Austin's Sidewalk & Street Decisions

Sidewalk Width Reduction Approved: Residential streets (1st, 2nd, 9th, and 10th Streets) were allowed to have narrower cement sidewalks of 4.5 feet instead of the standard full width, giving property owners more flexibility.

New Street Foreman Hired: R. Bowles was appointed as Street Foreman with a salary of $75 per month, effective August 1st.

Pharmacy Contract Awarded: W.F. Abraham & Son won the contract to supply prescriptions and drugs for the city's poor/hospital for one year, as the only bidder.

Red River Street Officially Established: The city officially defined Red River Street's boundaries and width at 60 feet between the new Plainview Heights development and adjacent properties, resolving property line disputes.

521 August 1st 910 The Council was Called to order by the Mayor with all members present. Councilman Porcell offered the following resolution: Sidewalks, 1st, 2nd & Whereas, as in the judgment of the City Council, parts 4th & 10th Streets of First, Second, Ninth and Tenth Streets, in the City, are at the present time more residential than actively business streets, therefore, Be it resolved by the City Council of the City of Austin: That, the owners of lots from the Alley East of Congress Avenue to Brazos Street; and from the Alley west of Congress Avenue to Colorado Street, on first, Second, Ninth Ninth and Tenth Streets in this City, shall have the option of Constructing the Cement walk upon the Sidewalk abutting, upon their several lots; the Standard width for residence Streets of four and one half (4 1/2) feet, instead of the full width of the Sidewalk, as has been heretofore, by ordinance, prescribed. The resolution was adopted by the following Vote: Yeas Mayor Wooldridge, Councilmen Bartholmean, Gracy, Hunt & Porcell Nays none Councilman Porcell offered the following resolution: R. Bowles placed Be it resolved by the City Council of the City of Austin: on pay roll as Street That the City Clerk is hereby authorized to put Joe Foreman R. Abraham & Son For Prescriptions for Paupers for the year, beginning July 1st 1910. W.F. Abraham & Son which bid, the lowest bid off and being satisfactory, and Awarded Contract for The Same who agreed and Contract awarded them by drugs at Hospital the following Vote: and Yeas Mayor Woodbridge, Councilmen Bartholomew, Grady, Kent. Absent: Councilman Porzell. Prescriptions for Councilman Kent Presented bid of W. F. Abraham & Son for paupers. Drugs and Chemicals to be furnished City for one year beginning July 1st 1910, and Same being the only bid received and was received and Contract awarded to W. F. Abraham & Son, by the following Vote: Yeas Mayor Woodbridge, Councilman Bartholomew, Grady, Kent Absent: Councilman Porzell. Councilman Grady presented the following Communications: Austin, Texas, Aug 1st 1910. Messrs P. H. Powell and S. B. Grady, Commissioners. City Gentlemen: Complying with Your request of recent date, Location street lines: Have run the lines of Red River Street in the City of Out Lots Division "B" Austin, as now located, in Division C west of Out Lots 20, 21, 22, 23 & 24 and east of Out Lots 13, 10, 9, 6 & 5. "Plainview Heights": And beginning at a stake said to be the N. E. Corner of Out Lot 10, the East line of Out Lot 10 and B run S. 23° 20' W. 147.8 feet to a fence said to be the South East Corner of Out Lot 10. The fence along this line does not follow the line joining the two points taken, but swings to the East, West & North. Until it is seven feet back from said line at a point near its junction from which it swings back to the line at the new Corner of Out Lot 10. Eastward, and directly across the Midway in these outlots is very crooked & parallel with the above described line of Outlots 10 and 13, but seems to have been run straight from a point approximately 6 or 8 feet East of the SE Corner of Out Lot 10 at the extreme west end on Out Lot 10 to the fence about Midway, between this starting point and the NW Corner of Out Lot 2. From this point the line begins to follow the fence to the NW Corner of the fence on Out Lot 12. --- Page break --- 523 The pipe in the N. W. Corner of Out Lot 20 is 54 7/10 from the line between the two Corners of OutLots 13 and 10, and 33 7/10 from the fence line along the east line of Out Lot 13. The pipe for the S. W. Corner of Lot 10 is 53 7/10 feet from the straight line and 59 feet from the fence line on the east side of Out Lot 13. The fence on Out Lot 7 is 55 7/10 from the straight line and 62 7/10 from the fence on the east line of Out Lots 10 and 8, at this point the fence offsets 10 feet eastward. At the N. W. Corner of Lot 6 the pipe is 5 7/10 feet from the straight line, and the fence at this point is 12 feet further east. In the S. W. Corner the pipe is 60 7/10 feet from the straight-line, the distance between the fence lines here is 73 3/4 feet. These distances and conditions are shown on the accompanying Map, black lines and figures show the lines as claimed and the distances between same, Green lines and figures show fence lines and distances between them. The red line shows the location of the west line of Plainview Heights which is located 60 feet from the east line of the Country Club. From the rock at the South-east Corner of Out Lot 10 the east line of the Beandile Addition bears S 39° 14 1/2' W 2042 4/10 feet in all to a pipe for the N. W. Corner of Out Lot 6. This line is exactly on the fence line. The fence on the east side of the Street varies from 6 1/2 feet to 73 feet from this line, as shown in green on the Map. From the pipe from the S. E. Corner of Out Lot 6 the west line of the Street running S 29° 30' W is 60 feet to a pipe for the N. W. Corner of Out Lot 5, and then runs 99 feet further to a pipe set at the fence of Corner of the "Wellman Track" From the S. E. Corner of OutLot 5. Across the Street from OutLot 5. OutLot 20 is unfenced, so the lines claimed are indefinite. This brings us to the North line of the "Christian Hellman" Addition from which line Red River Street is laid out 80 feet wide to 19th Street From the South-east Corner of OutLot 6 to the South-east Corner of OutLot 10 the Street is laid out entirely, different from what is shown on the Land Office Map, it being Now a straight-line between these two points. While the Land Office Map shows two angles Inaddition, the two points The street is platted on the Land Office Map Now 80 feet wide to the North line of the Original survey, almost half a mile beyond the present city limits line. Very truly, yours, W M Welborn Austin, Texas, August 1st 1910 To the Hon Mayor and City Council of the City of Austin: --- Page break --- Gentlemen, We have examined the report of Mr. McCollum Foster attached and recommend that Red River Street between the Addition known as Plainview Heights, a subdivision of Outlot 20 and a part of Outlot 21, Division "E" on the East and Outlots 9,10, + 13, Division "E" on the West, be established as a street 60 feet wide. The West line of said street to commence at a stone claimed to be at the NE corner of Out Lot 13 Division "E" and to run S. 10° 20' W. to a point claimed to be the NE. Corner of Out Lot 10 Division "E", whence S 38° 14' W to a point opposite the SE Corner of said Plainview Heights Addition, and that the east line of said street be 60 feet from said west line as above established. This is in accordance with the resolution passed by the Council July 1910. Respectfully submitted W.B. [illegible] Supt Receipts, Disbursements & Accounts [illegible] Powell Supt Streets & Pub. Improvements Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: That Red River Street between the Addition known as Plainview Heights Addition on the East and Out Lots 13, 10 and a part of 9, Division "E", in the City of Austin on the West, be established as a street 60 feet wide, (60) in accordance with the recommendation of the Supt of Streets and Public Improvements, and the Supt of Receipts, Disbursements and Accounts, dated August 7, 1910. The resolution was adopted by the following vote: Yeas: Mayor Protheridge, Councilmen Bartholomew, Gray, Grant & Powell. Nays: None. On motion the Council proceeded to call of the Mayor May 3, 1910.
