Austin's 1910 Food Safety & Park Plans

Pure Food Safety Ordinance Passed – The city established comprehensive food safety regulations including permits for dairy, meat, fish, produce sales, plus inspections of hotels, restaurants and boarding houses to protect public health.

East Austin Park Project – A committee was appointed to search for a suitable park location in East Austin and report back by mid-month with findings on location, price, and terms.

Street Improvements – The council amended the Permanent Paving fund ordinance, redirecting excess funds to street improvements and adjusting street grades on East 12th and Red River streets.

Police Personnel Changes – W.L. Brooks was promoted from foot patrolman to mounted patrolman, and Ed Allen was appointed as a new foot patrolman.

Bond Purchases for Debt Reduction – The city purchased back multiple series of its own refunding bonds using Water & Light Department earnings to pay down municipal debt, with purchased bonds to be destroyed.

480 . Regular meeting of the City Council: Austin,Texas June 02, 1910. Hon A P Wooldridge,Mayor presiding: Roll called: Present Mayor Wooldridge,Councilmen Barthelemew,Gracy,Hart & Powell 5 Absent none. The minutes of the last regular and recessed meetings were read and approved. Mayor Wooldridge offered the following Resolution: Resolved by the City Council of the City of Austin: Section 1. That the Superintendent of Parks and Public Property,associ-ated with Councilmen Hart and Gracy be and they are hereby authorized Councilmen Gracy,Hart appointed Committee to select grounds for Park East Austin and instructed to make diligent inquiry into the conditions of the eastern portion of this City ,with the view of ascertaining if a conveni-ent and suitable park can be obtained for that part of Austin. Section 2. That said Superintendent of Parks and Public Property,associ-ated with Councilmen Hart and Gracy be and they are hereby instructed to make report their findings in the matter of procuring a park for East Austin at the third regular meeting of this Council in this month ,the 16th inst and in said report state the locality ,the price,the terms and the physical facts concerning such park or park site as they may be able to find in carrying out the provisions of this motion . The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Barthelemew,Gracy,Hart & Powell 5 Nays none. On motion Councilman Powell was excused. M Unfinished business : Ordinance Permanent Paving fund Amended The Mayor laid before the Council an ordinance amending Section 810 of the Revised ordinances of the City of Austin,of date April 19th 1909, defining and determining the Permanent Paving fund of the City of Austin,transferring to the Street Improvement fund all accruals to the Permanent Paving fund since Jany 1st 1910,in excess of 20% of the General Street and Bridge fund ,and repealing all ordinances or parts of ordinances in conflict with the provisions of this ordinance. The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge,Councilmen Barthelemew,Gracy & Hart 4 On motion the Council recessed subject to call of the Mayor. June 2nd 1910,P M The Council was called to order by the Mayor,with all present except Councilman Powell,excused . The Mayor laid before the Council an ordinance providing for the Pure Food ordinance exposing for sale and for the sale of pure food stuffs within the City of Austin ;providing for the issuing of permits for the sale of dairy products; providing for the issuance of permits for the sale of meat,f fish and fowls; providing for the issuance of permits for the sale of fruits,vegetables and other foods; for the inspection and regulation of Hotels,restaurants and boarding houses; providing for the promulgation of rules for the better health of the City of Austin,and providing penal-ties for the violation of such rules and the provisions of this ordinan The ordinance was read the third time and passed by the following vote --- Page break --- `481` `- Yeas Mayor Wooldridge,Councilman Bartholomew,Gracy & Hart 4` `Absent excused Councilman Powell 1` `On motion the Council recessed subject to call of the Mayor.` `June 3rd 1910.` `The Council was called to order by the Mayor with all members present.` `Petition Ewell Halle to Correct Assessment The Mayor laid before the Council a petition from Ewell Halle,asking the Council` `to make a correction in his Assessment for taxes for the year 1909,which was read and` `the petition granted by the following vote:` `Yeas Mayor Wooldridge,Councilman Bartholomew,Gracy,Hart & Powell 5` `Nays none.` `Councilman Powell called up the resolution fixing grades on East 12th` `Grades Red River Street & 11th St to Red River streets,which was read and passed by the following vote:` `Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5` `Nays none.` `On motion the Council recessed subject to call of the Mayor.` `June 4th 1910.` `The Council was called to order by the Mayor,with all members present.` `Mayor Wooldridge offered the following resolution,viz:` `Resolved by the City Council of the City of Austin:` `Purchase of bonds for Sinking Fund (1) That the City of Austin agrees to purchase ,and it hereby purchases of the` `Citizens Bank & Trust Company of Austin,Texas,who held the same for account of` `certain customers,Austin City Refunding bonds,numbers 1651,1657,1658,1667,1668,` `X 1669 and 1671 of the denomination of one thousand dollars ($1,000)each,dated July 1st` `1901,and due July 1st 1931.,To each of these bonds a coupon in the amount of twenty` `dollars ( 20.00 ) is attached due July 1st 1910,and all subsequent coupons up to the` `maturity of said bonds.