Petitions ,etc: Petitions The Mayor laid before the Council a petition from J H Raymond Jr ,asking that J H Raymond Jr a certain street be opened and fence removed,which was read and referred to the To have Street opened City Attorney for investigation and report. The Mayor laid before the Council petitions from D E Nunez and Jno King Jr,asking to have certain pound fees refunded. Councilman Hart moved that the petitions be Not granted,which motion prevailed by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none.
Reports of City Officers: Engineers report The Mayor laid before the Council the report of the City Engineer for the term 6 mos. from January 1st to June 30th 1910,which was read and ordered filed . The Council then recessed subject to call of the Mayor.

Councilman Gracy offered the following resolution: City and School Whereas the American National Bank of Austin,Texas,is now the duly elected District resolution Custodian of the School Funds of the City of Austin : School fund in Therefore,be it resolved by the City Council of the City of Austin,that the American Nat. Bank Assessor and Collector of taxes of this City of Austin,be and he is hereby instr-ucted to pay all school tax monies collected by him from and after Sept 1st 1910 in said American National Bank to the credit of the Public Free Schools of the City of Austin. Resolved that the Superintendent of Parks and Public Property be authorized to substitute a 12 inch water main for the 8 inch main o n Red River street from 6th to 12 th street ;and also a 12 inch water main for the 6th inch main on 12th streetfrom Red River to Chicon stet and to carry out this purpose he be authorized to accept the bid of the U S Cast Iron Pipe and Foundry Company ,through its agent R W Finley for 330 tons of 12 inch cast iron pipe, at $ 27.50 per ton, and the necessary fittings at $ 55.00 per ton, F O B Austin. Resolved further that said Superintendent be also authorized to purchase from said Company the necessary amount of 24inchcast iron pipe for such from the well near pumping station to such place as new well may be located, at the price of $ 27.00 per ton, and $ 55.00 per ton for fittings F O B Austin .

Damages & Brandt
Councilman Hart offered the following resolution : Resolved by the City Council of the City of Austin : That the account of J Stumpf for $ 8.35 in payment of repairs on wagon of J Brandt,damaged by being run into by Colorado Hese wagon,on the day of July 1910,be and the same is hereby allowed ,and the City Clerk is directed to draw warrantin payment of same ,it being shown that said Brandt used every exertion to avoid the accident by turning out of the way,but being blocked by other vehicles in his immediate front did not get sufficiently out before his wheel was struck by the fire wagenand damaged to the above extent.

Austin ,Texas,August 31st 1910. To the Hon P W Powell,and Hon D B Gracy,Commissioners, City of Austin ,Texas.
Gentlemen : Line E. Ave 1st to 19th st. I beg to recommend that the center line of East Avenuebe established as follows: this line to extend from 19th to 1st street. For a center point at 1st street,measure 100' from the frame building at the N E Corner of East Avenue and First street. For a center point at 14th street,measure 100' from an iron pipestake placed against an old wooden stakefound at the S E Corner of East Avenue and 14th street,which seemed to be one of the original stakes,and from which several blocks east of that location were surveyed. This will make the center line approximately 100.1'from the brick build-ing at the S W Corner of East Avenue and 6th street,and 101.66'from a stake at 19th street on the west side ofEast Avenueplaced by measuring the correct distance from the center line of Congress Avenue. This makes an excess of 1.56' between Congress Avenue and East Avenueat 19th street,and an excess of approximately 10.45 feet at the south side of Sixth street. This line will check the present line of East Avenue about as closely as practicable for a staight line fromlst to 19th street. The East fence of the Institute for the Blind will still be 3.39 feet too far East at 19th street,and the building itself at this point will be be close to 2 feet in the street. A number of fences on the west side of East Avenuebetween 15th and19th streets will be from 1.3' to 2.5' in the street,but there will not be any any great amount of encroachment at any part of the distance from 1st to 19th street,excepting the present fence of the School at 1st and East Ave which can be moved back whenever the City desires.
