Austin Street Grades and Food Safety Updates

Street Infrastructure Planning: The council established official elevation grades for East Fourth Street (from Congress to Red River) and East Second Street (Congress to Trinity), standardizing street construction heights across the city.

Food Safety Regulations Passed: An amended pure food ordinance was approved, requiring inspections and permits for dairy products, meats, fruits, vegetables, and regulating hotels, restaurants, and boarding houses to protect public health.

Land Acquisition: The city approved a $770 purchase for a 60-foot-wide tract of land (City Lot No. 3), likely for municipal purposes or infrastructure development.

Railroad Track Permission: The council considered granting R.R. Sweden Gregory Company and Dr. W. Weaver permission to construct and operate railroad tracks across Austin streets, subject to conditions and penalties.

Street Boundary Survey Issues: A detailed survey of Perdenales Street revealed inconsistent street widths and discrepancies in property markers, requiring the city to request corrected plats from the property subdivision company before finalizing official street lines.

527 Regular meeting, of the City Council, Austin, Tex. August 4, 190. The Council was called to order by the Mayor H.P. Nalle. Present Mayor Wooldridge, Councilmen Bartholomew, Gracy and Powers. Absent excused Councilman Hart. The Minutes of the last regular and adjourned meetings were read and adopted. Reports City officers The Mayor laid before the Council the reports of the Health and Collector with the Auditor's report for the month of July 190. which were read and ordered filed. Unfinished business Appro Purchase Land for purposes Div "A" The Mayor laid before the Council a resolution appropriating the sum of $770.00 for the purchase of purchase and paying for a tract 60 feet wide out of City Lot No.3, Division "A" of Austin, which was read the third time and passed by the following Vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy and Powers. Nays None. R.R. Sweden Gregory et al The Mayor laid before the Council an ordinance to grant to R.R. Sweden Gregory Company, and Dr. W. Weaver the right to Construct, maintain and operate a railroad track upon and across certain Streets in the City of Austin, subject to certain conditions and penalties. The ordinance was read the second time and laid over. Amendment. Pure Food Ordinance The Mayor laid before the Council an ordinance to amend An ordinance entitled an ordinance providing for the Inspection and sale and for the sale of pure food stuffs within the City of Austin; providing for the issuance of permits for the sale of dairy products; providing for the issuance of permits for the sale of meats; and for the sale of fruits, vegetables and other foods; for the inspection and regulation of Hotels, Restaurants and Boarding Houses; providing for the promulgation of rules for the better health of the City of Austin; and providing remedies for the violation of such rules, and the violation of this ordinance. The ordinance was read the third time and passed by the following Vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy and Powers. Nays None. Street lines Generally The Mayor laid before the Council an ordinance to establish the correct location of the streets and other public places of the City of Austin, Texas. and to define the building line on and along the various public places in connection with the approval of the City Council the same, and also the permanent Grades of the Streets of the City of Austin, Texas. --- Page break --- 528 The Ordinance was read, and Mr. [illegible] B. August 3. 1910 Messrs P. W. Powell & D. W. Kray Commissioners. Gentlemen: Complying with your instructions, I have made a survey of Perdenales Street Lunes Cardinales from Sixth Street, South to the Colorado River. I have made & attach hereto a sketch, showing Street data obtained throughout its entire length. You will notice on this sketch a [illegible] line running up Perdenales Street. [illegible] This is an arbitrary line taken half way between the East lines of Outlots 38, & 39 and the East lines of Outlots 29, 64 & 63 at right angles to the established centre line of East First Street, & from this arbitrary line distances to fences, stakes on each side of Perdenales Street are referred. The following is a summary of these distances and width of Perdenales Street: At the North line of Sixth Street, fence on West side is 38 7/10 feet from line; stake on East 21 7/10 feet from line, total width of Street 59 7/10 feet. At the South line of Sixth Street is a fence corner 28 7/10 feet West; & nothing on the East. At the North line of Fifth Street the fence on the West is 28 7/10 feet from the line; & nothing on the East. At the South line of Fifth Street the fence on the West is 28 7/10 feet, & the one on the East 43 7/10 feet from the line making the total width of the Street 69 7/10 feet. At the line between Outlots 10 & 26 on the West & 11 & 27 on the East, the West fence line is 24 7/10 feet, & the East fence line is 37 7/10 feet from the line, making the total width of the Street 61 7/10 feet. At the North line of First Street, the fence corner on the West is 20 7/10 feet; & a short one on the East is 29 7/10 feet, making the total width of the Street 49 7/10 feet. At the South line of First Street, the fence on the West is 17 7/10 feet, & the stakes on the