` `(2) That the City Council agrees to pay for said bonds and attached coupons,at the` `rate of ninety four (94) cents on the dollar of the principal of the bonds,or` `Six thousand,five hundred and eighty dollars( $ 6,580) ,and the accrued interest` `to this June,4th 1910,or or $118.96,on the coupons,and in addition thereto $ 8.37 as` `agreed amount for exchange,or a total for these seven bonds and attached coupons` `of Six thousand,seven hundred and seven and 35/100 dollars ($6,707.35 )` `(3) That the City Clerk is hereby authorized and instructed to draw a check upon` `the Earnings Fund of the Water & Light Department of this City in the amount of` `$6,707.35,in payment of the purchase of said bonds.` `(4) The City Clerk is here instructed to cancel said bonds by stamping the word` `" Paid" in red ink upon said bonds,and upon said Coupons,in the presence of this` `Council,and he is further instructed to credit the bond account of this City ,upon` `the ledger and in the bond register,under their proper numbers by the payment of` `the seven bonds herein above enumerated.` `(5) That the City Council in regular session ,at its next meeting shall in open` `session proceed to destroy the seven above numbered and described bonds and their` `attached coupons this day purchased for account of the investment of the sinking` `fund of this City,by first mutilating by cutting of said bonds,and afterwards burn-` `-ing the same.` `The resolution was passed by the following vote:` `Mayor Wooldridge,Councilmen Bartholomew,Gray,Hart & Powell 5` --- Page break --- 493 Monday June 6th 1910. The Council was called to order by the Mayor, with all members present except Councilman Gracy. The Mayor offered the following resolution, viz: Resolved by the City Council of the City of Austin: (1) That the City of Austin agrees to purchase, and it hereby purchases of the Austin National Bank of Austin, Texas, which held the same for the account of Ames & Cahill of St Louis Mo, Austin City Refunding bonds, numbers 644,674,1772,1774,1779 and 1784, Bonds purchased for the Sinking fund X of the denomination of One thousand dollars ( 1,000) each, dated July 1st,1901, and due July 1st, 1931. To each of these bonds a coupon in the amount of twenty dollars( ($20) is attached due July 1st, 1910, together with subsequent coupons up to the full maturity of these bonds. (2) That the City Council agrees to pay for said bonds and attached coupons, at the rate of ninety three and one fourth cents (93 1/4cts) on the dollar of the principal of these bonds, or five thousand, five hundred and ninety five dollars ($ 5,595), and the accrued interest to this June 6th 1910, or $104.00, on the coupons, and in addi-tion thereto $ 8.55 as an agreed amount for exchange, or a total for these six bonds of five thousand, seven hundred, seven and 55/100dollars ( $ 5,707.55) (3) That the City Clerk is hereby authorized and instructed to draw a check upon the Earnings fund of the Water & Light Department of this City in the amount of $ 5,707.55, in payment of the purchase of said bonds. (4) That the City Clerk is here instructed to cancel said bond by stamping the word "Paid " in red ink upon said bonds, and upon said coupons, in the presence of this Council, and he is further instructed to credit the bond account of this City upon the ledger and in the bond register, under their proper numbers, by the payment of the six bonds hereinabove enumerated. (5) That the City Council in regular session, at its next meeting shall in open session proceed to destroy the six above numbered and described bonds and their attached coupons this day purchased for account of the investment of the sinking fund of this City, by first mutilating by cutting said bonds, and afterwards burning the same. The resolution was passed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Absent Councilman Gracy 1 Mayor Wooldridge offered the following resolution, viz: Resolved by the City Council of the City of Austin: X (1) That the City of Austin agrees to purchase, and it hereby purchases of the Citizens Bank and Trust Company of Austin, Texas, who held the same for account of Field-Longstreth & Co, of Cinsinnatti, Ohi , Austin City Refunding bonds, numbers 490,1334,1340,1341,1342,1343,1344,1345,1346,1347 of the denomination of one thousand dollars ($ 1,000) each, dated July 1st,1901, and due July 1st,1931.To each of these bonds a coupon in the amount of twenty dollars ($20) is attached due July 1st, 1910, together with subsequent coupons up to the full maturity of the bonds. (2) That the City Council agrees to pay for said bonds and attached coupons ,at the rate of ninety four cents (94C) on the dollar of the principal of the bonds, or nine thou -sand four hundred dollars ( $ 9,400) , and the accrued interest to this June 6th ,1910 1910, or $ 171.11, on the Coupons, or a total for these ten bonds of Nine thousand, five hundred, seventy and 11/100 dollars ( $ 9,571.11. --- Page break --- 484 . (3) The City Clerk is hereby authorized and instructed to draw a check upon the Earnings fund of the Water and Light Department of this City in the amount of $ 9.571.11,in payment of the purchase of said bonds. (4) The City Clerk is here instructed to cancel said bonds by stamp-ing the word " Paid " in red ink upon said bonds, and upon 44 coupons, and he is further instructed to credit the bond account of this City, upon the ledger and upon the bond register, under their proper number by the pay-ment of the ten bonds herein above enumerated. (5) That the City Council in regular session , at its next meeting shall in open session proceed to destroy the ten above numbered and described bonds and their attached coupons this day purchased for account of the investment of the sinking fund of this City, by first mutilating by cutting said bonds , and afterwards burning the same. . The resolution was passed by the following vote; Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Absent Councilman Tracy. 