Austin Approves New Streetcar Line Franchise
• Voters Back Streetcar Expansion - Citizens voted 611-323 on June 22nd to authorize the city council to grant businessman Claud V. Birkhead and associates a franchise to build and operate new street railway lines in Austin.
• Budget Approvals - The council approved $30,000 in bond interest payments due July 1st and $10,000 for water and light department supplies.
• Pet Owner Gets Refund - The council voted to refund Joe Quinn $2 after his dog was killed by the dog catcher before he could retrieve it, despite paying the redemption fee.
• Fine Remission Denied - A petition to forgive a speeding fine against William McConighen was rejected by the full council, despite a citizen's request.

497 Cont'd 22nd. Regular Meeting of the City Council: Austin, Texas June 23, 1910. The Council was called to order by the Mayor: Roll call: Present Mayor Wooldridge, Councilmen Gracey & Hart 3 Absent excused Councilmen Bartholomew & Powell 2 The minutes of the last regular and recessed meetings were read and adopted. Petitions to remit fines The Mayor laid before the Council a petition of citizens asking the Council to remit of C Deering & Wm a fine assessed in the Recorders court against C Doering, which was read and referred McConighan to Councilman Hart for investigation and report. The Mayor laid before the Council a petition from R M Thomson Jr asking that the Council remit a fine assessed in the Recorders Court against Wm McConighen , for fast driving on the streets, which the City Marshal recommended be not granted. The petition was refused by the full vote of the Council.
Reports of City Officers: Reports City officers The Mayor laid before the Council the reports of the Treasurer and City Clerk for the month of May 1910, which were read and ordered filed. Unfinished business: Appropriation to pay The Mayor laid before the Council an ordinance appropriating the sum of $ 30,000.00, for Interest on bonds the purpose of paying the interest due July 1st 1910, on Refunding bonds of the City. July 1st 1910, passed The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Gracey & Hart 3 Nays none. Approp $10.000. to pay The Mayor laid before the Council an ordinance appropriating the sum of $ 10,000.00 for Poles, W & L. for the purpose of purchasing Poles and other supplies for the Water & Light Dept. The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Gracey & Hart 3 Nays none. On a motion the Council recessed subject to call of the Mayor.

The Council was called to order by the Mayor: Present Mayor Wooldridge, Councilmen Gracey & Hart 3 Absent excused Councilmen Bartholomew & Powell 2 Returns of election The Mayor laid before the Council the returns of the election held June 22nd 1910, on H. C. franchise the proposition to grant a franchise to Claud V Birkhead and others to construct a Birkhead & al line of street cars in the City of Austin: Councilmen Gracey and Hart were appointed a Committee to open and canvass the returns of said election. The Committee appointed to canvass the returns of the election held Jme 22nd 1910, presented the following report, viz:
Austin, Texas, June 23rd 1910. To the Hon City Council, City of Austin, Texas. Gentlemen: Report Committee The undersigned Committee of the City Council, appointed to canvass the to Canvass votes election held on the 22nd day of June 1910, submitting the qualified voters of this City ,a proposition, instructing the City Council with respect to an ordinance ,granting to Claud V Birkhead and Associates, their successors and Assigns the right to construct and operate a line or lines of street railway in the City of Austin, Texas, beg leave to report as follows: 935 votes were cast at said election.

.611 votes were in favor of the proposition instructing the City Council to pass the ordinance granting Claud V Birkhead and others a franchise to construct,operate and maintain street railways in the City of Austin, Texas. 323 votes were cast against said proposition, and one illegal vote.
The majority of the votes cast being in favor of instructing the City Council to pass the ordinance granting to said Claud V Birkhead and other said franchise ,we declare said proposition carried, and that the City Council, as a result of said election, is instructed to pass the ordi-nance granting to Claud V Birkhead and others said franchise. Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin: (1) That the report of the Committee of this Council, appointed to canvass and declare the result of the election held upon the 22nd day of June 1910, instructing the City Council to pass the ordinance granting to Claud V Birkhead and Associates ,,their successors and assigns the right to construct and operate a line or lines of street railway in the City of Austin, Texas, be received filed and adopted. (2) That the report of said Committee, it is apparent that the proposi-tion instructing the City Council to pass the ordinance carried, and said result is here so declared by this Council. The resolution was passed by the following vote: Yeas: Mayor Wooldridge, Councilmen Graey & Hart 3 Nays: none.
On motion the Council recessed subject to call of the Mayor.

499 June 24th 1910. The Council was called to order by the Mayor, with the following members present : Mayor Wooldridge,Councilman Gracy & Hart 3 Absent:Councilmen Bartholomew &Rowell 2 Mayor Wooldridge offered the following ordinance: An ordinance granting to Claud V Birkhead and Associates M.their successors and assigns the right to construct and operate a line or linesof street railway in the City of Austin,Texas. The ordinance was read the second time and laid over. Councilman Hart offered the following resolution! On the application of Joe Quinn it appearing to the City Council that the dog of the said Joe Quinn had been impounded and killed by the dog catcher, the dog catcher, the dog having been impounded and killed at the request of the father of the said Joe Quinn, by the said dog catcher without the knowledge of the said Joe Quinn, and as soon as the said Joe Quinn ascertained the fact that his dog had been impounded and before he was aware that his dog had been killed, he called upon the Collector and obtained a tag for $1.00 and a redemption certificate, on receipt showing that the tax was paid - $1.00, making the sum of $2.00 paid to the City Collector, but upon arriving at the dog pound, he found that the dog had already been killed, by virtue of these circumstances, Be it resolved by the City Council of the City of Austin! That said tag and said receipt be returned to the City Tax Collector, and that the City Clerk be directed to issue a warrant to refund the said Joe Quinn said $2.00 for the reasons hereinbefore recited. The resolution was adopted by the following Vote! Yeas Mayor Wooldridge, Councilmen Gracy & Hart 3 Nays none. Ordinance granting franchise, Birkhead et al. first R.R. Mayor Wooldridge offered the following resolution! Resolved by the City Council of the City of Austin! 1) That the City Clerk be and he is hereby authorized to draw a warrant for the $300.00 deposited by Claud V. Birkhead to defray the expenses of the special election held on June 21, 1910, at which election the qualified Voters of this City authorized the City Council to grant to said Claud V. Birkhead a franchise to construct, operate and maintain street railway in the City of Austin, Texas. 2) That said City Clerk be and he is authorized to disburse the proceeds of said $300.00 warrant as the same requires, and to pay the sum remaining in his hands to the said Claud V. Birkhead on his order. 3) That the sum of $3.00 is hereby appropriated out of the General fund for the purpose of paying the warrant hereby authorized.
