Austin Approves School, Street & Sewer Bonds

Major Bond Election Approved: The council authorized a citywide election allowing voters to approve bonds for three critical improvements: constructing/repairing public school buildings, permanently improving streets, and building a new sewer system.

Cemetery Land Deals Finalized: Austin purchased a strip of land from the Austin City Cemetery Association for $500 to expand Oakwood Cemetery and exchanged other cemetery plots to consolidate city holdings.

East 6th Street Paving Funded: The council approved $500 in funding for freight costs and materials to pave East 6th Street.

Public Safety & Construction: New regulations banned air guns/air rifles within city limits, and the American Construction Company received permission to build temporary wooden structures for equipment and storage.

River Dyke Project Discussed: The council met jointly with Travis County Commissioners to coordinate building a protective dyke on the south side of the Colorado River near the New Bridge.

428 Style Court Austin Regular meeting of the City Council: Austin, Texas Feby 3rd 1910. Roll called : Present Mayor Wooldridge,Councilmen Bartholomew, Hart & Powell 4 Absent Councilman Gracy 1 On motion the regular order of business was suspended in order to take up with the Hon County Commissioners Court of Travis County the matter of building the dyke on the south side of the Colorado River at the New Bridge. After discussion of the matter by the Council and the Hon Commissioners Court,the Council recessed until 2 oclock P M this date. 2 P M Feby 3rd 1910. The Council was called to order by the Mayor,with all present except Councilman Gracy,who was absent sick. The minutes of the last regular and recessed meetings were read and approved. Mayor Wooldridge offered the following resolution: Crossing to purchase Resolved: Tha, the City of Austin accept the proposition of the Austin Certain lots from Austin City Cemetery Association ,and agree to pay said Austin City Cemetery City Cemetery Association Association the sum of Five hundred dollars ( $ 500.00 ) in purchase of a strip of land seven hundred and sixty nine feet ,eight inches ( 769'8".) more or less,by thirty feet ( 30' )along the south side of Magnolia Avenue,and within the present limits of Oakwood Cemetery. It is understood that in this purchase is to be included certain decorat -tive strip set out upon the plat of the addition of the Austin City Cemetery,and being along the North and South sides of the main East and West Avenue through Oakwood Cemetery. It is further resolved that the payment of the five hundred dollars ( $ B ( $ 500.00 ) herein called for is to be made upon executing a formal contract covering the matters herein above set out between the City of Austin and the Austin City Cemetery Association . The resolution was adopted bt the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. Mayor Wooldridge offered the following resolution: Resolved: Tha, the City of Austin agrees to exchange with the Austin re: lot Cemetery Association two and one-half ( 2 ½ ) lots inOakwood Cemetery ; to be selected upon mutual conference,in place of lots Nos 708½,730½ 748½,770½,and 788½ in the John G Palm addition to Oakwood Cemetery. Said half lots lie along on the south side of the main East and West Avenue through Oakwood Cemetery. Reciprocal deeds are to be executed upon the part of the City of Austin and the Austin Cemetery Association in execution of this resolution. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. Pet of H. Matum By Councilman Hart ,petition of Henry Matum,asking the Council to remit fine assessed against him in the Recorders Court. --- Page break --- Quarters retur. Dept W&L [illegible] Spt 31-109 Spec report Engineer W 9th Nueces Sts Approp. East 6th Street .The petition was read and referred to Councilman Hart for investigation & report. Reports of City Officers : Councilman Bartgolomew presented his report aspt of the Water & Light Dept,for months of Oct Nov & Dec 1909,also his annual report for the year ending Dec31st 1 1909,which were read and ordered filed. Councilman Powell presented a report from the City Engineer,in regard to lines run on West 9th & Nueces streetswhich was read and ordered filed. Unfinished business : The Mayor laid before the Council an ordinance appropriating the sum of $ 500.00 for the purpose of paying :freight bills,In?ets,etc ,paving East 6th street,which was read the third time and passed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. On motion the Council recessed subject to the call of the Mayor. Feby 4th 1910,4 P M The Council was called to order with all members,except Councilman Gracy,present Election ordinance to issue bonds. The Mayor laid before the Council an ordinance ordering an Election to obtain the consent of the qualified voters of the City of Austin,who pay taxes on property within the limits of said City ,to the issuance of bonds by the City Council for the purpose of (1) constructing and repairing public free school buildings and purchasing sites therefor; (2 ) the permanent improvement of streets,and (3 ) the construction of a sewer system. The ordinance was read the first time ,and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. The ordinance was read.the second time, .and was openen for amendments. Section 1. was adoptedand section 2 read Under the head of Judges and Clerks of Election,the names of the Judges and Clerks heretofore appointed for the term of two years,were inserted,in the first Ward The names of Judges and Clerks in the second ward were read. Mayor Wooldridge moved that Mr J L Gannaway be removed as asst Judge in said ward and that Mr Chas E Anderson Jr be appointed to fill the vacancy caused by the removal of Mr Gannaway,which motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. Wd Election Clerk In the third ward Mr W D Shelley was appionted Clerk of election to fill the vacancy caused by the death of Mr Chas S Taylor. Wd Election In the 5th ward Mr Wm Chappell was appointed Pesiding Judge in place of Major Presiding Judge Geo A Wheatley deceased,and Mr Wm Wellmer in place of C M Sawyer Wd In the 6th Ward Mr C H Buck was appointed Asst Judge Vice D B Gracy,who was Asst Judge disqualified.. American Construction By Councilman Hart petition of the American Construction Co ,for Co. Petition permission to build three wooden covers for boilers,also tool shed,& dirt bin and office on lots 1,2 & 3 Blk 59,also to build tool shed and boiler cover of wood at storage yard on lots 7,8,9,10,11& 12 Blk 30,which petition was recommended by the Board of Fire Commissioners. On motion the petition was granted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. Ordinance prescribing By the Mayor an ordinance prescribing the duties and fixing duties & salary of the salary of the Asst City Attorney.The ordinance was read the first Asst City Attorney time and passed under suspension of the rules by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. By Councilman Hart an ordinance ,to prohibit the discharge Ordinance prohibiting of Air guns and air rifles within the corporate limits of the City of discharge of air guns &c Austin,for the violation of which a penalty is provided. The ordinance was read the first time and passed under suspension of t the rules by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none.
