,Hart & Powell 5 Nays none. M M Kerbey The Mayor laid before the Council a sworn statement from Correction Assessment Jos C Kerbey Jr Agent for M M Kerbey ,in regard to an Assessment for 1908 taxes against her for the year 1908,being assessment on $ 1000.00 of notes which it was claimed were offset by an indebtedness. On motion of Councilman Gracy the allowance was granted and the City Assessor & Collector of taxes was directed to make the correction as asked for and to take credit for the same,by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy ,Hart & Powell 5 Nays none. Mrs Sowder refunded On motion of Councilman Hart a pound fee paid by Mrs Sowder was ordered Mrs Sowder refunded by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy ,Hart & Powell 5 nays none. Reports of City Officers : Reports City Officers The Mayor laid before the Council the following reports of City Officers for the month of September 1909,Viz: The City Assessor & Collector,Read & referred to Councilman Gracy. The City Treasurer,Read and referred to Councilman Gracy. The City Marshal,which was read and referred to Councilman Hart. The Sanitary Inspector,which was read and referred to Councilman Hart. The C ity Clerk,which was read and referred to Councilman Gracy. The City Sexton,which was read and referred to Councilman Bartholomew . Unfinished business : Payment Engineering Work The Mayor laid before the Council an ordinance appropriating the sum of $ 100.00 for the purpose of paying for Engineering work. The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy ,Hart & Powell 5 Nays none. Approved accounts of Parks The Mayor then laid before the Council an ordinance appropriating the sum of $ 150.00 for the purpose of paying approved accounts on account of Parks. --- Page break --- J.D. N ew business : Councilman Powell submitted the name of T S Thompson as Foreman Street work,and asked that the appointment be confirmed. The appointment was confirmed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy & Hart 4 Not vvoting Councilman Powell 1 approp apts Water&Light Dept By Councilman Bartholomew an ordinance appropriatingthe sum of $.$25,000.00 for the purpose of paying approved accounts Water & Light Dept. The ordinance was read the first time and the rule suspended and the ordinance plced on its second reading by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Ordinance permitting redemption of Real Estate sold for taxes The ordinance was read the second time and laid over until the next meeting . By Councilman Gracy an ordinance permitting owners of real estate sold to the City at foreclosure sale for the taxes due thereon to redeem the same at any time within twelve months upon certain conditions. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none.On motion of Councilman Hart the Automobile ordinance was amade the Spet Special order for 10 oclock A M tomorrow October 8th 1909.by the following vote Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Councilman Gracy submitted the following bids received for furnishing Bids for Coal for City Hall. the City Hall with Coal for the enauoing twelve months,Viz : Mc Alister Fuel Co $8.00 per ton Consumers Fuel & Ice Co 7.75 per ton V V Warwick 7.85 per ton. Councilman Hart offered a substitute for the ordinance ,and moved that it be adopted in lieu of the original ordinance.The subs itute was read.for information. The ordinance was then read and considered by sectionsfor amendment . Section 1 was read.and adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Autimobile Ordinance Section 2 was read.Councilman Bartholomew moved to amend same ,in line 11 by striking out the word "ten"and inserting in lieu thereof the word "fifteen",which was lost by the following vote: Yes Councilman Bartholomew 1 Nays Mayor Wooldridge,Councimen Gracy,Hart & Powell 4 Mayor Wooldridge offered the following amendment,Section 2 line 8Strike out the words " Fifteen and Sixteen",and further by striking out in line fourteen the word and figures " ten " and inserting in lieu thereof the word and figures " twelve".The amendments were adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. meeting adjourned till 5 1/2 PM. Section 3 was read: Mayor Wooldridge offered the following: Amend Section 3 line 2 by striking out the word and figures"17"and inserting in lieu thereof the word and figures " 16".The amendment was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew & Gracy 3 Nays Councilmen Hart & Powell 2 Section 3 ,as amended was then adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. On motion the vote by which the Automobile ordinance was finally passed was reconsidered, by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Automobile ordinance Mayor Wooldridge moved to amend as follows,viz: Amend Section 2 by striking out the words " Or Guadalupe street,from eighth street to nineteenth street",which motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The ordinance as amended was then passed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Invitation to Texas Div Travelers Protective Ass. Mayor Wooldridge offered the following resolution,viz: Resolved by the City Council of the City of Austin : That a very cordial invitation is hereby extended to the Texas Division of the Travelers Protective Association of the United States to hold its convention for the year nineteen hundred and ten ( 1910)in this City . The City of Austin would feel much gratified to have the Travelers Protective Association held its next Convention in this City,and assures them, should they accept our invitation,that our Citizens will extend their most generous hospitality when they shall become our guests. The resolution was passed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Resolution in regard to old City Clock at Court House Mayor Wooldridge offered the following resolution,viz: Resolved by the City Council of the City of Austin,that we note with much satisfaction the purpose of the Honorable Commissioners Court of Travis County Texas,to heighten a tower of the Court House,and place and maintain therein the Clock formerly maintained by this City at the City Hall. We believe that the proposed heightening of the Court House Tower,will greatly add to the beauty of the architecture of that building,and we believe that the placing of a good clock which will strike the hours of the day ,placed at an altitude that will enable the time to be read upon its dials in most parts of our City ,will prove to be a great convenience ,comfort and pleasure to many of our Citizens and to the people from the Country visiting the City. Resolved ,that a copy of this resolution be transmitted to the Commissioners Court together ( with ) assurances of our appreciation of the broadened policy in the premises hereof.