1 Mayor Wooldridge moved to reconsider the vote by which the Council passed a resolution directing the Lighting of sixth street & making an appropri-ation for same , which motion prevailed by the following vote Yeas Mayor Wooldridge, Councilmen Bartholomew , Hart & Powell 4 Absent Councilman Tracy 1 The resolution was laid over. Councilman Hart offered the following resolution: Purchase of Fire Hose All objections having been waived by Frank Heiseman and W H Richardson Jr & interested bidders for Fire Hose, to the re-testing of the " Baker Fire Ho Hose " represented by Walter Tips Ag , and all parties interested and yes present at the former testing of said hose , having been notified in writing that said re-test would be made at 3 o'clock P M on Friday May 27,1910, near the City Hall, and said test having been made in the presence of the City Council and others with a gage certified by Prof Arthur C Sco Denter the State University, and two sections of said hose having been tested to over 300 lbs to the square inch , and having stood said test. Be it therefore resolved by the City Council , that (1,000) one thousand feet of said hose be and the same is hereby accepted at the price bid by said Walter Tips, to-wit:$1.00 per foot , and the Superintendent of Police and Public Safety authorized to approve the account on delivery of said hose to the Fire Department . The Resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Hart & Powell 4 Absent Councilman Tracy 1 On motion the Council recessed subject to call of the Mayor. --- Page break --- 485 Wednesday June 8th 1910. The Council was called to order by the Mayor, with all members present. Councilman Hart offered the following resolution, viz: Be it resolved by the City Council of the City of Austin: Upon the recommendation of the City Marshal and with the approval of the Superintendent of Police and Public Safety: (1) That footpatrolman W L Brooks ,be and he is hereby transferred and appointed mounted patrolman to succeed C N Bustin resigned. (2) That Ed Allen be and he is hereby appointed foot patrolman in the place of W L Brooks ,appointed mounted patrolman ,and these appointment to take effect at once . W L Brooks appointed Mounted Policeman Ed Allen appointed Policeman That part of the resolution transferring Brooks ,was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew ,Gracy, Hart & Powell 5 Nays none. The vote was then taken on the nomination of Ed Allen as patrolman ,and the nomination confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy & Powell 4 Not voting Councilman Hart 1 Mayor Wooldridge offered the following resolution, viz : Resolved by the City Council of the City of Austin: (1) That the City Council of the City of Austin agrees to purchase ,and it hereby purchases of F W Mass & Company, of Boston, Mass, Austin City Refunding bonds numbers 579,580,581,775 and 167 of the denomination of one thousand dollars ( $ 1,000) each dated July 1st, 1901, and due July 1st, 1931. To each of these bonds a coupon in the amount of twenty dollars ( $ 20) is attached due July 1st ,1910, and all subsequent coupons up to the maturity of said bonds. (2) That the City Council agrees to pay for $ 3,000 of said bonds and attached coupons ,at the rate of ninety four and one half cents ( 94½ ) on the dollar of the principal of the bonds, or two thousand eight hundred and thirty five dollars ( $ 2, 835) , and for $ 2,000 of said bonds and attached coupons ,at the rate of Ninety five cents (95) on the dollar of the principal of the bonds, or one thousand and nine hundred dollars ($1,900) and accrued interest to this June 8th 1910, or $85.56 on the coupons ,and in addition thereto $ 4.80 as an agreed amount for exchange at the rate of $1.00 per thousand ., or a total for these five bonds and attached coupons of four thousand, eight hundred twenty five and thirty six hundred dollars ( $ 4,825.36 . (3) That the City Clerk is hereby authorized and instructed to draw a check upon the Earnings fund of the Water and Light Department of this City in the amount of $ 4,825.36 ,in payment of the purchase of said bonds. (4) The City Clerk is here instructed to cancel said bonds, stamping the word "Paid in red ink upon said bonds ,and upon said coupons, in the presence of this Council, and he is further instructed to credit the bond account of this City ,upon the Ledger and in the bond register ,under their proper numbers, by the payment of the five bond bonds herein above enumerated. (5) That the City Council in regular session, at its next meeting shall in open session proceed to destroy the five above numbered and described bonds, and their attached coupons this day purchased for account of the investment of the Purchase of Bonds from Sinking Fund X --- Page break --- 486 sinking fund of this City, by first mutilating by cutting said bonds and afterwards burning the same.
