Austin Paves Roads and Approves Streetcar Plan

East Avenue Boulevard Project Approved: The city decided to improve East Avenue instead of buying parkland on the east side, planning a 100-foot-wide center boulevard with 15-foot sidewalks on each side to beautify the eastern part of the city.

Sewer Expansion on West Avenue: Residents petitioned for a sewer extension along West Avenue and Shoal Creek to improve health conditions, with property owners agreeing to connect their homes and eliminate unhygienic cesspools once completed.

Street Grading Established: The council formally set permanent elevation grades for East 10th Street from Congress Avenue to Red River Street, mapping out specific cuts and fills needed for the roadway.

Streetcar Franchise Approved by Voters: Residents voted 611 to 323 in favor of granting Claud V. Birkhead and associates a franchise to build and operate street railways throughout Austin.

Survey Work Funded: The city appropriated $500 to clarify and permanently locate the confusing street, block, and alley lines throughout Austin that needed better definition.

Petition Citizens To have Sewer extended on West Avenue. Petitions ,Memorials,etc : By Councilman Hart petitions of Citizens ,asking to have Sewer extended on West Avenue,along Shoal creek,which.was read and referred to the City Attorney for investigation and report. Reports of Committees : Report Supt of W & L Plant for May 1910 The Mayor laid before the Council the report of the Supt of the Water & Light Plant for the month of May 1910,which was read and ordered filed. The Mayor laif before the Council the following report from the Special Committee, Austin,Texas,June 6,1910 To the Mayor and City Council ,City of Austin,Texas. Gentlemen: Your Committee heretofore appointed to investigate and report upon Report of Special Comm. to purchase Park grounds East Austin the advisability of securing a public Park to be situated in East Austin,beg leave to report that after investigation and mature consideratn,they are of the opinion and so find that there is no suitable place that can be secured for a suitable park East of Congress Avenue. We find East Avenue to be the most suitable place in the eastern portion of the City for Park purposes,and have vbeen assured by various Citizens od East Austin that they will assist in obtaining money to beautify said street,and, provided such assistance is obtained to the satisfaction of the Council,we recommend that instead of purchasing a park in east Austin,that a portion of the Park fund be used in boulevarding East Avenue,making the sidewalks fifteen feet in Width on each side,a boulevard of one hundred feet in wide int he center,and streets thirty five feet in width on each side of said boulevard.All details as to improving same to be hereafter passed upon by the Council. Wynne, Ind., said tank to be placed under ground and 18 feet from the to put in oil tank building and to be used for the purpose of storing gasoline. Respectfully, Jno H Robinson Jr Br Per R W Shipp. It was moved that the petition be granted" for private usenly, removable on order of the Council, to be placed under supervision of the City Engineer and Fire Dept."by the following vote: Yeas Mayor Wooldridge, Councilmen Gray & Hart 3 Absent Councilmen Bartholomew & Powell 2 Mayor Wooldridge offered the following resolution,viz: Bonds purchased for Resolved by the City Council of the City of Austin: the sinking fund. (1) That the City Council of the City of Austin agrees to purchase, and it is hereby purchases of the Citizens Bank and Trust Company of Austin, Texas, who held the same for account of, certain customers, Austin City Refunding bond, number 1670, of the denomination of one thousand dollars ($1,000.) X dated July 1st 1901, and due July 1st 1931. To this bond a coupon in the amount of twenty dollars ( $ 20.00 ) is attached due July 1st 1910, and all subsequent coupons up to the maturity of said bond. (2) That the City Council agrees to pay for said bond and attached coupons, at the rate of ninety four cents (94) on the dollar of the principal of the bond, or nine hundred and forty dollars ($ 940.00) and the accrued interest to this June 16th 1910, or eighteen dollars and thirty three cents ($18.33) on the coupon, and in addition there to one dollar ( 1.00) as an agreed amount for exchange, for a total of this bond and attached coupons of nine hundred , fifty nine and 33/100 dollars ( 959.33). (3) That the City Clerk is hereby authorized and instructed to draw a check upon the Earnings Fund of the Water and Light Department of this City in the amount of $ 959.33, in payment of the purchase of said bond. (4) That City Clerk is here instructa to cancel said bond by stamping the word "Paid" in red ink upon said bond, and upon said coupons, in the presence of this Council, and he is further instructed to credit the bond account of this City, upon the Ledger and in the Bond register, under their proper numbers by the payment of the bond hereinabove enumerated. (5) That the City Council in regular session, at its next meeting, shall in open session proceed to destroy the above numbered and described bond and its attached coupons this day purchased for account of the investment of the sinking fund of this City, by first mutilating by cutting all bond ,and after-wards burning the same. The Council was called to order by the Mayor, with all members present, exept Councilman Barthelemew absent excused. Councilman Hart nominated Dr Geo McEachard as Inspector for the Health Department, which nomination was confirmed by the following vote: Yeas May or Wooldridge, Councilman Gracy Hart & Pwull 3 Present not vivoting Councilman Hart 1 Absent excused Councilman Barthelemew 1 C Graves. Leave of Absence On motion of Councilman Gracy leave of absence for 15 days, begining June 19th 1910, was granted to H E Graves, Asst Assessor & Collector, by the follwg vote: Yeas May or Wooldridge, Councilman Gracy Hart & Pwull 4 Nays none. The Mayor laid before the Council the following petition, viz: Austin, Texas June 9th 1910. To the Hon Mayor & City Council, City of Austin, Texas. Gentlemen: Petition Citizens to extend Sewer on West Avenue For the purpose of improving the health of the peopleresiding along Sheal Creek and West Avenue, we the undersigned property owners, respectfully petition your honorable body to cause a sewer extension to be made in West Avenuess follows: Beginning at Fourth street, thence west the best practicable way to West Avenue, thence