Austin Tax Exemptions & Bridge Infrastructure Plans

Tax exemptions granted: The Young Women's Christian Association secured a tax exemption for their property used for public worship, while a similar request from the Paulist Fathers for church property was referred for further review.

Bridge infrastructure project: Council authorized construction of electrical cable conduits across the new Colorado Bridge to connect Austin with South Austin, with Superintendent Bartholomew given authority to manage costs and consult with engineers.

Building expansion approved: Permission was granted to add to a Congress Avenue building on behalf of the Stelfox estate, with unanimous support from the Fire Commissioners.

Tax assessment dispute: A petition from Eagle Loan Company challenging their 1908 tax assessment was referred for investigation, to be reported at the next meeting.

Regular meeting of the City Council: Austin, Texas, October 21, 1909. Hon A P Wooldridge, Mayor Presiding: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Absent none. The minutes of the last regular and adjourned meetings were read and approved. Petitions, etc: The Mayor laid before the Council a petition from the Eagle Loan Co asking correction of Assessment for taxes for the year 1908, which was read and on motion referred to Councilman Gracy and the City Attorney for investigation, with instructions to report at the next meeting. Unfinished business: The Mayor laid before the Council an ordinance appropriating the sum of $ 100.00 for the purpose of paying for extra engineering work. The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. On motion the Council recessed subject to call of the Mayor. Oct ber 25th 1909. The Council was called to order by the Mayor, with all members present. The Mayor laid before the Council a petition from The Young Womans Christian Association asking that Lot 33, Out Lot 36 Division "B" of the City of Austin be exempt from taxation, it being used solely for public worship, together with an opinion of the City Attorney, giving it as his opinion that the said lot was not taxable under the law. On motion the petition was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Ays none. The Mayor laid before the Council a petition The Paulist Fathers, asking to have lots 44,45 & 46 in Block 22 Div "D" exempt from taxes, on account of being used for Church purposes. On motion the petition was referred to the City Atty for investigation and report. On motion the Council recessed subject to call of the Mayor. Austin, Texas, Oct 27th 1909, 10 A M The Council was called to order by the Mayor, with all members present. The Mayor laid before the Council a petition from the Estate of Jno Stelfox deceased, for permission to to erect an addition to building on Congress Ave on lots 2 & 3 Block 55, City of Austin. The petition was unanimously recommended by the Board of Fire Commissioners, and was granted by the Council by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none Mayor Wooldridge offered the following resolution: Resolved, that Supt E C Bartholomew be authorized to contract with Messrs Carrichal & Co, builders of the Colorado new Bridge, for the construction of such --- Page break --- 392 Councilman Bartholomew Authorized to make Electric cables across across Colorado Bridge conduits as he may deem necessary to carry the presenr and futue electric cables needed between the City and South Austin: Resolved further, that the reasonable cost of the construction of such conduits be left with Supt Bartholomew, with full authority to act in the premises: Resolved further: That as to the kind of conduits to be used across the new Colorado Bridge, we suggest that Supt Bartholomew, consult with Engineer's J L Harrington, C K Allen and G S Iredell. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none . On motion the Council adjourned . Jno. O. Johnson City Clerk.
