Austin Electric Light and Street Paving Plans 1909

Electric Light Request Denied: Citizens petitioned for a new electric streetlight at the corner of 31st and San Gabriel Streets, but the city council indefinitely postponed the project after reviewing installation costs.

West 6th Street Paving Approved: The council approved funding of $75 to pave West 6th Street, moving the ordinance through its second reading.

Water & Light Department Salaries Set: The council approved $1,500 in salary appropriations for Water & Light Department officers and employees, with individual positions ranging from $50-$115 per month.

Damage Claim Filed: A resident named W.T. Plumb filed a damages claim for a broken buggy caused by poor street conditions, which was referred to the City Attorney for investigation.

Pound Fees Waived: The council remitted various livestock impound fees totaling over $20, though Councilman Gracy dissented on several livestock cases.

404 Austin, Texas December 02, 1909. Regular meeting of the City Council. Hon A P Wooldridge, Mayor presiding: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell The minutes of the last regular and recessed meetings were read and approved. Petitions, Memorials, etc : [illegible] Citizens for Light San Gabriel Streets By Councilman Bartholomew, Petition of Citizens for Electric Light corner 31st and San Gabriel Streets. Read and referred to Councilman Bartholomew. Reports of City Officers: Reports City Officers The Mayor laid before the Council the reports of the following City Officers, which were read and referred to their appropriate Committees, viz: The City Assessor & Collector to Councilman Gracy. City Health Officer & Matron of the Hospital to Councilman Hart. Supt Water & Light Plant to Councilman Bartholomew. New Business: Upon the recommendation of Councilman Hart the following pound fees were remitted, viz: Paul Hays Horse & Mule $ 3.00 All voting Aye. Dan Pyburn Horse 4 1.50 All voting Aye. W P Searight 6 Calves $ 9.00 All voting Aye , except Councilman Gracy. C Q Horton 8-9 Hogs $ 1.50 All voting Aye except Councilman Gracy P A Hill 2 Hogs $ 3.00 all voting Aye except Councilma n Gracy. Councilman Bartholomew offered the following resolution, viz : Giving Salaries W & L Dept Resolved that the Salaries of the following named employees of the Water & Light Dept, commencing on the 1st day of December 1909 be as follows: Jno S Ward , Chief Book-Keeper, $ 115.00 E G Hitchings Book-Keeper $ 75.00 C E Redman Book-Keeper $ 70.00 . W J Oliphant Jr, Asst Book-Keeper $ 50.00. The resolution was adopted by the following vote, Viz: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. On motion the Council recessed subject to call of the Mayor. December 3rd 1909. The Council was called to order by the Mayor with all members present The Council continued the hearing of appeals from the action of the Board of equalization from day to day. On December 4th 1909, Councilman Powell introduced an ordinance Paving W 6th appropriating the sum of $ 75.00 for the purpose of paving West 6th street , which was read the first time and the rule suspended and the ordinance read the second time by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 The ordinance was read the second time and laid over until next meet --- Page break --- 405 The Council continued to set as a Board for hearing appeals from the action of the Board of Equalization, each day until Tuesday December 7th 1909, Sundays excepted. City Marshal and Plumbing Inspector to Councilman Hart, City Engineer to Councilman Powell and Pet Citizens Electric Light San Gabriel St. that of the City Sexton to Councilman Bartholomew. Councilman Bartholomew to whom was referred the petition of Citizens for an Electric Light at or near 31st and San Gabriel streets, presented a statement of probable cost of installing said light, and on motion the matter was indefinitely postponed. W. T. Plumb for Damages The Mayor laid before the Council a petition from W T Plumb, asking damages for buggy broken up in crossing one of the streets of the City, which was read and on motion referred to the City Attorney for investigation and report. Approp for salaries of Employees By Councilman Powell an ordinance appropriating the sum of $ 80.00 for the purpose of paying salaries of regular street employees. The ordinance was read the first time the rule suspended and the ordinance placed on its second reading by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays None. The ordinance was read the second time and laid over until the next regular meeting. Wages Salaries Water & Light By Councilman Bartholomew an ordinance appropriating the sum of $ 1500.00 for the purpose of paying salaries of Officers and employees Water & Light Dept. The ordinance was read the first time and the rule suspended and the ordinance placed on its second reading by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 The ordinance was read the second time and laid over until the next regular meeting.
