Moving van tracking & medicine regulation – The city considered two public safety measures: requiring moving and transfer vans to report details about customers they move and banning the free distribution of medicine samples from house to house. Both petitions were referred to the city attorney for ordinance drafting.

Streetcar and street improvements – The council approved the Austin Electric Railway's removal of tracks from 17th Street and established the official center line for Rio Grande Street to guide future construction and property development.

City Hall insurance increase – After reconsidering the original decision, the council raised the insurance coverage on City Hall from $10,000 to $15,000, indicating growing concerns about protecting the municipal building.

Budget adjustment & church tax relief – The city approved a $2,000 supplemental budget increase for contingent expenses after court fine revenues exceeded projections. Separately, the council canceled back tax assessments on West Austin Christian Church property that had been improperly taxed in prior years.

Canal celebration endorsement – The council officially supported plans for a World's Panama Exposition in New Orleans to celebrate the Panama Canal's completion in 1915, pledging Austin's moral support for the event.

555 Regular meeting of the City Council: Austin, Texas, Sept 15th 1910. Hon A P Wooldridge,Mayor ,presiding: Roll called: Present Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Absent none. The minutes of the last regular and recessed meetings were read and approved. Councilman Gracy offered the following resolution : Resolved, by the City Council of the City of Austin : That the center line of Rio Grande, be established as follows: Street Line For point "A",measure 30' eastwardly from a cedar stake at the S W corner of Rio Rio Grande Grande and 25th streets,to a pipe in center of street. For point "B",measure 30' eastwardly from a wooden stake in the west line of Rio Grande street north of 24th street,to iron pipe in center of street. Measurements to be made at right angles to center line. A straight line joining points "A" and "B",and extending north to 29th street and south to 19th street to be the correct center line of Rio Grande street. This line is also 30' from an iron pipe stake at the N W corner of Rio Grande and 28 ½ street. An iron pipe has also been placed in this line at the south side of 29th street,another at the north side of 26th street,and another at the south side of 22nd street. East and west lines of Rio Grande street to be 30' from said center line. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Councilman Powell presented the following communication from the City Engineer. --- Page break --- 556 Austin, Texas, Sept 15th 1910. To the Hon P W Powell, and Hon D B Gracy, Commissioners, City of Austin, Texas Gentlemen: curb line. H.Maud. I recommend that the Curbing for H Maud at S E corner of 11th and Nueces streets be placed 6" lower than the approved center grade of 11th street at the corner, on account of the ground sloping towards the south, and the lots being lower than the street, and on the center grade of the street at the east end of his property 46' from the corner. The recommendation was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. On motion Councilman Bartholomew was authorized to procure Insurance on the City Hall building to the amount of $ 10,000.00. On motion of Councilman Hart the City Attorney was directed to draw up and submit to the Council an ordinance in regard to stock pens within the City limits. [illegible crossed out text] Water rates The Mayor laid before the Council the resolution as Councilman Bartholomew Amended Amending, "Water furnished outside the City limits & rates" City, amended and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. Councilman Gracy offered the following resolution : Transfer Funds. Be it resolved by the City Council of the City of Austin : That the City Treasurer be and he is hereby authorized and directed to transfer from the Park fund to the General fund the sum of $34.05, being amount of warrants Nos 46030,46031 & 46032, drawn out of the General fund which should have been drawn out of the Park Fund. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none. Experimental Wells On motion Councilman Bartholomew was authorized to contract for exper-imental wells at the Water and Light Plant. The Council recessed subject to call of the Mayor. --- Page break --- Sept 16th 1910. 557 The Council was called to order by the Mayor with all members present. Councilman Bartholomew moved to reconsider the vote by which the Council passed a resolution directing the Supt of Parks and Public Property to obtain insurance to the amount of $ 10.000.00 on the City Hall building,which motion prevailed.bythe following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. On motion of Councilman Bartholomew the Supt of Parks and Public property was directed to obtain insurance on the City Hall building to the amount of $ 15.000.00 by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Mayor laid before the Council the following: State of Texas County of Travis. Before me the undersigned authority,on this day personally appeared D H Walsh ,who being by me duly sworn states on oath that on or about the 4th day of August,1905,the Board of Trustees of the West Austin Christian Church purchased a lot fronting eighty ( 80) feet east on Blanco street,and running back 2251/3 feet being a part of Lot No 2 (2) Outlot NoThree (¾) Division "Z" of the City of Austin, Travis County,Texas,and that from said date said lot has been continually owned and used for church purposes by said church and has not been used for profit,gain or use in any way;that shortly after the purchase of said property services were conducted on same in a tent,and afterwards the present church building was erected thereon, and the said property now belongs to said congregation. (sgd) D H Walsh. Subscribed and sworn to before me the undersigned authority,by D H Walsh,this the 14th day of September,A D 1910. E H Yeiser, Notary Public ,in and for Travis County,Tex Mr T E Alexander appeared before the Council ,and stated that the above described property was assessed by the City for taxes for the years 1906 &1907.and askedthe Council to cancel said assessments. O n motion the Assessor & Collector of taxes was directed to cancel sais Assessments and take proper credit on his books ,an d the City Clerk directed to to notify the said Assessor and Collector,by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Mayor laid before the Council an ordinance amending an ordinance entitled an ord-nance regulatin the