north to 18th street. Said sewer to be of sufficient size and capacity and laid a sufficient depth to carry sewerage from premises adjacent to said West Avenue. We agree after said sewer extension is made to immediately connect our premises to the said sewer and also where a cesspool is now in use to cause same to be filled up, disinfected and use of abated, which will materially improve the sanitary condition of the city. Respectfully. Signed by Henry C Stakes and 10 other citizens. Councilman Hart presented the following communication, whic hwas read. To the Hon City Council, Austin, Texas. Gentlemen: I recommend that the attached petition be granted, because: (1) That part of the City covered by the proposed extension is sufficiently built up to return a reasonable revenue to said Corporation. (2) That the sanitary condition of the City necessitates the Council to use and make every reasonable and legal endeavor to have sewer extensions and connections made as rapidly as possible. (3) That the petitioners are persons in medium circumstances generally, some of them very poor but are anxious and willing to pay for the privilege of sewer connections in order order to protect their homes. (4) To eliminate the present cesspools and unsanitary closets, and prevent the further installation of others. (5) And for many other good and sufficient reasons which appeal to the health of our City. Respectfully, Jas C Hart, Superintendent Police and Public Safety. Gracy to take Mayor Wooldridge offered the following resolution,viz: charge of Cattine street Whereas,the location of many of the lines of the streets,blocks,subdivisi work. --ions and alleys in the City of Austin are very indefinite,and same should be permanently located pd, Whereas,said location of lines as now under the supervision of the Supet -indent of Streets and Public Improvements,and, Whereas ,at the request of said Superintendent of Streets and Public Improvements,the Superintendent of Receipts,Disbursements and Accounts, has consented to take charge of as much of the department work of the Superintendent of Streets and Public Improvements as pretains to the location of streets ,blocks,sub-divisions and alleys,and survey work of the City as regards location of lots owned by different parties wher t compensation is to be paid to the City for such locations. Now therefore, Be it resolved by the City Council of the City of Austin: (1) That the matter of ascertaining the true location of the lines of such of the streets,blocks,sub-divisions and alleys as it may be practicable to investigate and determine be assigned to Councilman D B Gracy ,as ,well as all survey work above mentioned. (2) That Councilman D B Gracy be and he is hereby authorized to employ such assistance in Engineers and otherwise,to incur such expense as may be in his judgement necessary,to carry out the provisions of this resolution ,provided that such expenditures for professional help and otherwise shall not exceed the sum of $ 500.00. Approp. transferd Resolved by the City Council of the City of Austin: To general fund That five hundred ( $ 500.00) dollars of the appropriation of twelve hundred ( 1200.00) dollars ,heretofore made for salary of Health Inspector for the current year ,be and the same is hereby withdrawn from said appropriation ,and transferred back into the General fund . The resolution was read the first time and the rule suspended and it placed on its second reading by the following vote: Yeas Mayor Wooldridge,Councilmen Gracy & Hart 3 Nays none. The resolution was read the second time and laidover. $500. approp. to locate Mayor Wooldridge offered the following resolution,viz: strets, etc Resolved by the City Council of the City of Austin: That five hundred dollars ($500.00,or so much thereof as may be necessary be and the same is hereby appropriated out of the General fund for expense of locating the lines of such streets blocks,sub-divions and alleys of the City of Austin,as,by reason of the present indefiniteness, --- Page break --- .shall,in the Judgement of the Superintendent of Receipts,Disbursements and Accounts need to be relocated and made more definite. Mayor Wooldridge offered the following resolution,viz: Resolved by the City Council of the City of Austin: (1) That the proposition of Geo Mendell Jr ,to collect delinquent taxes on personal property up to the year 1909,for 15% of the amount collected,be and the same is hereby accepted. (2) That this contract with said Geo Mendell Jr be carrieds under the supervis-ion of the Superintendent of Receipts,Disbursements and Accounts,Mr D B Gracy. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Gracy & Hart 3 Nays none. On motion the Council recessed subject to call of the Mayor. Geo Mendell Jr employed to collect delinquent tax on personal property June 23rd 1910 The Council was called to order by the Mayor. Present Mayor Wooldridge, V.Councilmen Gracy & Hart 3 Absent excused Councilmen Bartholomew & Powell 2 The Mayor laid before the Council the returns of the election held June 22nd 19 1910,on the proposition to grant a franchise to Claud V Berkhardet al ,to construct a street R R in the City of Austin . Councilmen Gracy & Hart were appointed a committee to canvass the vote: The committee appointed to canvass the vote presented the following report, Austin, Texas, June 23rd 1910. To the Hon City Council, City of Austin, Texas. Gentlemen: The undersigned Committee of the City Council ,appointed to canvass the election held on the 22nd day of June 1910,submitting to the qualified voters of this City ,a proposition,instructing the City Council with respect to an ordi-nance,granting to Claud V Birkhead and Associates,their successors and assigns the right to construct and operate a line or lines of street railway in the City of Austin, Texas, beg leave to report as follows: 935 votes were cast at said election. 611 votes were in favor of the proposition instructing the City Council to pass the ordinance granting Claud V Birkhead and others a franchise to construct , operate and maintain street railways in the City of Austin, Texas. 323 votes were against said proposition,and one illegal vote. The majority of the votes cast being in favor of instructing the City Council to pass the ordinance granting to Claud V Birkhead and others said franchise,we declare said proposition carried,and that the City Council,as a result of said election is instructed to pass the ordinance granting to Claud V Birkhead and others said franchise,.
