Austin's $75K School Bond & Dam Rebuild Vote

Thursday, March 24, 1910 regular

School bond approved: Voters authorized $75,000 in bonds to rebuild Austin's dam, with the council declaring the proposition passed with more than two-thirds support in a March 15th election.

Fire Department leadership elected: The city elected Geo O Wolters as Fire Chief, Ramey Sekaatz as Assistant Chief, and Thomas G Buttery as Recorder, effective April 21st.

Budget approvals: Council passed appropriations for street improvements ($3,000), cemetery maintenance ($250), and parks improvements ($250).

Public celebration authorized: The Mayor was authorized to declare April 6th a half-holiday for Austin residents to celebrate the dam rebuilding vote.

Building regulations: Council approved a retractable awning for Citizens Bank on Congress Avenue and advanced an ordinance restricting loose chickens in certain city districts.

446 Dose return Clk Fire Dep't .Regular meeting of the City Council: Austin, Texas,March 24, 1910. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Absent excused Councilman Gracy 1 The minutes of the last regular and subsequent Receved adjourned meeting were read and approved. Petitions,memorials,etc: See return Clk Fire Dep't Councilman Hart presented a communication from A T Corwin Chief of the Fire Dept calling attention the dilapidated condition of a building on lot 8 Blk 111,City of Austin,which was read and referred to Councilman Powell for investigation and report. The Mayor presented a communication from Mess W H Richardson & Co in regard to a R R Switch on west 4th street ,which was read and laid over for further investigation . Communication Wm Brueggerhoff City Stables The Mayor laid before the Council a communication from Wm Brueggerhoff in regard to the City stables ,which was read and taken under advise-ment. The Mayor laid before the Council a communication from J B Hornberger in regard to Fire rates,and the needs of the Fire Dep't, which was read ,but no action taken. Rec. City Officer . Reports of City Officers: The Mayor laid before the Council the reports of the City Health Officer,the Asst Health Officer and the Plumbing inspector,which wre read and ordered filed . Whura Fin Denses Pleas [illegible] New business : The Mayor laid before the Council an ordinance appropriating the sum of $ 450.00 for the purpose of paying expenses of Elections. The ordinance was read the first time and the rule suspendd and it placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen B artholomew,Hart & Powell 4 Nays none. The ordinance was read the second time and laid over. Returns election Fire Dept The Council then proceeded to open and canvass the returns of an electn held March 21st 1910 for Officers of the Fire Dept for the ensuing Year,with the following result,viz : For Chief of the Austin Fire ,Dept ,Geo O W lters received 171 votes. For Asst Chief Ramey Sekaatz received 168,vote & Boo Peap received 6 ve For Recorder Thomas G Butery received 172 Votes. The Mayor declared Geo O Woltersduly elected Chief of the Austin Fire Dep't ,Ramey Sekaatz Asst Chief and Thos G Buttery Recorder of the Fire Dep't for the unsueing year commencing April 21st 1910. The Council then proceeded to canvass the vote cast on the18th of March 1910 on the propositions to issue bonds for certain purposes, xxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxxxxxxxxxxx Councilmen Bartholomew and Hart were appointed a committe to canvass the said vote. Gentlemen : Your Committee appointed to canvass the vote cast atan election held on Mach 15th 1910,to vote on three different propositions to issue bonds of the City beg leave to report that we have carefullycanvassed the vote cast and report as follows : There was cast in said election 1840 votes as follows: For proposition No 1 1405 votes Ag ist proposition No 1 330 votes For proposition No 2 1034 votes Against proposition No 2 612 votes For proposition No 3 956 votes Against proposition No 3 682 votes Respectfully submitted , E C Bartholomew, Jas P Hart , Committee. The report of the Committee was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. The Mayor declared that the proposition to issue School bonds to the amount of $ 75,000.00 had carried,it having received more than two-thirds of all the votes cast,and that the other two propositions had failed,not having received two thirds of all the votes cast. The Mayor laid before the Council the following: Resolution authorizing the Mayor to publicly recommend that half holliday be given the people of Austin on April 6th to celebrate the vote ofthe people authorizing the rebuilding of the dam .The resolu ion was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. Apprav Clay Claim The Mayor laid before the Council an ordinance making an appropriation Mrs A L Grant to settle the claim of the estate of Ann L Grant,deceased,against the City of Austin. The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart &Bell 5 Nays none. The ordinance was read the second time and laid over. Fowl Ordinance The Mayor laid before the Council an ordinance entitled "an ordinance to prohibit the running at large of Fowls within a prescribed district within the City of Austin,and providing a penalty therefor ",Passed June 15th 1908,and approved June 16th 1908. The ordinance was read the first time as 1-1 The ordinance was read the second time and laid over. Mayor Wooldridge offered the following Resolution : Citizens Bank & Trust Co. Resolved,that permission is hereby granted the Citizens Bank and Trust to erect awning Company of Austin,Texas,to construct a drop awning in front of their business house on Congress Avenue in this City ,of about the following discription: Iron bars may be extended from the building over the side-walk to the curb line.These bars are to be nine feet (9) above the side -walk.There may be four (4) of them ,five ( (5) feet apart. They shall be strongly stayed to the building .A cloth awning ,capable of being rolled up ,shall be attached to the building at a height & of about fifteen (15) feet above the sidewalk. This awning shall be made raised and lowered upon an iron frame attached to the building ,as shown in the accompany ing sketch,which is to be taken and considered as a part of this resolution.
