Austin Sidewalk Rules & Street Improvements 1910

Sidewalk Construction Standards Approved – The city passed a new ordinance requiring property owners to build and maintain sidewalks adjacent to their properties, with detailed record-keeping by the city's Streets and Public Improvements office to track all completed work.

Contractor Bond Options Added – Contractors can now post individual project bonds instead of general bonds, giving them flexibility while protecting the city's interests for sidewalk work.

Wagon Scale Relocation Permitted – B.W. Randolph received approval to move a public wagon scale from Colorado and 5th streets to Colorado and 4th streets, though the city retained the right to demand its removal if needed.

Assistant Engineer Salary Set – The city established a $1,000 annual salary (about $32,000 in today's money) for an Assistant Engineer position, effective March 1st.

Pending Investigations – Two petitions were deferred: one regarding additional railroad tracks on city streets and another about the Austin Gas Company's request to close an alley on their property.

434 Sidewalk Ordinance . special or der for 9 oclock A M tommorrow Feby 18t: 1910. The Council then recessed until 9 oclock A M tommorrow. Feby 18th 1910 The Council was called to order by the Mayor, with all members present and laid before the Council the Civil passing ordinance,which was read the second time. Councilman Bartholomew offered the following amendmen,: "Amend by striking out all of Section 14 .and insert in lieu thereof the following" Section 14 . Tha t every person ,firm or Corporation ,wh who shall construct,reconstruct or repair any sidewalk or sidewalks under the provisions of this ordinance,shall after the completion of s samefile with the Superintendent of Streets and Public Improvementsa written report ,showing the lot and block nimber of the property abutting upon such sidewalk or sidewalks so constructed,reconstucted or repaired,and the date of the completion of such sidewalk or sidewalks.which report shall be securely kept by the said Superintendn in the files of his office,and shall be open for inspection to the public at any time." The amendment was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Councilman Powell offered the followin;g Amendment : Amen the ordinance by adding at the end of section 19," provided, further,that any person ,firm or corporation ,may,at the option of such person,firm or corporation,give a bond,conditioned and payable as herein provided,in such amount as may be fixed by the Superinten-dent of Streets and Publ i c Improvements ,for such particular contract for sidewalk work .which bond may be given in lieu of the general bond herein provided,and which bond may be sued upon as herein above provided,but such bond shall not entitle such person,firm or corpora-tion to do more work than is specified in such ` bond " The amendmen was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy, Hart & Powell 5 Nays none. By Councilman Powell ,amend section 1 of the ordinance by striking out the words" thirty days fater such work has been commenced ",and inserting in lieu thereof the words " Such time as may be provided by the ordinance or resolution ordering such work " . The amendment was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy, Hart & Powell 5 Nays none. Councilman Powell offered the following resolution,viz: Be it resolved by the City Council of the City of Austin:Tha_ the Assistant Engineer Asst. Engineer shall receive an annual salary of One thousand dollars,payable in equal monthly Resolution installments.Tha_ the salary shall commence from and afterMarch 1,1910.
