Austin's Dam Deal and Spring Elections

Dam Reconstruction Proposal: City Council approved submitting a major proposition to voters on April 5, 1910, regarding a 65-foot-high dam across the Colorado River to be built and operated by the Dumont-Holmes Steel Concrete Company, with the city receiving water, light, and power services in return.

Bridge Repairs Rejected: Council rejected all bids for repairs to the Bouk-dins bridge in South Austin and returned the submitted bids and checks to contractors Ray McDonald and J.O. Polhemus.

Budget Approvals: Council allocated $250 for cemetery accounts, $250 for parks maintenance, and $5,000 for street department expenses to pay approved bills.

Fees Waived: Several fines totaling over $36 assessed in recorder's court were remitted, and a $3 pound fee against a resident was forgiven.

413 Regular meeting of the City Council: Austin, Texas March 17, 1910. Hon A P Wooldridge, Mayor presiding: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Absent excused Councilman Gracy 1 The minutes of the last regular and recessed meetings wread and approved. On motion the Council adjourned subject to call of the Mayor. March 17th 1910 4 P M. The Council was called to order by the Mayor ,with all members except Councilman Gracy present. Councilman Powell presented bids for repairs to Bridge across Bouk -dins bridge South Austin ,from Ray McDonald and J O Polhemus,which were openrd and can vassed. Bids Councilman Powell moved to reject all bids ,and directing the City Repairing Bridge Clerk to return to the bidders their bids and certified checks,whichmotion South Austin prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Nays none. On motion the Council recessed subject to call of the Mayor. March 18th 1910. The Council was called to order by the Mayor,with all members present,except Councilman Gracy,absent with leave. Mayor Wooldridge offered the following resolution: Submitting proposition Resolved by the City Council of the City of Austin: re-building dam That, the City Council believes that the following proposition submitted by the Pimont Holmes steel concrete company is a meritorious one and the City Attorney is here instructed to prepare the proper resolution or ordinance submitting the consideration of the same to the voters of the City of Austin at the earliest legal date. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Nays none. On motion the Council adjourned subject to call of the Mayor. March 19th 1910. The Council was called to order by the Mayor with all members present, except Councilman Gracy. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : Section 1. That an election be and the same is hereby ordered and directed to be held in the City of Austin,Texas,on the 5th day of April A. D 1910,from eight (8) oeloak A M to seven-(7) oeloak PM at which election the following proposition shall be submitted to the qualified voters of the City of Austin : Proposition. Shall the City Council of the City of Austin pass the following ordinance,towit: An ordinance granting to the,Dumont-Holmes Steel Concrete Company , a private Copporation,organized and existing under the laws of Illinois,a franchise to erect and maintain a dam sixty five (65)fe feet high above low water,across the Colorado River at the location of the dam formerly erected across said River by the City of Austin,and the franchise or privilege to said Copporation ,to overflow the lands by the back waterof the dam,and providing for the conveying and delivery to ,and the use by said copporation of a dam ,its equipment of operating machinery,a resivoir,said City in operating its water power plant,at the dam,and the use of poles,wires and present equipment of of same from the dam to the City's present steam plant ,and providing for the furnishing to the City by said copporation of a dam its e.e.m equipment of operating machinery ,a resivoir,filter,all accessories, and the operation and maintainance of same as herein after set forth, for the purpose of operating the water,light and power plant of the City of Austin,and providing for sem-iannual installments for the payamnt of same. The resolution was passed by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. On motion the Council recessed subject to call of the Mayor. March 22nd 1910.
