Hon A P Wooldridge, May or presiding: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Absent none. The minutes of the last regular and adjourned meetings were read and approved. Petitions, Memorials, etc: Petitions Citizens of Austin to extend Pound Limits By Councilman Hart, petition of Citizens in West Austin, asking to have the Pound limits extended The petition was read and referred to Councilmen Hart & Powell. By the Mayor petition of J W Epps, asking correction of assessment for taxes, which was read and referred to Councilman Gracy. L T Mays to open Street S Austin By Councilman Powell petition of L T Mays asking to have street in South Austin opened, Read and taken under advisement. Reports of City Officers: Report on petition of Citizens on Water Light West St. Councilman Bartholomew to whom was referred the petition of Citizens ,asking the Council to recommend improvements in Fire Hydrants and Street Lamps on the West side ,presented a verbal report, and on motion the petition was laid on the table, subject to call, by unanimous vote of the Council. Lights on C. Ave Continued till further Notice On motion of Councilman Hart ,the Superintendent was instructed to continue the Diamond shaped lights on Congress Avenue until further notice . Unfinished business : Councilman Bartholomew called up a resolution heretofore offered fixing rates to be charged for Water, Light and Power by the City, and offered the following as a substitute for the original resolution, viz : Resolved that the monthly rates for water, light and power furnished by the City of Austin, commencing with the accounts after January reading of meters in 1910, Water & Light rates fixed be as follows : Water, First 15,000 gals 33 1/3 cents per thousand with a monthly minimum of One dollar. Next 35,000 gals 25cents per thousand Next 100,000gals 16 2/3 cents per thousandgals Next 1,346,000gals 9cents per thousand All over 1,500,000gals 7cents per thousand Light. First 500,000 Watts 10 cents per thousand with a minimum of one dollar Next 500,000 Watts 8cents per thousand , All over 1,000,000 7 cents per thousand Power. First 100,000 Watts or less 10 cents per thousand. Next 200,000 Watts 8 cents per thousand. Next 200,000 Watts 7 cents per thousand. Next 500,000 Watts 5 cents per thousand. Next 500,000 Watts 4 Cents per thousand. All over 1,500,000Watts 3 cents per thousand. Water and Light rates outside of City double those in City. By Councilman Powell an ordinance appropriating the sum of $ 500.00 appropriating 6th street for the purpose of paying freight bills and other expenses for Paving East 6th street from Red River to East Avenue. The ordinance was read the first time ,and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The ordinance was read the second time and laid over.
Councilman Powell offered the following resolution, Dept streets to Contract Be it resolved by the City Council of the City of Austin,that the with Carmichael & Co Superintendent of Streetsand Public Improvements,be and he is hereby for railing on retaining instructed to enter into a contract with the Carmichael Company, Wall at Colorado to place on top of the retaining wall at the entrance to the Colorado River bridge. Mayor River bridge,a similar concrete railing as is now being constructed on said bridge.The con ract price not to exceed $ 450.00 The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. February 1st 1910. Present: The Council was called to order by the Mayor with all members,except Councilman Gracy,present . Councilman Powell submitted bids for constructing side.-walk on East sixth.street as follows,viz: Construction 6th street side walk Julius Brueggeman $ 422.50 Knox T Johnson 525.00. F C Parkinson .795.00. Mr Brueggemann's being the lowest bid,Councilman Powell moved that he be awarded the contract,which motion prevailed by thfollowing bvoe Yeas Mayor Wooldridge,Councilmen Bartholomew ,Hart & Powell 4 Nays none.
Councilman Hart presented a petition from C H Page & Bro Petition from CH Page & Bro asking permission to erect a fence around the property upon which the for permission to erect fence new Littlefield building is to be erected,including a portion of the around property upon which the alley between that and the Driskill Hotel building,with he recom new Littlefield building -mendation of the Board of Fire Commissioners ,that the request be granted. On motion the request was granted,provided thatnot more than 8 feet is to be enclosed in the alley.
Building Permits The following applications for building permits within the Fire Limits, approved by the Board of Fire Commossioners,were read,viz : American Construction Co.,Texas Cornice Works and W H Mc Kinley. On motion the applications were allowed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy ,Hart & Powell 5 V

427 Bids on Purchasing Fire offer. to purchase certain Fire apparatus, which they claim is of no service to the Dept , to purchase Fire which bid had been considered by the Board of Fire Commissioners,and by them apparatus. rejected,was presented and read and on motion the proposition refused by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Aemy Hart & Powell 4 On motion the Council adjourned,.

Gentlemen:
Regarding the petition of Essix White and others,asking that an Arc Report & application Lamp be placed at the Sweet Home Baptist Church on Weas 11th street,and one at of citizens for hydrants & the corner of Essix Avenue ;and alsoma fire hydrant at the corner of Essix Avenue, Light on West Side I would report that I have investigated the cost of these desired extensions and attach hereto itemized statements of cost of same . The expense of installing the Arc lights would be $ 313.80,and water pipe and hydrant $ 700.34.total $ 1,014.14,aside from cost to the City for additional servis I submit to the Council the question if the City can afford the expense.
