. Regular meeting of the City Council: Austin, Texas October 20, 1910. The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell : The minutes of the last regular and subsequent recessed meetings were read and approved:
Judge Jas W Smith appeared before the Council ,asking a reduction in his water rate. After remarks by Judge Smith the matter was taken under advise-ment by the Council, and the Council recessed until 9 o'clock A M Oct 21st 1910.
Oct 21st 1910. The Council was called to order by the Mayor with all members present. Petitions, etc. Mrs M E Whitten pound fee By Councilman Hart petition of Mrs M E Whitten, asking to have a pound fee paid by her refunded. The petition was read .Councilman Hart moved that the petition be not granted, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Gracy, Hart & Powell 5 Nays none.
Reports of City Officers: Reports City Engineer The Mayor laid before the Council the reports of the health Officer, Asst Health Officer, the Health Inspector, tkaxixaxandxthax the City Engineer for the month of Sept 1910 and that of the City Engineer. for the month of August 1910, which were read and ordered filed. The Council then recessed subject to call of the Mayor.
Oct 22nd 1910. The Council was called to order by the Mayor with all members present ,except Councilman Powell. Councilman Powell Gracy Motion Street Condition. Dallas Ft Worth The Mayor laid before the Council the following resolution : Whereas, there are many encroachments by private individuals upon the streets and alleys of this City, and whereas there are streets and alleys in this City incorrectly located upon the ground ,and whereas owing to the undulating and often rough and hilly nature of the surface of the soil in this City, it is difficult at times to establish convenient sidewalk and curb grades, and whereas like conditions are believed to exist in other of our Texas Cities, in some of which treatment of these conditions has been already undertaken and perhaps advanced to a solution, and whereas it is often profitable and economical to ben-efit by the experience of our neighbors ., where conditions are like ,and if not identical with our own ;therefore, Be it resolved by the City Council of the City of Austin : (1) That Councilmen P W Powell and D B Gracy are hereby authorized and instructed to visit , at the expense of the City ,Dallas and Fort Worth, Texas, with the view of of ascertaining how these Cities practically handle these streets situated in their several cities, which we find are perplexing to us here. (2) That Councilmen Powell and Gracy are instructed to report in writing the result of their observations at Dallas and Fort Worth, and make after such inves-tigation ,such recommendations in the premises hereof , as they may deem proper and likely to be of use to our City.

The Mayor laid before the Council a petition from W L Stark,Manager of the Driskill Hotel ,asking permission to repair Oil Tank in the alley near the Hotel building . On motion the petition was granted ,provided work is done jurisdiction of the Superintendent of Streets and Supt Police and Public Safety. Report of Inspection Hancock Opera House
In compliance with the requirements of Article 274,Chapter 4 of the Revised Ordinances of the City of Austin,we the undersigned authorities of the City of Austin,constituting a Committee of inspection of theaters or places of public amusement,herewith submit our report of an inspection of the " Hancock Opera House ",made on theday of August 1910. We find : f a) That all doors of the audience part of said building are construct so as to open to the outside of the building. (b) That the area of the ground floor,exceeds 2,500 square feet,that there are two front doors of exit,which are each 54 inches in width , or more. (c) That the ground floor,or audience part of said building fronts on Sixth Street,has a twenty foot alley on the east,for about twenty feet in rear of said building ,and an openarea on the west andthe latter under control of owner,and that said ground floor or audience chamber has double doors opening into said alley on the east and onthe opening

( d ) That the second floor has not an area of 2,500 square feet,but has a staircase on each side three feet in width,leading into the lower story.the third floor is also connected with the second floor by means of a stairway at least three feet in width. (e) That thetwo upper floors in addition to the stairways ,are connected with a metallic " Kirker Binder " fire escape on the outside wall leading to alley and open area with platform connections three feet in width. (f) That the stage which is cut off from the audience part of the building is provided with an " Asbestos Curtain " which when lowered covers proscenium or main opening between the audience and the stage,and this curtain is lowered after each act. (g) That the stage part of such building used by performers is connected with an exit through the audience part and has also two independent exits with doors opening into an alley or areaway ,said doors being fully three feet in width. Said doors lead to the outside of said building.The stage is on the ground floor. (h) That there are fire hydrants on each of the floors of said building and have openings of 1-½ inches to which are attached 25 feet of fire hose.That there is a City fire hydrant in less than one hundred feet of said building. After a careful inspection ,we find that Article 274,Revised ordinances of the City of Austin has been carefully complied with. (Sgd ) Respectfully submitted ., A P Wooldridge ,Mayor.
