Early Austin Power Lines Pose Safety Risk

Utility Infrastructure Safety Survey Ordered: The City Attorney alerted the council to dangerous overhead telegraph and telephone wires improperly maintained throughout Austin, particularly their hazardous proximity to city light and power wires. Council voted unanimously to order a complete inspection and survey of all overhead utility lines to protect public safety.

Sidewalk Construction Projects Mandated: The city required property owners on 22½ Street and East Ninth Street to build new sidewalks and curbs at their own expense within 15-30 days, with uniform specifications set by the city.

Water Meter Rates Revised: Council proposed new tiered water rates for September 1910 onwards, offering bulk discounts (20¢ per 1,000 gallons for the first 50,000 gallons down to 7.5¢ for over 500,000 gallons).

Building Permits and Infrastructure Approved: Council granted several construction permits for iron buildings and awarded a concrete wall contract for the Water & Power Plant to the lowest bidder.

Leniency for Young Offender: In a rare mercy decision, council suspended half the fine for a 17-year-old assault convict whose widow mother depended on his income.

548 • Regular meeting of the City Council: Austin, Texas, Sept 8th 1910. The Council was called to order by the Mayor ;Roll called: Present Mayor Wooldridge, Councilmen Barthelemew, Gracy, Hart & Powell 5 Absent none. The minutes of the last regular and subsequent adjourned meeting were read and approved . Petitions,etc: By Councilman Powell petition of Tom D Smith asking permission to erect awnning in front of his premises No 904 Congress Avenue, which was read and laid over for investigation. The Mayor laid before the Council the following communication from the City Attorney: Austin, Texas ,Sept 7th 1910. The City Council, Austin ,Texas. Gentlemen : It has come to my attention that the poles and wires of the several telegraph and telephone companies operating in the City are improperly maintained ,and are a continual menace in their present con-dition to the safety and lives of the Citizens. This is particularly noted in many places in the dangerous proximity of the wires of said companies to the light and power wires of the City and the lack of prop-er safeguards to prevent the possibility of contact with such wires. The City of Austin has recently been called to answer in a number of damage suits ,which in my opinion were chargeable to other causes than the negligence of the City, and in every instance the injuries were alleg-ed to have been inflicted by charges of electricity conducted over the wires of a telephone company. I would most respectfully urge on your Honorable Body that you order immediately a thorough survey of the entire overhead system of wiring existing in the City, to the end that you may be properly advised of the true conditions and take such steps for the protection of life and property as to you may seem best. New business : Leave absence On motion of Councilman Gracy ,leave of absence for 15 days was granted to Henry Gracy Ziller Asst Ass & Collector,beginning Sept 10th 1910. Councilman Hart offered the following resolution: Be it resolved by the City Council of the City of Austin : Joe Watkins fine That upon payment of one-half of the remainder due upon a fine imposed against Joe Prevailed Watkins for assault ,that the collection of the other one-half of said fine be suspended until the further order of the Council,and the defendant released from oustody. The total amount of said fine unpaid at this time being $ 39.20,cash to be paid $ 19.-60 ,suspended payment $ 19.60. This recommendation is made because of the youth of the defendant,he being now in his seventeenth year,the son of a widow,who,to some extent,is depend-ent upon him for support.The charge upon which he was convictedwas in a difficulty with some negrees.He threw a rock which struck a negro woman. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : Austin Fire Ins Co facts remodelled That upon payment by he Austin Fire Insurance Company of the costs accrued and to accrue in the suit of the City of Austin vs Austin Fire Insurance Company ,for taxes for the years 1905 & 1906,which suit is now pending in the twenty-sixth District Court of Travis County ,Texas, and numbered 26389,the City Attorney of the City of Austin be and he is hereby authorized to consent that a judgement be entered in said cause that the City of Austin shall recover nothing in said above named entitled and numbered cause. Mr Charm Jh Caldwell damages Councilman Powell presented a claim from Jno H Caldwell for damages caused by being thrown from his buggy and the buggy damaged by running into a pile of dirt or sand left on the street at night without light. Gentlemen: Sidewalk Grade & Curb Under a previous approval we gave line and grade for curbing and sidewalk in front of the Cabiness property on the north side of Second street between Congress Avenue and Brazos street,making the grade correspond with the authorized grade of the center of the street.This,however,seems too high,and I would recommend that we lower the grade 2 ½ " at Brazos street,and 4 " at the alley,below the grade of the center of the street. I also recommend that the grade along the Butler Property between Congress Avenue and the alley east be made 4" lower than the center of the street at the alley,and be placed on the street grade at the east line of Congress Avenue. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : That the following temporary curb line is hereby established for the sidewalk on the south side of Sixth Street from Congress Avenue Westwardly to the alley between Congress Avenue and Colorado Street. The curbing at the west line of Congress Avenue shall be 29 feet and 10 inches from a line at right angles to the center line of Congress Avenue, starting at the iron pin in the center of the intersection of Congress Avenue and Sixth Street, and 28 feet and 10 inches from said right angle line at the east side of the alley between Congress Avenue and Colorado Sta Street. The above granted curb line, which is here again declared to be temporary, is subject to revocation at any time at the pleasure and in the judgment of the City Council of the City of Austin.
