Early 1900s Austin Approves Gasoline Tanks and School Bonds

Gasoline Storage Approved: The city granted permission for the Lone Star Garage to install a 5-barrel fireproof gasoline storage tank under the sidewalk on Colorado Street, with strict safety oversight by the City Engineer and Fire Commissioners.

Junk Ordinance Passed: Council unanimously approved a new ordinance regulating junk, reflecting growing concerns about waste management in the developing city.

School Bond Sales Authorized: The Mayor was directed to advertise for sealed bids to sell school bonds, with one council member objecting to accepting a private offer before the competitive bidding process concluded on June 1st.

Street Grades Established: Council formally set elevation standards for 9th and 10th streets between Colorado and Lavaca streets, using the U.S. Geological Survey's official measurements as reference points.

Minor Permits Granted: The council approved construction permits for S. Silverman to build within fire limits and for Hazlewood & McGowan to install a new roof on a building.

461 Regular meeting of the City Council: Austin, Texas; April 28, 1910. Hon A P Wooldridge, Mayor presiding: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew,Gracy, Hart & Dwell 5 Absent None. The minutes of the last regular and recessed meetings were read and approved. Petitions, Memorials, etc : The Mayor laid before the Council the petition of the Tom C Gregory Co ,et al PeF. Tom C. Gregory Co. et al to put in asking permission to put in a spur track on East 4th street, which was read and RR Switch referred to the City Attorney. Councilman Hart presented a petition from The Lone Star Garrage Co asking permisLone Star Garr. Co -sion to put in a gasoline Tank in front of their place of business on Colorado To put in Gasoline Tank street, which was read and referred to Councilmen Hart & Powell for investigation and report. Councilman Hart presented a petition from FnMma Young asking to have Emma Young to refund a pound fee paid by her refunded. The Council refused to grant the petition by the Pound fee following vote: Mayor Wooldridge, Councilmen Bartholomew,Gracy,Hart & Powell 5 Councilman Hart presented a claim of F T Ramsey for balance , after paying the fee FT Ramsey refunded due the City, for a cow sold from the City Pound, amounting to $ 19.50, which was Stock sold from pound ordered paid over to the petitioner, by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Reports of City Officers : The Mayor laid before the Council the report of the City Clerk for the Month of Report City Clerk March 1910, which was read and ordered filed . Unfinished business : The Mayor laid before the Council the Junk ordinance, which was read the third Junk Ordinance time and passed by the following vote : Passed Yeas Mayor Wooldridge, Councilmen Bartholomew,Gracy, Hart & Powell 5 Nays none. O n mation the Council recessed until 8 this P M April 29th 1910 The Council was called to order by the Mayor ,with all members present,except Councilman Gracy. Councilmen Hart & Powell to whom was referred the petition of the Lone Lone Star Garage Star Garage Co for permission to put in a gasoline tank at their place of busiCo to put in gasolineness at 500 Colorado street,presented the following resolution: Tank Resolved by the City Council of the City of Austin: That permission is hereby granted the Lone Star Garage to place a Bowser fireproof five(5) barrel gasoline storage tank under the sidewalk in front of 500 Colorado street in the City of Austin: said work to be done under the direction and super-vision of the City Engineer and Board of Fire Commissioners; provided, that the applicant for such permit shall restore said sidewalk to its present condition , and shall pay all loses and damages that the City of Austin shall sustain on account of the placing and maintaining of such tank at such place; provided,further,that the City of Austin may at any time revoke and annul this permit and order the removal of said tank from said place . That the following grades be and the same are hereby permanently and finally established for the center of street on ninth street between Colorado and Lavaca streets ,and on Colorado street between Nih Ninth and tenth streets ,in the City of Austin: Center of intersection of 9th & Colorado streets 533.41 Center of Colorado street at north property line of 9th street 533.60 Center of Colorado street at south side of alley between ninth and tenth streets 535.11 Center of Colorado street at north side of alley between ninth and tenth streets 535.60 Center of Colorado street at south side of tenth street 541.70 Center of Ninth street 220 feet west of center of Colorado st542.66 Center of Ninth street 270mfeet west of center of Colorado st543.91 Center of Ninth street at east property line of Lavaca St 544.41 Section 2. That the above elevations refer to Sea Level as given by the Bench Marks of the United States Geological Survey at the Post Office Building at Sixth and Colorado streets,in the City of Austin. P.F. By Councilman Hart petition of S Silverman asking permisn as to erect S Silverman Street building within the fire limits,which petition was recommeded by the Building within fire limits Board of Fire Commissioners.On motion the petition was granted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. Hazlewood & McGowan By Councilman Hart petition of Hazlewood & McGowan for permission to new roof put on new roof on building within the Fire limits,which petition was endorsed by the Board of Foire Commissioners.The petition was granted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Powell 4 Nays none. Councilman Hart offered the following resolution: Resolved,that the unpaid portion of the fine of Arthur Smith amounting to $ 33.80,be and the same is hereby remitted,because of the fact of his youthfulness,and the further fact of his having given the Police Department information which led to the capture of a man accused and indicted for murder. The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Hart & Dwell 4 Absent Councilman Gracy 1 Councilman Hart offered the following resolution: Resolved by the City Council of the City of Austin: Budget Water,Light Dept - Section 1. That the Budget of the Mayor of this City for the Water,Light and Power Department of the City of Austin,which budget is dated April 25th ,1910,be and the same is hereby accepted ,adopted and approved.Section 2. That the appropriations of money in said budget ,recommended by the Mayor,are hereby made for the purposes,and in the amounts in said budget stated. The resolution was read the first time and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew Hart & Powell 4 Absent Councilman Gracy 1 The resolution was read the second time and laid over . On motion the Council recessed ,subject to call of the Mayor. May 4th 1910. The Council was called to order by the Mayor,with all members present. Mayor Wooldridge offered the following motion: That the offer of J T Sluter for School Bonds ovd Austin City School bonds,at premium of 1% & Lithographing of same,be accepted, provided his offer is still open.The motion was adopted by the following vote; Yeas:Mayor Wooldridge,Councilmen Gracy,Hart & Powell 4 Nay Councilman Bartholomew 1 Councilman Bartholomew presented the following as his reason sfor his vote: As many parties have signified their desire to purchase the School Bonds,and several have been informed that sealed bids would be received for them on the 1st day of June next ,I think the Council should advertise for bids in accordance with resolu-tion already adopted,although the bid of Mr J T Sluter may be a good one.Hence I vo vote No E C Bartholomew.