East is 30 7/10 feet from the line, leaving the Street 50 7/10 feet width. At the line between Outlots 40 & 52 on the West & Outlots 41 & 53 on the East, the West fence is 17 7/10 feet, & the pipe on the East is 36 7/10 feet from the line, making the total width of Street 53 7/10 feet. At the river bank the fence on the West is 17 7/10 feet & the pipe on the East 42 7/10 feet from the line, leaving the Street at this point 60 7/10 feet wide. There is no pipe, or stake at the North line of Sixth Street or stakes at the North West corner of Outlot 41, or pipe at the line between Outlots 41 & 53 on the East. For the South line of Outlot 52 on the River Bank, & with these other two pipes there is no straight line that will even approximately agree. You will also note on Outlot 52, the North line which according to the Revised Map of the T. B. S. B. Subdivision should be 600 feet at no measurement, also the West line should be 600 feet & at measurement is 600 feet. Now these stakes and pipes were either set wrong by the T. B. & S. B. Company Surveyor, or were moved on their re-corded plat. As this plat is a new one, having been filed for record but than a year ago, it seems to me that it would be in order to call on that Company to furnish us with a corrected plat of the Subdivision. --- Page break --- 529 Until [illegible] [illegible] [illegible] a corrected map of the entire portions of the additions below Eighth Street and beyond, I do not see any way of intelligently determining on the lines of these "Fifth" & "Sixth Streets," "&c." for this reason I cannot recommend any line for Very truly yours Brazosnaltes Streets Mr. L. Austin, Texas, Aug. 6^th 1910 The Council was called to order by the Mayor, with all members present, except Councilman Hart. The Mayor laid before the Council the following communication Hon. Mayor & City Council Austin, Texas Aug. 6, 1910 Gentlemen: In establishing the grades for raising the H. & T. C. R. R. tracks, I recommend the following grades for East 4^th Street: The elevations referred to the new zero plug South East corner 4^th St. & Congress Ave. & assumed elevation 100 ft. East prop. line Cong. Ave. (edge of paving) 97.9 Center of Brazos St. 96.3 Center of San Jacinto St. 95.5 Grades. 4th Street Congress to Red River Center of Trinity St. 91.0 Center of Nueches St. 86.5 Center of Red River St. 82.0 Very respectfully J. P. Murray Assistant City Engineer. Councilmen Bartholomew and Powell offered the following resolution:Resolved by the City Council of the City of Austin That the following grades are hereby established for East Fourth Street from Congress Avenue to the center of Red River Street. The top of the new zero plug at the South East corner of Fourth St. & Congress Ave. is hereby fixed as of the assumed elevation of 100 feet. The East property line of Congress Avenue, (relative to said initial point & East property line of Congress Avenue at edge of paving) is hereby fixed at 97.9 feet. The center of Brazos Street is fixed at 96.3 feet. The center of San Jacinto Street is fixed at 95.5 feet. The center of Trinity Street is fixed at 91 feet. The center of Nueches Street is fixed at 86.5 feet. The center of Red River Street is fixed at 82 feet. (All of said elevations as here above given were with relation to the initial point of 100 feet as first stated in this resolution. The resolution was adopted by the following vote: Yeas: Mayor Woolridge, Councilmen Bartholomew, Tracy & Powell Nays: None - Absent and excused, Councilman Hart. The Mayor laid before the Council the following resolution:Resolved by the City Council of the City of Austin --- Page break --- 530 That the balances of the fines "costs" in the two cases of "The State of Texas vs Singer, Worral and Alvan Darrass" and "Matthias Rodriguez, respectively," amounting in each case to Ten and fifty cents ($10.50) is for reasons deemed just" suffered, to be remitted to the City Council of the City of Austin, and the same is hereby remitted. On motion the Council recessed subject to the call of the Mayor August 8th 1910 The Council was called to order by the Mayor, with all members present except Councilman Hart Councilman Powell offered the following resolutin: Resolved by the City Council of the City of Austin: Grades E. 2nd St from Cong. Ave To Trinity Ave That the following grades are adopted for East Second street between Congress Avenue and Trinity street: The top of the new fire plug at the Southwest corner of Congress Avenue and 2nd street is assumed as being of the elevation of 100 feet. The East property line of Congress Avenue ( edge of paving ) is hereby fixed relative to the initial point above established at 98.2 feet. The center of Brazos street is fixed at 99.4 feet The center of San Jacinto street is fixed at 98.8 feet. The center of Trinity street is fixed at 97.6 feet. All of said elevations hereinabove given are fixed relatively to the initial initial point of 100 feet as first stated in this resolution. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew,Gracy & Powell 4 Absent Councilman Hart 1 Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin : Budget Amended That four hundred ( $ 400.00 ) dollars of the amount appropriated for the salary of the Secretary of the Society of Associated Charities for the year 1910 be and is hereby transferred from the special appropriation made for said purpose and is surrendered to the General fund of the City.
