Austin Embraces Automobiles and School Improvements

New car regulations: Austin passed its first automobile ordinance requiring owners to register vehicles and obtain permits from the city, reflecting the growing presence of motor vehicles in the city.

First garage approved: The Central Garage & Supply Company received permission to operate at 917 Congress Avenue, including removable bridge access over the sidewalk and an underground 120-gallon gasoline storage tank—one of Austin's earliest automotive businesses.

School bond authorization: The council approved an ordinance to issue bonds for constructing and repairing public school buildings and purchasing school property sites.

Minor improvements: Council approved sidewalk grade adjustments on East Ninth Street and reallocated $200 from the cemetery labor budget to purchase tools and supplies.

607 . Regular,meeting of the City Council: Austin,Texas,November 24, 1910. The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge,Councilmen Bartholomew & Hart 3 Absent Councilmen Gracy & Powell 2 On motion the Council recessed until 10 o'clock A M November 25th 1910. November 25th 1910. The Council was called to order by the Mayor with all members present,except Counc -eilman Bartholomew. The minutes of the last regular and subsequent recessed meetings were read and approved. The Council then recessed subject to call of the Mayor. November 26th 1910. The Council was called to order by the Mayor,with all members present. The Mayor laid before the Council an ordinance to regulate the running of Automobiles and Motor vehicles within the corporate limits of the City of Austin, and to require the owner ,lessee ,manager,or other person in control of every automobile or motor vehicle to procure a permit and register his name with the City Clerk ,for the violation of which a penalty is provided. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. Automobile ordinance On motion of Councilman Bartholomew ,work of Ray McDonald on Wellat the Water & Light Plant ,was accepted and the final estimate for same was appro-ved and ordered paid . The Mayor laid before the Council the following petition : Austin,Texas,November 27th 1910. Final estimate on Well at W & L plant The Hon Mayor and City Council, Austin,Texas. Gentlemen : We respectfully petition your honorable body for permission to ope-rate a salesroom and garage at No 917 Congress Avenue ,with the privilege to pass cars in and out over the sidewalk at the above mentioned place. Permission is also desired to construct a removable bridge ,or incline in the sidewalk as may be directed by you ,for passage from the Avenue to our salesroom,and to place warning signals about two feet below the awning. We further ask to be allowed to place under ground in rear of number 917A Congress Avenue and adjoining the alley a 120 gallon gasoline storage tank,which shall be approved by the National Board of Fire Insurance Underwriters. Garage at 917 Congress Avenue, Gasoline --- Page break --- 608 The Mayer laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That permission is here granted the Central Garage & Supply Companyte construct and place in the gutter in front of their premises at 917 Congress Avenue ,removable bridges or enclined planes .Said removable bridges or inclined planes are intended to facilitate access to their garage rooms by automobiles. The inclined planes or removable bridges authorized under this resolution are directed to be build and used under the supervision of the Superintendent of Streets and Public Improvements,and the permit here granted is declared by the City Council to be temporary and subject to repeal at any time at the pleasure of the City Council. The removable bridges herein authorized ,are to be used only when automobiles are going in or coming out of the premises of the Central Garage and Supply company at 917 Congress Avenue. The resolution was adopted by the following vote : Yeas Mayer Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Mayer laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the Central Garage and Supply company is here authorized to suspend danger signs from the awning in front of its business house at 917 Congress Avenue .Said danger sign to be of the sizeand form and placed in position ,under the direction of the Superintendent of Streets and Public Improvements. The resolution was adopted by the following vote : Yeas Mayer Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Mayer laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That a permit be and the same is hereby granted to the Central Garage and Supply company to place under ground in the rear of its premises at 917 Congress Avenue ,a 120 gallen Gasoline tank; said tank to be placed and constructed under the supervision of the City Engineer of this City and the Fire Commissioners,and to be constructed in a manner to be approved by the National Board of Fire Insurance Underwriters . The resolution was adopted by the following vote : Yeas Mayer Wooldridge,Councilmen Bartholomew,Gracy,Hart & Powell 5 Nays none. The Mayer laid before the Council the following resolution : Whereas,in the judgment of this Council ,the East part of let No 5,and the West 6'( six feet ) of lot No 6 ,of Block 122 of the City of Austin, are owned and used wholly for religeous purposes; therefore, Be it resolved by the City Council of the City of Austin : That said East part of let No 5 and the west six feet of lot No 6,Block 122,are hereby declared to be exempt from municipal taxation for the year 1910. The Council then recessed subject to call of the Mayor. November 28th 1910. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council an ordinance authorizing the issuance of bonds for the purpose of constructing and repairing public free schoolbuildings and purchasing sites therefor within the City of Austin,and providing for the levy and collection of a tax sufficient to pay the interest and create a sinking fund for the redemption of said bonds,and repealing conflicting ordinances. The ordinance was read the first time and the rule suspended and it placed on its second reading by the following vote: Yeas Mayor Wooldridge,Councilmen Barthelemew,Gracy,Hart & Powell 5 Nays none.The ordinance was then read the second time and laid over. The Council then recessed subject to call of the Mayor. November 29th 1910. The Council was called to order by the Mayor,with all members present. Councilman Barthelemew offered the following resolution : Be it resolved by the City Council of the City of Austin : Budget - transf'd That two hundred ($ 200.00) dollars of the amount set apart in the budget for the current year for labor in caring for the Cemetery,be and the same is hereby transferred and made available as an appropriation for tools and incidentals at the Cemetery.
