421 .Regular meeting of the City Council: Austin ,Texas January 13, 1910. Hon A P Wooldridge,Mayor ,presiding: Roll called : Present Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Absent none.
The minutes of the last two regular and adjourned meetins,were read and approved.
On motion the regular order of business was suspended,and the following resolution of the School Board was read:
Resolution of the Board for Ordinance to issue School bonds. Whereas,the Board of Trustees of the Public Schools of the City of Austin, realizing the absolute necessity of additional funds for the Public Schools of the City,if the schools are to continue in efficency and fulfil the mission of educating all the children of the City,and, Whereas,it is impossible to provide the necessary buildings for the safe and comfortable accommodation of the rapidly increasing scholastic population of the City at the present rate of taxation for school purposes,and continue the schools the full term of nine months,and, Whereas,the Board of Trustees are not willing to assume the responsibility of curtailing the school termfrom nine months to seven months in the year,unless it be expressed will of the citizenship of the City,therefore , Be it resolved By the Board of Trustees,that the Honorable Mayor and City Council of the City of Austin,be requested to call an election for the issuance of $ 50,000.00 worth of School Bonds for building and repair purposes. Be it further resolved ,that in view of the financial condition of the schools of this City,and the necessity of curtailing the school term this year if more funds are not provided,that the Council be requested to call this election at the earliest practicable time.
H Mietz,Vice President. A number of the members of the School Board were present and addressed the Council,on the resolution,but no definite action was taken by the Council. The Mayor nominated J C Richardson Esq as Assistant City Attorney and asked his confirmation. J.C. Richardson Approved Assist City Atty. The nomination was confirmed by the following vote: Yeas Councilmen Bartholomew,Gracy,Hart & Powell 4 Present and not voting Mayor Wooldridge 1 On motion the Council recessed until 3.30 oclock P M ,this day.
3.30 P M Jany 13th 1910 The Council was called to order by the Mayor,with all members present. The Mayor laid before the Council the reports of the Assessor & Collector and that of the Marshal for the month of December 1909,which were read and ordered filed.
New business : By Councilman Powell an ordinance appropriating the sum of $ 2,500.00 for the purpose of paying weekly pay rolls street Dept. The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none.

422 Petition of J.G. Mc. Farland & Max Sickler, Petitions laid over. . The ordinance was read the second time and laid over. Councilman Hart to whom was referred the petitions of J G Mc Farland and Max Sickler,asking to have Pound fees refunded,presented a verbal report ,recommending that the petitions be NOT granted. The report was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Councilman Bartholomew presented a petition from certain Employees of the Water & Light Plant ,asking to have their salaries increased,which was read and on motion laid over for further consideration. Bids for supplies Term ending June 30. 1910 " Councilman Gracy submitted to the Council bids received for certain supplies,etc, for the City for the term ending June 30th 1910,which read to the Council ,and the following awards made,viz: For Feed for City teams,to Robinson Bros. For Blacksmithing to Smith & Bulian. For Butter & butter Milk for Hospital to H P Hodge. For Cement to The Austin White Lime Co. For Meat for the Hospital to Wm Ulil. For Meals for City Prisoners to Mrs A E Wheeler. For Newspaper Printing to the Daily Tribune. On motion the Council recessed subject to call of the Mayor. Austin, January 17th 1910. The Council was called to order by the Mayor,with all members present. On motion of Councilman Hart the following additional awards for supplies were made, viz: For Groceries for the Hospital to Tom D Smith. For Dry Goods for the Hospital to Scarbrough & Hicks. Applications for permits Councilman Hart presented to the Council applications for building permits,within the Fire limits from Goslin & Wright & the Driskill Hotel with the recommendation of the Board of Fire Commissioners ,that they be granted.On motion both petitions were granted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none.