construction,reconstruction andrepair of sidewalkswithintheCity of Austin;defining the term sidewalk;requiring the construction ,reconstruction and repair of sidewalks by abutting property owners,and providing a means forfixing and determining the assessment of benefits to be paid by abutting property owners for the construction,reconstruction and repair of sidewalks . The ordinance was read the first time and the rule suspended and the ordinance placed on its second reading by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart &Powell 5 Nays none. --- Page break --- 558 .The ordinance was read the second time and laid over. The Mayor laid before the Council the following amendment to the Budget for the year 1910. Austin, Texas, Sept 8th 1910. To the Honorable City Council, City of Austin, Texas. Gentlemen: The Charts of this City limits appropriations to be made for any current year to the estimated available resources for that year, which estimated available resources shall be based upon the probable revenues of the City derived from advalorum taxes upon the basis of the total valuation of the property for taxation for the preceding year, and of such other contingent revenues of the City as will probably accrue. Amongst the contingent revenues estimated for the City for the current year , as submitted in my budget of April 1st 1910, is an item of six thousand dollars from fines in the Corporation Court. During the progress of the year , it has become apparent that the revenues from this source will exceed the estimate made in April past. The total receipts to the date of September 1st, from the above source amount to $5,577.25. This would make an average of receipts from this source for the eight months past since the first of the year, of $ 684.65, or . a total probable revenue for the year figures upon the same basis of $ 8,215.00, or more than two thousand dollars over the estimate placed upon this source of income on April 1st past. The appropriation made for the general contingent expenses of this City in the budget of April 1st , was the sum of $ 2,494.00, an amount obviously inadequate for the miscellaneous expenses of a City of over thirty thousand population. At the time this appropriation was made the sum of $ 2,494.00 was arrived at after providing for the indispensable other expenses of the other departments of the City. This amount of $ 2,494.00, was the balance left of the estimated total revenues of the City after providing as adequately as could be done for the imperative other needs of the City. The general contingent fund of the City is now exhausted. I therefore, Respectfully recommend that this supplimental budget , estimating $ 2,000.00 more for the probable revenues of the Corporation Court for the present year, be approved, and that out of said supplimental sum here submitted $ 2,000.00 be appropriated and set apart for the general contingent expenses of the City for the present year. Resolution by the Mayor. Be it resolved by the City Council of the City of Austin: That two thousand dollars ( $ 2,000.00) out of the estimated General fund of the City for the current year, be appropriated to the general continexpenses of this City for the year 1910. This appropriation to come out of the supplimental budget for this year. --- Page break --- 560 Sept 21st 1910. The Council was called to order by the Mayor, with all members present. Ordinance Authorizing the Laying of Tel & Teleg Underground Conduits The Mayor laid before the Council an ordinance authorizing the Southwestern Telegraph and Telephone Company to construct underground conduits through, across, along and under certain streets ,alleys and public grounds of the City of Austin ,and to place therein, its cables and wires, and to connect said wires and cables so placed therein to its other underground and overhead construction in the City of Austin as the same now exists and may hereafter exist. The ordinance was read the first time, and the rule suspended and it placed on its second reading by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy ,Hart & Powell 5 Nays none. The ordinance was read the second time and laid over. Mayor Wooldridge offered the following preamble and resolution : Whereas, the Officials and Engineers in charge of the construction of the Panama Canal have announced that it will be completed and opened for commerce in 1915, and Whereas, practicably the unanimous sentiment of the President of the United States and other Officials ,the Members of Congress and the American People generally ,is that no celebration of the completion of the Canal can produce such immediate and beneficial results as the holding Celebration Exposition of the Panama Canal at New Orleans. of an exposition ,where the people of the World will be brought closer together through this union of the Atlantic and Pacific ,the East and West, and will meet and confer with each other and exhibit the resources and products of their several countries; Be it resolved, That we cordially approve the idea of a Worlds Panama Exhibition and pledge it our moral support and assistance; Be it Further Resolved ,That we see in New Orleans the "logical point" for such Exposition, by reason of its proximity to the Canal and because it is the gateway for a large part of the import and export commerce of these United States with the Countries south of us and with the World, easily reached from all points in this Continent, North, Central and South America; and in all respects suited to hold the Worlds Panama Exposition, in honor of the completion of the Canal . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy ,Hart & Powell 5 Nays none. Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin : Leave absence J A Richardson That leave of Absence for ten (10) days from and after this 21st day of September, 1910, be granted by the City Council of the City of Austin to J A Richardson Assistant City Attorney, he not having availed himself of his former leave of Absence. The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Bartholomew, Gracy ,Hart & Powell 5 Nays none. The Mayor laid before the Council the following resolution : --- Page break --- 561 Independent Tel. Co. to remove poles . Whereas,owing to certain improvements contemplated on East Avenue Park between 18th and 19th streets it becomes necessary that certain poles of the Independent Telephon Company on the east side of East Avenue between said streets be removed ,therefore, Be it resolved by the City Council of the City of Austin : That the Superintendent of Streets and Public Improvementsbe and he is hereby directed to have said poles removed by said Telephone company,and placed by said comCompany at such other points as designated.
